Frank Allan Dowling Of Pittsville Arrested

While patrolling the area of 13th Street and Wilmington Avenue, in Ocean City, Worcester County, Maryland a Worcester County Sheriff's Office Deputy came in contact with a subject who was impeding the free flow of traffic. The Deputy stopped the individual, who was identified as Frank Allan Dowling 3rd 28 years of age, from Pittsville, Maryland. A wanted check was run on Mr. Dowling, and it reveled Mr. Dowling was wanted by the Maryland State Police Salisbury Barrack on Theft Charges. Mr. Dowling was arrested and taken to the Worcester County Sheriff's Office where he was processed, then taken to the District Court Commissioners Office and seen by the District Court Commissioner who released on him on his personal recognizance.

Worcester County commissioner lets a wanted man free on his own recognizance? Something stinks in Worcester county. Commissioner should be fired immediately.

9:06-I think if he were wanted for a failure to appear the outcome would have been different.

That is normal for most all of the district court commissioners on the lower shore.

9:22-No way 9:22. The lower shore has way higher percentage of bail review hearings of those arrested than most counties and Baltimore city.
I just heard a Baltimore county lawyer who was in local court comment on this a few months ago.
