Why do people tilt their heads when their photo is taken?

I for one would like to see the businesses they stole from listed. I'm betting the majority are from walmart which then begs the question is spd walmarts private security force? especially since spd don't have time to saturate patrols in the bad areas of salisbury!

That Montgomery woman is a stone cold thief. Stealing everything that's not tied down from anyone who makes eye contact.

They are not allowed to saturate in bad neighborhoods because they would have a disproportionate amount of Black arrests.

This is all the people they arrest, ones that security guards catch, because we all know the only thing SPD can do is write tickets and eat donuts.

I realize that this isn't a new initiative, but since these people haven't been found guilty of any crime yet, how is this allowed? I'm in no way defending the actions of anyone who steals, but we all know that the 5 individuals named (4 with photos) will forever be associated with theft - even if they're found not guilty.

In my opinion, creating a list of those arrested and posting it on your website would be okay - IF you are consistent and list every single person arrested. This press release appears to be singling out only shoplifters and then going the extra mile to create embarrassment. It's not consistent. Why not do the same thing for those arrested for assault? or weapons violations? or DUI?

Yep, I realize that it sounds like I'm defending those that shoplift. But I'm not. And, I'm not a lawyer, so maybe this IS perfectly legal, but I can say that if I was one of the 4 pictured and was later found to be innocent, I'd be livid.
