Why is this any different then all the golf carts you see riding on the roads? Albeit you mostly see them in the country it is basically the same thing just one is black and the other white.
Can't do a wheelie with a golf cart, or 50 mph, and they don't travel in packs.
Why do we need to tag and insure cars - if they can do this? If everyone refuses to tag and insure cars until this is resolved - maybe the state of Maryland will step up.
Imagine if this were your only possession, besides the Obamaphone he is using.
