They only do that if they've profiled you and want a reason to pull you over to ask you some questions so they can escalate a traffic stop into a warrantless search of your vehicle and person. It's what they do, day in and day out. If you aren't one of the ones they are "looking for," then they won't bother with any lights that are out when a car goes by.
