Narrative
responded to a reported vandalism in progress at a residence in the 1600 block of Waconia Drive. While
on the way, the deputy learned that Samuel Milbourne was in the process of shattering the rear window of
his mother’s vehicle at that residence. Upon arrival, the deputy observed a shovel which was sticking out
of the rear window and an obviously aggravated Milbourne. After an investigation, the deputy arrested
Milbourne and placed him in handcuffs. It was at this point that Milbourne attempted to pull away from
the deputy while kneeing the deputy at the same time. Milbourne actively resisted any effort by the
deputy to control him which led the deputy to take actions to ensure Milbourne’s compliance.
Once Milbourne was sufficiently subdued he was transported to the Central Booking Unit where he was
processed and taken in front of the District Court Commissioner. After an initial appearance, the
Commissioner detained Milbourne in the Detention Center in lieu of $50,000.00 bond.
