MSP Berlin Barrack CDS with Intent to Distribute Arrest

Type of Incident: Possession with Intent to Distribute Cocaine
Date and Time: 02/17/19 14390326 hours
Location: Ocean Downs Casino 10218 Racetrack Rd. Berlin, Worcester County, Maryland

Narrative: On 2/17/19, the Maryland State Police Berlin Barrack received a look out from the Maryland State Police Salisbury Barrack. An anonymous complainant advised the Salisbury Barrack that a vehicle involved in CDS distribution was en route to the Ocean Downs Casino and the two vehicle occupants were armed.

Troopers from the MSP Berlin Barrack, in coordination with Ocean Downs Security, were able to locate the vehicle on Casino grounds and were able to locate and identify the vehicle occupants. The operator of the vehicle was identified as Robert Lee Elmore (45 years of age) of Princess Anne, MD. Investigation revealed Elmore was wanted on a Worcester County Grand Jury Indictment for possession with intent to distribute cocaine.

During the investigation, Troopers were assisted by the Ocean City Police Department K-9 Unit. A K-9 Sniff of the suspect vehicle resulted in a positive alert for the presence of CDS. After the K-9 alert, Troopers, OCPD, and Casino staff coordinated the arrest of Elmore without incident.

Search of the vehicle, subsequent to the alert and arrest of Elmore, produced 15 individually wrapped baggies of cocaine, approximately 9 grams of marijuana, and two baggies of crack cocaine weighing approximately 3 grams each.

Elmore was taken before the Worcester County District Court Commissioner charged with possession of CDS with the intent to distribute, not marijuana, possession of CDS not marijuana, possession of marijuana and was served with the indictment. Elmore was held on $5,000 on the listed charges and held without bond pending hearing in Circuit Court for the indictment.

So, a person wanted on a CDS distribution indictment was arrested on separate CDS distribution charges was only given a $5,000 bond for the separate CDS charges. THAT kind of mentality of the District Court system is whats partially wrong with our system.

THE DISTRICT COURT NEEDS REVAMPING FROM TOP TO BOTTOM, INCLUDING JUDGES

Wanted on an indictment, a long history, and draws new charges and only gets a $5000 bond.

The problem is NOT the District Court "system"..it is Maryland's Justice Reinvestment Act. The court commissioner's hands are tied-much more than the public knows. The whole law is GARBAGE and gives a smack on the hand to criminals. It is intended to give the APPERANCE of reducing crime. it is total Bull$hit.

Exactly! That's how Jake Day, Jim Ireton, Barb Duncan, Mike Lewis and S.A. Matt Maciarello worked together to say "Crime is down" in da Ghetto 'Bury! They were not charging first offenders and some drug cases so it looks like crime was down when it actually wasn't.
