State Police Investigate Shooting in Salisbury

(SALISBURY, MD) – Maryland State Police homicide investigators are actively investigating the death of a twenty-one year old man in a Wicomico County apartment complex.

The body of Keonte Gaskins, 21, of no fixed address, was found at 6:45 a.m. today, in the outdoor stairwell of the Village of Mitchell Pond Apartment Complex on Parsons Road in Salisbury. Residents from the apartment complex called 9-1-1 after making the discovery. Emergency medical providers pronounced Gaskins deceased at the scene.

Investigators from the Maryland State Police Homicide Unit were called to assist the Salisbury Police Department in the investigation. Upon their arrival, Gaskins was found lying in the stairwell, fully clothed, with apparent gunshot wounds. He has been transported to the Office of the Chief Medical Examiner in Baltimore for an autopsy to determine the cause and manner of death.

State police continue to interview residents of the apartment complex and others who may be associated with Gaskins. One witness advised police that shots were heard shortly after midnight last night.

Maryland State Police are always called when homicide/wrongful death is suspected. They have a unit dedicated to investigating them.

I understand your sentiment but that was just about the dumbest thing you could have said. If you give people a pass just because they shoot someone you deem unworthy to live, how long will it be before you or someone else gets shot?

LOL you are a special kind of stupid. Heroin and other illegal drugs are "banned" and how's that working? I don't know about around here but a lot of the guns used to kill on the streets of Chicago are being smuggled in from Mexico. If they were to ban guns in this country the Mexican cartels would be smuggling in guns by such numbers your head would spin. The inner cites would be flooded with them.

It's the residents of these Projects that are preventing the police from doing their jobs not the chief. If they try and be proactive the residents scream racial profiling. You can't have it both ways. You either have to respect law enforcement and help them out or you can just keep on digging the graves. You can't have it both ways. The police aren't about to risk their freedom for low life thugs and the majority of the public agree. The Project residents don't respect and support the police so now they can suffer the consequences of their own actions. They grew it now they have to choice but to chew on it. They are reaping exactly what they have sown so they better not complain.

Growing up, Salisbury was a nice suburban town. It may have been boring for us youth growing up, but we had community centers, community events, for us to do. Now that I am an adult, (33 years old) all I see on y Facebook feed is homicides, shootings, robberies, and fights. I am so glad after I graduated college I was able to move out of Salisbury, my family was able to move away from Salisbury and the Eastern Shore altogether.

I pray for the victims family that the suspect is caught, and that the leaders do something to get the city under control. Where are the community leaders? Youth advocates? Churches?

An autopsy is necessary. For one, it's when the bullet(s) are retrieved for ballistics examination. Once again, we might see that they came from a stolen weapon that ties it to other crimes.

A new Police Chief, Fire Chief, Mayor, and Council is indeed what we need. Better yet dissolve the city charter and get the state to tear down ECI!

Can someone please state why SPD detectives can't investigate homicides? MSP is awesome but the city has all those detectives but apparently not capable of handling major crimes? SPD used to investigate everything in the city. Duncan has been there 5 or 6 years and still she has not developed her detectives. Ridiculous

You are right. Our police lack efficient response at times. I called the police on the highway to report a man driving erradicly through traffic & they looked amped to say the least. I never saw a sign of law enforcement. Matter of fact he said, "we saw em pass by..." wtf. I just knew i would seen them pulled over. Nope

Shots, according to one resident- shots, plural -- were heard around SIX HOURS AGO.
No one saw anything. No one bothered with a 911 call.
And the POLICE are supposed to fix that?
These residents now have to live with the fact that SOMEONE in their midst is a killer.
And they don't want anyone to know who it is.....
In my neighborhood, someone lights a firecracker and 20 people call 911. Of course, I can also walk the street after dark and don't have to bar the windows or lock my car at night.
And I won't see ANY teenagers hanging out at 1am on a school night either.
And just about everyone I know there has a gun. Or 10-20 guns.
No one ever gets shot.
I wonder why......

If a call came in as "suspicion" what would the police actually get out of their cars to look for? Even if a call came in as "shots fired" and an officer rides through the area but sees nothing...do you actually expect him to get out of his car and walk around a neighborhood like that? Is anyone forgetting the social climate right now? People ambushing cops? Nah...if I was working that sector, I wouldn't get out of my car either. Too mush risk involved there.

Jake you really do need to get a hand on things. You can not stop this type of crime but I heard in the last two weeks SPD is losing another 7 officers. I hate to say it but Duncan needs to go. All appointed brass demoted. Let the new chief rebuild the command. The citizens are allowing the city to lose millions of dollars in training and retention revenue.

There is something seriously wrong at S.P.D.

What happened to the computer system she and the Gayor purchased that predicts crime trends. I am actually crying I am laughing so hard about that fiasco. Either the Chief was afraid of the Gayor or it was her idea. The cost of that program could have purchased five patrol vehicles. Idiots at the top is causing bleeding at the bottom.

SPD detectives are too overwhelmed with a large case load. If you were in charge of the homicide all the other cases would fall even more behind. I also agree the chief needs to move back to her home. She is not what we need here. Make it all one sheriff's Office and let Mike lewis lead.

There seems to be a direct correlation, at least locally, between having a made up, non-traditional first name and ending up a murder victim.
And there's a further correlation in that the victim is often killed by a person with a made up, non-traditional first name.

His mother works very hard and to be honest he wasn't a bad person maybe bad ways as we all do whether lawful or the later. Everyone is sitting in their comfy little lofts being racist and unsympathetic instead of thinking of the families grief! I have white friends who do things that you sit on here and judge blacks for doing if not worse, funny thing is its truly not about color as I love them and encourage them to do better!
