If SHE asked for a recount, then she should pay. If HE did, then the city will have to pick up the tab. To be honest, there are many petitions that are, or appear to be, close, as this one did, so the taxpayers may have to pick up the cost. I am curious, as are some other posters here, what the cost is.

Turns out she's not only in the minority on Council but in the entire City; using all the resources she could bring to bear, most of the town ignored her childish actions and watched tax dollars being wasted.

Bob Caldwell had been out of politics a long time when he ran his petition drive against something mmuch more important to regular people - higher taxes!
He got more signatures than he needed before he took it in. Mitchell knew damn well she didn't have the numbers, but she took it in anyway.
I think she should reimburse the people for pretending to be a council member when all she seems to do is agitate and throw bombs. I'm old enough to remember the Weathermen real good. She'd make a great member.
