Seems like a hate crime to me, doing something that will be blamed on another race or religion, regardless of the perp's race or religion.

It is still racist and only a maybe on the "hate crime" because he knew what he was doing. He was trying to stir up the blacks who go to those churches by vandalizing the place and doing it in such a way that they would conclude that it was a racist white person who was committing the crime. It was a way to really hit in the heart with them by doing it to churches. People think of their churches as "sanctuaries" and they really don't want them defiled.

I dont think that the intent of the law meant to excuse "fake" hate crimes. The person who commits them hates and means to spread that hatred.
