Incident: Disorderly Conduct
Name of Suspect: Cooper, Christina; 18 of Fruitland
Date of Incident: 2-13-2020
Location: 1150 Pemberton Dr, Salisbury
Narrative: On the afternoon of 2-13-20, a Deputy conducted a traffic stop in the Royal Farms parking lot located at 1150 Pemberton Dr, Salisbury. During the investigation, a passenger in the vehicle, Christina Cooper, became disorderly. Cooper yelled, cursed, and threatened to assault the Deputy. During the incident, Cooper was being held back by a family member as she was threatening to assault the Deputy. The behavior was disturbing the peace of customers and employees at the business. The Deputy advised Cooper to stop, or she would be arrested. Cooper would not calm down, and was subsequently arrested. Cooper was transported to Central Booking where she was seen by the District Court Commissioner.

Incident: Possession of Controlled Dangerous Substance
Name of Suspect: Lucas, Kevin Lamont, 52 of Laurel, DE
Date of Incident: 02-13-2020
Location: W Isabella St and Claiborne St, Salisbury
Narrative: On 2-13-20, a Deputy conducted a traffic stop on a vehicle driven by Kevin Lucas. The Deputy quickly developed probable cause to believe that CDS was in the vehicle. The Deputy located suspected cocaine, and arrested Lucas for possession. Lucas was taken to Central Booking to be seen by the District Court Commissioner.
Charges: CDS Possession, not marijuana

stop all black men, black kids, black dogs, ect. and frisk for weapons and drugs.

It looks like if she sat on the deputy he would be a goner. No man could stand up to that kind of treatment.

I'm going to stand up and say on Kevin Lucas behalf. I've no Kevin since we ran the halls in Fruitland. I played in the band with Kevin, watched him play his heart out in sports at Parkside. Kevin was our Drum Major our senior year. As a cop I had a few contacts with Kevin, some Id like to forget. Kevin hasn't had the easiest life over the years but deep inside Kevin, he has a good heart. I think all of us can say we've made mistakes in our life that we regret or wish we could forget. None of us are perfect. Kevin, if you see this, I pray God grabs hold of you and sets your life straight. He hasn't forgotten you or turned his back on you, just give your battles to him. I don't have to be anonymous and stand behind what i say here. Praying for you Kevin, your friend Rusty Savage 0146, Retired PFC,Salisbury PD.

I will probably get kickback from my comment but here it goes. I don't agree with Kevin Lucas behavior or choices but I have known Kevin since we ran the halls in Fruitland, and played on opposite teams in Fruitland Little League. Kevin and i went through school together, graduating in 1985 from Parkside. Kevin and I were in the band together, Kevin could belt out a note on the tuba, was voted on with Kevin Lennox to be our Drum Major during our senior year. He played in various sports and always gave it his all. Kevin had his times but he has a great heart. Kevin hasnt had the best of times in his life, especially the last few years. In my prior career as a cop I had contacts with Kevin, some of which I wish I could forget. But you know, we all have made life mistakes, regrets that we want to forget. God does when we give it to him. Kevin if you see this, know God won't turn his back on you and won't call you names because you made bad choices in your life. Kevin if you happen to see this, know God can pick your life up, dust it off and change your path, if you give it to him. Know your friend is praying for you and asking God to change your life. I don't need to be anonymous, because I stand by my words. Jesus can Kevin. Respectfully, Rusty Savage #0146 PFC retired 07, SPD.
