A Viewer Writes: Salisbury Voting Districts are SCREWED up!
Can someone tell me why Salisbury residents who live in what is called a " shaded " area/district are NOT allowed to vote in the upcoming election for Salisbury Mayor? My sister lives off of Regency Drive, pays a quarterly water bill to Salisbury and called to find out where the location was that she would vote was told that she CAN'T vote! The area that she is in includes parts of College Ave and Beaglin Park and Snow Hill Rd. and a lot of other streets in the area are also not allowed to vote. Are the college students who are only " part time residents " allowed to vote but a full time resident who actually lives here full time is not?

If her street sign is white she lives in the county and pays no city property tax. If it’s green then she should be in the city and paying city tax. No tax no vote
I would say, the simple answer is, she has city water and maybe sewer, but it looks like she is a county resident. She has to pay the city for the services. Does she pay city taxes, I'm going to get "no".

When we lived in Salisbury we also had Salisbury water bills.
We were told by the city that we just had the services but we were not in the City of Salisbury limits therefore we couldn't vote.
There are little islands in the city that are county properties. Having a Salisbury address isn't a guarantee that you live within city limits. The borders of the city look like something you might find on your windshield while at the beach.
Even though your sister has city water, she does not live in the city limits. She should be thankful, unless she would enjoy paying double what she currently pays in taxes.
This is the same crap the city pulled on Debbie Campbell she was on the city council for years and well respected. In her last election she told me herself that it was unlikely she would keep her seat on the council because each time it was elections the districts would be divided differently so that she would not have her constituents and thus would be prevented by this tactic too unlikely keep her seat and that folks is exactly what happened. The system is crooked and rigged just like you see in the presidential elections a lot it also happens in small town America. Salisbury and the good old boy network is also doing everything they can to keep Jake Day in office because he is a child mayor they can manipulate and he wants to win at any cost. Believe it VOTE WAYNE KING OR REGRET ANOTHER TERM WITH BOY WONDER!!!!!!!!!!!!!!!!
So true, so very screwed up. One end of our street is city and county, the other end is county only. Same street, screwed up mess is what it is and oh, so very wrong.
If they pay City taxes they can vote. Wish I was blessed to live outside the "CITY"
They receive city water sewer but, our not actually city residents. There are streets by the college that are that way. I forget the term. Easiest way to tell. If your street has white street name sign you’re in the country.. if it’s a green street sign. You’re in the city
most of regency dr is county (you might get water bill, but your not paying city taxes are you?)

The voting districts are not really screwed up, it's the city limits lines which make no sense.

The city of salisbury and the postal service screwed up salisbury's city limits about 20-25 years ago. The idiot that was in charge of it was a prior heating and air technician that was barely starting out at the salisbury office. Like so many in government jobs it's not who you know it's who you BL** and this guy moved up the ladder quickly. He did all their dirty work and moved on

Because that area is NOT in, or a part of, the city.
She's lucky! If she was "in the city" her taxes would almost double... and she'd still have to pay for water, sewer, and trash.
Many areas around and close to city boundary can receive city water and sometime sewer and they will be billed separately, based on what they use.
I used to live in that area and most homes had city water and their own septic tank. Taxes were cheap and so was the water bill.
It all had to do with any agreement the builder/developer of the property agreed to, at time of construction.
Water bills don't count. It is not a tax. That's for water, not voting privilege. You have to be a Salisbury property taxpayer to get the right to vote in the election. That water bill just means that the house is hooked up to the city water system. You are using the words "Salisbury Resident" incorrectly to describe your sister's address. If she pays property taxes to Salisbury (not just a water bill), she has the RIGHT to vote in their elections. If she doesn't, she has no right. Perhaps you vaguely remember the history of a rallying cry from our country's revolution against the British, "No taxation without representation." Now it is codified in our country's law.
Your sister is not a "resident" of Salisbury. She is a resident of the county. When she starts paying city taxes, she will be allowed to vote in the election. She should have voted for annexation when she had the chance. Then she would be taxed, and get to vote.
