I just visited that area and June, and its not dogs that are the problem, but prostitutes. You can't walk more than 12 feet without a toothless, meth addicted whore soliciting you. I was with my wife and infant child, and that didn't stop them. But don't worry for these ladies, because they had plenty of customers, all you had to do was look between the buildings.
