Narrative: On 03/10/2016 at approximately 1331 hours, Shynika Bowen of Berlin, MD, responded to the Berlin Barrack to report her vehicle, 2006 black Ford Escape bearing Maryland registration 6CC1291, stolen.

Bowen stated that on 03/10/2016 at approximately 1315 hours, she was traveling on E/B US Rt. 50 in the area of MD Rt. 346 when she engaged in an argument with her right front seat passenger Damian Hitchens. During the argument, Hitchens kicked the windshield causing it to crack. Bowen pulled over to the right shoulder to call 911. Once on the right shoulder, Hitchens began kicking the steering wheel subsequently striking Bowen on her right hand. Bowen exited her vehicle for her safety. Hitchens then got into the driver’s seat and proceeded to travel E/B on US Rt. 50 toward the Berlin area.

Investigation revealed that Hitchens drove Bowen’s vehicle to 113 Flower St. where he made unlawful entry into her residence. Hitchens then left the area on foot and was located by

Troopers in the area of the Bay Terrace Apartments. When Troopers attempted to make contact with Hitchens he fled on foot. With the assistance of the Berlin Police Department, Hitchens was located at 307 Maple Ave. where he was taken into custody without further incident.

Once in custody, a strong odor of an alcohol beverage was detected coming from Hitchens’ breath. Hitchens refused to perform field sobriety testing and subsequently refused to submit to an alcohol concentration test.

More alcohol-fueled stupidity. A drug that helps you do things that you wouldn't do if you hadn't had those last three drinks.
