BREAKING NEWS: Wicomico County Forecasts 3.47 Million Dollar Loss in Income Tax Revenues

At today's Wicomico County Council meeting the County Administrator's office disclosed that a revision should be made to adjust their Income Tax Revenue Estimates.  The Department's presentation showed a dramatic decline in anticipated Income Tax Revenues for Wicomico County.  According to their report - Wicomico will end the year with an average of about 47,600 - a miss of 1,400 workers.  Their original 2014 Income Tax revenue estimate - estimated growth at 1.1% for a total increase of 540 jobs or a total of 49,000 jobs.  In this author's humble opinion - they were far to optimistic and have missed the mark

Here at SBYnews we have provided our readers with the most up to date and accurate information as it relates to our local employment scene.  We have been posting monthly labor information for several years now and by all of the indicators - WICOMICO COUNTY IS IN AN ECONOMIC DEPRESSION

According to the dictionary definition of a Depression - 

'In economics, a depression is a sustained, long-term downturn in economic activity in one or more economies.'

Here in Wicomico our residents have experienced, both, a dramatic decline in real property values, coupled with lackluster employment numbers

What does this mean for Wicomico's residents:

1. According to the Administration's plan - it calls for merging the Roads Fund into the General Fund beginning with the FY15 budget cycle.  Then, they propose to increase the use of prior year fund balance by 2.7M and decrease the inter-fund transfer from the general fund by the same amount, thus depleting the Roads fund balance prior to merger with the GF.  (Author's note - in layman's terms, 'Robbing Peter to Pay Paul')  According to their report - this should create a cushion against the anticipated shortfall in income tax revenues.

Author's Interpretation

2.  Higher taxes.  Since the annual operating budget is not being reduced commensurate to the declines in revenues, then the County will no doubt have to increase property taxes to make up for the short fall.  A brief review of the past few budget cycles reveals that the operating budget has been steadily increasing.

Bottom line - Wicomico County's economy is stagnant.  Nationally, Regionally, and Locally - the growth in GDP is simply not enough to grow our economies.  A paltry 2.4% GDP increase is simply not enough to sustain our nations population growth.  The long term implications as to what has transpired continues to drain our residents resources.  The structural imbalances have not been rectified and thus we are experiencing economic hardships.

We have been exposing this for YEARS and now the facts are final, we were right and Pollitt was wrong.

I can tell you his Office has been so frustrated at what we have been exposing we've been told if our people showed up at another public hearing they wanted us arrested.

ALL we have done is expose the truth and guess what, even today this information was REMOVED from the on line briefing book so the press couldn't get their hands on it, GO FIGURE.

It is living PROOF your County Executive needs to be replaced and is in dangerous denial of REALITY, the truth.

I will tell you how bad it is at my home. My home is paid for, so are my cars. I have an electric bill, TV bill, insurance and TAXES.

Right Now, the real estate TAXES are draining most all of my resources and I never thought I would see the day when my most valuable asset - MY HOME - has become a liability. And it is getting worse. I to have had enough of the Democratic party. I'll never vote for another Democrat again.

Thought Strasberg was supposed to be a financial genius. Heard he and Mackel were spreading "extra" money around during the last budget cycle. Clearly, neither one of them knew what they were doing if they couldn't see this coming. The most uneducated person in town knew/knows this county is going down the drain - and they don't??!!

Oh - that's right - Strasberg did get his drinking buddy Mackes an expensive new County ride and what - about $600k more for other new vehicles for Mackes' kingdom. Are you telling me his departments couldn't have gotten by on less money than that for vehicles?

Pollitt thinks he should get a raise and that lame Council too?? ROFLMAO! Joe Holloway and Bob Culver and sometimes Gail are the only ones looking out for this County. Culver hopefully will beat Pollitt, and I believe that Joe H. doesn't think a raise is appropriate.

My hope is that FINALLY people will realize that Pollitt is in over his head and needs to go.

Joe, you interviewed Rick and Norm Conway in 2010. Didn't both say they prioritized jobs? So it stands to reason that both have failed our community. If either had a shred of honor they would move aside and allow someone else to serve. But I guess it doesn't matter because Anderton and Culver are going to take those races.

I hope people understand that O'Malley set an agenda that Mathias, Conway and Pollitt all follow.

Im done with the "bury" at this point. Im underwater and have lost income and at this point I have no interest in trying to save my home anymore. I have tried and tried to work with the bank, and NO I did not buy a home I could not afford. I made my payments and had money for food and gas and everything else when I bought my home in 2007. Now with the cost of food,gas and a very sick child that forced me to quit my job, I would rather deal with the forclosure and all the crap that comes with it. Im going to look for a place to rent in Delmar, de or laurel. Im done with this county! Im tired of loosing sleep every night worrying about how I am going to pay the bills. This is no way to live.

we don't owe anything either, yet the electric, taxes, groceries, gas,insurance take all our fixed income. We get nothing service wise for our money. I wasn't in favor of a cty.exec, How could we afford a new huge salary when we couldn't afford what we had.

Joe you are absolutely correct about Bob and Joe! The two of them, and at times with Gail in support, have continued to try and maintain accountability and keep Pollitt in line.

It is very unfortunate that Prettyman, Hall and the other Holloway actually still call themselves Republicans. They have truly abandoned the principles of conservatism.

Many private companies have not given any raises to employees for 8-10 years. Hopefully, if Pollitt and his minions go the tax increase route, may the citizens of this county rise up, vote him and his minions out of office.

Bob Culver is looking better all the time as a County Executive candidate. His record speaks for itself!

Both of them vote for every bloated budget the governor puts out. Conway and Mathias are on Team O'Malley.

Many of the higher income folks have left the county or claim they live somewhere else 6 months of the year. This is the fault of the people in office who allowed this to happen. This has resulted in further dropping of property values and a lower class of person to move into the county - along with family and friends of ECI prisoners. The City and County leaders have created this problem. It is so deep-seeded now, I'm not sure it can be fixed. Worcester County is putting Wicomico to shame in every way. We have become a joke.

There is a commercial running about getting help with affordable health care in the three lower counties - and it shows the three county logos - Worcester, Wicomico and Somerset. The Wicomico logo looks childlike and that it is done with crayon while the other two look more sophisticated. It is kind of symbolic for the backwardness that has become Wicomico. We can't even upgrade our logo to look modern and current. Our leadership is pathetic in every way.

Excuse me 7:15, you must be totally out of the loop, clueless or just dense. Joe Holloway has tried everyway possible to keep the "drunken leaders" from spending our tax dollars for years. Joe has tried again and again to warn all Wicomico citizens of the state of the county. So don't try to put him down in any way. No, we are NOT related, but he is my councilman and does a great job.

Joe Albero has done everything possible to warn us about the abuses, cluelessness, and underhanded deals going on in this county for years. Many readers on this blog didn't believe his "spot on" reporting regarding these losers, but many of us saw this coming. We too have tried to be a voice of reason, but you didn't want to see it. Well now you have to deal with it. Will you still vote for these idiots, these liberal losers or will you change your affiliation and really give conservatives a try? We need leaders who really know what it is to run a legit business and deal with all that goes with it like overhead, regs., taxes, payroll and still make a profit.

Rep. McDermott, Joe Holloway, Joe Albero and many more have an in depth understanding how our government can make wise decisions regarding all of these issues and more to get our county healthy once again, but it must be done quickly and in a timely manner.

Joe - I am on the county website and I cannot find the revenue estimate report. I see it is on the agenda for 11:15 a.m. but there is no report in the briefing book.

I find it very odd that there is no document when it is referred to in the county council agenda. That makes me very suspicious as to their true intentions.

Hello Anonymous 6:46,In answer to your question just keep a watch on the next county budget session when you will hear these well rehearsed word,'In order to generate the same amount of revenue (YOUR TAXES) as last year' which will be followed by a statement on which increases in taxes, fees and new taxes will have to be increased and initiated. Mr. Pollitt will already have Mr. Conway,Mr.Cane and Senator Mathis's approval well ahead of time introduced at one of their famous Special Sessions. And if the council vote is as it normally is the vote will be 4-3 in favor of the increases. Sorry for the bad news.Only way to change it is at the next election. Tell your family and friends to watch out for their wallets. John Palmer.

I don't claim to live somewhere else six months out of the year. I'm sitting in sunny south Florida as I type. No state income taxes, property values on the rise, and you don't have to shovel hot. Gave up on wicomico county a few years ago. It is a nice place to visit for a few warm months but that's about it. There are only a handful of real restaurants that are not serving sysco food, speed cams, gangs, and a new tax around every corner. If you people are not going to get organize, vote, and change, I suggest you get out while you can.

Wicomico County's economic condition is a microcosm of the United States in general under the extremism of the leftist liberal Democrat/Socialist counter culture non leadership currently occupying Washington.
The regime has done nothing but create economic and social chaos with failed policies based on proven failed policies of the past.
Democrats are Big Government big spenders and America can no longer afford their spend spend spend liberal ideology. There simply is not enough wealth to sustain their schemes that are destroying the middle class tax payer.
We are in a depression as bad or worse than the 1930's and the only difference is the facade/fraud of their propaganda telling us otherwise.
The United States is in serious danger of dissolution and it is the extremist Democrat failed economic that are to blame.
The States in our country that are solvent have Republican leadership with successful economic policies.
The states that are failing are ALL under Democrat leadership.
This is proven fact.

They just keep raising taxes and the businesses just keep moving out of here. O'Malley tried the same strategy with the tax on its millionaires or so called millionaires tax. What happened, they just packed up and moved across the border into Virginia. Wicomico has boxed themselves into a corner and their options are not very pretty. Fact is there is not much of an industrial base. The only industry is the government and eventually they will consume themselves. It really is a no win scenario that getting worse each and every day.

One of the big issues here is when the State transferred the teachers pensions to the counties. And look it up. Who voted for that? Conway, Mathias, and Cane. And Mr. Geoff Smoot, where do you stand on this? Or, did you stay and buy in on the old retirement plan or go with the pension plan? You have a big mouth in the Daily Times. And here's a way for him to trim the auto fleet, increase employment and really go green.

He, Wayne & Gary can all sell their cars and start traveling by sedan chair like true Lords of the Realm.

Each one will need 4 active bearers and a spare set to swap out every couple of miles; double the manning for the executive. That will be 32 new jobs, and a feather in his cap.

I heard the County Government has secret meetings at the library on weekends as a server told me they saw a bunch of them park at Market St. Inn and walk over one afternoon, then come in for drinks afterwards.
What is all that about? Who coordinates and approves that? Who opens the building? Is it even legal?

Then again, with unemployment being as bad as it is in Wicomico County, maybe I'm wrong. Nevertheless, it was not in the on line briefing book on purpose so the press/public couldn't see it.

The revenue cap is to help government from behaving badly. Also watch the pension shift and how bad that crushes us. Thanks to Norm Conway for that! It is time for the county and city to consolidate into one form of government, start a petition and get rid of one bloated layer of administrators(city). The Salisbury mayor position is merely a fluff job and has no prerequisites of municipal administrator experience. That's why for the last 20 years the city has been run by a housewife and a school teacher, no prior city management experience is necessary to be a leader in Salisbury.

When we have people like Shanie Shields and Laura Mitchell voted into office, voters are picking from the bottom of the heap and get what you voted for, you think it's bad now? It can get a lot worse!

At this point in time any government employee who is really and truly concerned about their child and what the future holds for them, would forego any raises. This is what a truly caring parent does. They do not ever saddle their children in uncertainty and debt.
In their minds they have convinced themselves they are good parents but the realty is they aren't. Too much fiscal irresponsibility going on.

8:58 is a product of the public school system. Could even have been a 'model' student. You know one of the robot/zombies, who willingly without question, slurped down the BS that was spoon-fed to them.
If politicians and policy makers say all is well then it is-God Darn It!!! Too dumb to go out and take a look around themselves.
Oh things are looking so bright!!! Well then why are so many more people receiving entitlements than ever before? Rocket Scientist 8:58 needs to start answering some questions otherwise just dismiss them as the brainwashed person they really are. Either brainwashed or the very real character flaw that prevents them from telling the truth.

I personally believe if WBOC and WMDT were a true reporting news agency they would be investigating all this.....but they are week and scared. If it was me I'd be ambushing them with my camera as they were exiting these meeting and asking them a million questions and asking for comments. They can run but can't hide from the people who have the right to know the truth.

The county has been hiding money for thirty years. They are bigger crooks then the guys let go from ECI. They would lose a Million here a Million there. Then after budget time they would mysteriously find it. This county stinks worse then the chicken crap all around it. Lewis, Pollitt, and Matt M. all want ten thousand dollar raises, yet we are in the alledged shape we are in. BULL CRAP. They know why they are fudging numbers it will all come out by election time trust me. The raises are nothing compared to what they are hiding. Parties mean nothing anymore it is all about what can I get out of this. Hollaway is an idiot plain and simple. He needed extra income so he ran for council and suprise he won wtf people really. As for Culver, Joe keep wrapping your lips around it. lOL we had a bite of that apple. That guy needs to stay retired we are not riding horses to work anymore.

The bottom line is they are all crooks. Hang all the politicians, then the lawyers. My God we would have a great world.

Nice reporting, undoubtedly true, but to no avail. Probably 40% of Wicomico residents don't even know what the word "budget" means. Of the remainder, most of them don't care. There are probably less than 1,000 residents who know and care and they can fight and complain all they want and nothing will change. Same thing on the national level; out of 330 million residents (not all necessarily citizens) less than 10 million know what crap is going on and care about it. So sad.

The government just keeps running businesses out of here. We do not make anything anymore. According to the latest FOX news poll 3/4 of our population still believe we are in a deep recession or in Wicomico's case a depression. There is not enough incentives to entice new businesses to relocate. So here we are - trying to tax ourselves into prosperity.

Well - all I have to say is that soon there is going to be a major correction and it is not going to be very pretty when it happens. And it is coming very soon.

The first real sign of a leader is setting an example. Polite should reduce salaries that make more then $75,000 by 20%, offer new business willing to relocate or open a business in Wicomico County a tax break for 5 years and encourage employer incentives for each employee they hire. County and city should combine police and sheriff offices as one, share funding, NO pay raises to law enforcement until crime levels are r reduced. Return furloughs rather then layoffs. Got to start somewhere.
