How about starting with eliminating the State Department of Education. Let the local BOE decide best what is appropriate for their counties. DJS needs to be re-worked. That agency has been broken for 40 years. Welfare fraud needs to be priority one. Look at the New England states that are cracking down and it is already paying (literally) dividends for them.

AMEN! First step is to remove all of the incompetent late 20 early 30 year old master level no practical experience drones out of the Baltimore level offices. Next step will be to place all agencies under one division; no one from DHMH allowed - if you want to stay in government work you need real field experience first. Third step is to drastically decrease the number of state employees at the management level. Finally, return all decision making for service provision to the county level. Oh and if Montgomery and Prince Georges County could stop acting like they are the only counties in Maryland that should have money that would be nice too!!
