Salisbury Considers Occupancy Enforcement Policy

SALISBURY – The City of Salisbury Department of Neighborhood Services has proposed an Occupancy Enforcement Policy due to an increase in over-occupancy violations.

The ordinance before the council on Monday evening stated, “The Department of Neighborhood Service and Code Compliance is experiencing a rise in over-occupancy violations, and due to this rise in over occupancy, there is a need to strengthen the enforcement for occupancy violations. A reduction in the allowed occupancy of nonconforming uses where over-occupancy has occurred is desirable, and the addition of denial, nonrenewal, revocation or suspension of a license or registration will make enforcement more effective.”

Neighborhood Service and Code Compliance (NSCC) Director Susan Phillips submitted to the City Council a proposed Occupancy Enforcement Policy that would go into effect if the proposed over-occupancy legislation goes into effect.

This needs to be done in the county also. These slum lords are cramming 4 to 8 people in big homes in the county. It's a mess.
Beer cans, parties, outdoor urinating, sex on cars. These students are out of control.

Because the landlord community (there are over 800 landlords) just in the city brings in over $100 million a year and has a lot of influence with people who influence what The Times prints.

That's why I didn't register my house as a rental. Since it's not on their little list, it can't get inspected!

because this issue has been severely ignored for the last couple of years and instead of Ireton canning Stevenson for not enforcing it while he was head of NSCC or Phillips now, Ireton wants a new law to make it look like it was someone else's fault his enforcement suxx.

anywhere keys are being cut will tell you that as many as a dozen keys are being cut for the same residence at a time. Wise up people. People are living in sheds behind their parents homes. I know of a case where the guy is living in a small camper with no bathroom in back of a falling down house. This is not just a city issue and someone is going to get killed living in these types of conditions. No one seems to care and no one enforces any type of decent living conditions. Is there anything to enforce? It is getting very sad in this country.

The law was originally written when Mike Dunn was council prez. He, his council lackies passed it, but made sure it was watered down enough that enforcement was impossible. NSCC had its hands tied and unscrupulous landlord buddies of Dunn and Tilghman laughed all the way to the bank as neighborhoods went down the drain. House prices fell because of bad houses on a block, landlords bought them up at bargain prices, more landlords got the scent and here we are today, trying to salvage what's left. In a city that's 70% rental with over 800 landlords, that's a tall order.

You are correct. That homo Tom Stevenson gets promoted to the highest ranking job in the city and his playmate Susan gets a promotion to department head of NSCC.

You are wrong. I did a study using data from BPI, P&Z and NSCC and my figures say that over 95% of the housing in Salisbury is rental property. Sad isn't it.

Another big problem here is that the units that are up for for rent have prices way above what they are worth. A 2br 1bath house is going for $800+ a month in the slums. If you want to live somewhere that you don't have to worry about your home being broken into every time you walk out of the door you will be paying a premium. Even apartments are sky high. Island Club off of Beaglin charges $800+ for a 1br apartment. The new apartments behind target are $1000+ for a 1br.

Then you have an issue with the slum lords. GNI properties are the biggest of them all. When I rented from them I had septic issues for over a month, causing me to have to flush my toilet with a bucket of water, and dealing with methane gas bubbles coming back up. The roof of the house they subdivided was being "replaced" for 5 weeks, in which time it rained and I had a lot of personal property damaged because they didn't properly cover the massive holes where they tore off boards. When I went to the offices their response was "Too bad".

Yes, the county council needs to address this as well. I live in a beautiful neighborhood off Camden. Homes are being rented out. Bed sheets in the windows; multiple cars parked in the driveway and along the street; etc. County Council-what will you do?????

It will be interesting if Day, Shields and Mitchell will support a real crackdown on the rental owners.

This is not a recent problem, this went on for years and years under Tom Stevenson. Susan Phillips has tried hard to make a difference.

Yes either that or Jimbeau is trying to scare the slumlords into ponying up for his election so he can back off. Smart strategy I would say.
