Wicomico County’s 2016 Operational Budget Hearing

Thursday night, April 9th, will be the annual public hearing for Wicomico’s 2016 Operational Budget.  A public hearing will be held at the Wicomico Youth & Civic Center – at 6 PM.  From a journalistic perspective – it marks a historic juncture in our County’s destiny whereby our elected representatives will decide to abide by the general rule on self-reliance – verses – borrowing through deficit spending.  The latter resulting in  passing-on the financial responsibility onto the next generation.  Wicomico’s past is blotted with massive private sector job losses as a result of a manufacturing exodus.  Although the major manufacturing transition which began to occur across this nation more than a decade ago – there are few areas that have been hit harder than Wicomico County.   Loss of major companies like Dresser/Haliburton, Crown Cork & Seal, Campbell’s Soup, Standard Register, Comtek, and Grumman – the list is endless.

Almost simultaneous to the manufacturing exodus, massive governmental regulations were imposed upon private property – stymieing private sector employment growth.  Such extremes as MD Department of Planning - Tier Maps, Agricultural Preservation set-a-sides, Critical Areas, wetlands delineations, developmental impact fees.  One only has to take a glance at our nations retracting workforce numbers to realize that we are a nation in decline. 

Latest GDP Numbers – US Growth Forecast Chopped to Zero
The Federal Reserve Bank of Atlanta has reported that its forecast for U.S. gross domestic product (GDP) growth dropped to zero on April 1 and ticked back up to 0.1% on April 2. The bank uses a unique model called GDPNow to prepare its forecasts, and the model typically estimates growth well below the rate projected by the Bureau of Economic Analysis (BEA).  This does not bode well for college graduates whose upward mobility is virtually severed with such small incremental gains in industrial outputs. 

Feds Long Term Interest Rate Policy – No Tools Left In Their Arsenal
The economy looks good . . . . but not that good.
Fed Chair Janet Yellen won’t say when interest rates will rise because she doesn’t know.  Her recent speech provided details to how Yellen sees the current economic landscape. And while it seemed to give conflicting messages, that's sort of the point.   

Wicomico’s Unemployment Rate – January’s USBLS jobs numbers report shows that the unemployment rate dramatically increased from December, 2014 - 7.2% to January, 2015 - 8.8%
But what is even more alarming is the local decline in our areas workforce.  This seems to mirror what is transpiring all across the Country.  The latest report shows that there are 93 million Americans that are currently out of work. Be cognizant that there are approximately 321 million people living in America so the staggering workforce decline represents nearly one in every 3.5 people are currently not working.  Not since the Great Depression has this nation experienced these kinds of numbers of people not working.

Perfect Storm Scenario
What if the 2nd Quarter jobs and GDP numbers come in weak – could this be a further indication that our nation may be sliding into yet another recession?   What will the Feds do then?  Lowering interest rates any further won’t have much impact as they are already near zero.  What if they start another round of quantitative easing – QE4?  If QE 1, 2, and 3 – didn’t help to pull us out – then why would the FEDs believe that another round of stimulus will make any difference.

Financial Highlights
  • Wicomico County net per capita personal income – at a lower level than in 2004 – 10 years ago.  Evidence that our lifestyles have drastically diminished.
  • Wicomico County labor workforce continues to decline - even as the county population increases.   Area’s unemployment rate increased in January to 8.8%.
  • Private sector business properties have been gobbled up by Government entities – prime examples - (i.e. Former Dresser site absorbed by SU, former Comtek property purchased by the Tri – County Council,  Old Salisbury Mall property taken over by Wicomico County, former Noland site and Purity Bacon properties purchased by Salisbury University)
  • State & Local regulations have severely hampered private development – (i.e. Tier Maps, Agriculture Preservation Act, Critical Areas, Wetlands delineation, Smart Growth initiatives – all legislated efforts that seek to force the general population back into the abandoned Cities. 
  • 17% of Wicomico’s citizens are currently living below the Poverty level or (nearly 1 in every 5) – while the MD statewide averages 9.8%.
  • Nationally – 93 million Americans are no longer working.
  • US National debt – 18+ trillion dollars

They moved to states that gave them massive tax breaks for X period of years. Or they moved out of the Country. The ones that stayed in another State tax free for X years, will move out of the Country when that deal expires.

The biggest killer of this Country was free trade(i.e NAFTA and other agreements). Those agreements destroyed American industry. Honestly I do not see a way to turn things around as long as free trade is in play.

Take a look at UN Agenda 21(https://sustainabledevelopment.un.org/content/documents/Agenda21.pdf). I provided a link to the actual UN Website, have a read. Long-term they want to remove area's such as ours from the Map. They want everyone living in large cities, with the area's outside them deemed wilderness sanctuaries. By killing American Industry were on the slow path to this plan.

Salisbury News seems to be the ONLY media source addressing these factual and documented information.

Some say we are the only ones publishing doom and gloom information. In a sense, this is true. However, what those people have to understand is that WE did NOT create this horrible situation, we simply report it.

WE publish it in order to hold those elected officials as accountable as humanly possible.

WE publish it because there might, (and I stress "might) be a way out of it. However, it will mean losing a LOT more then we already have.

If you drive around Salisbury and witness the incredible housing projects going up pretty much at all ends of Salisbury, this will be the final nail in the coffin.

As long as you keep creating TRANSIENT housing, crime will continue to rise through the roof.

No matter what Mayor Ireton tells you, crime is down is a load of crap. Heck, each and every one of you know this isn't true. Besides, with the transient housing, their statement of crime being down is simply an impossible statement to believe.

The upcoming election will be the most critical Salisbury has ever seen and experienced. The last one was critical but this one is even more important.

We need another Bob Culver or Larry Hogan. We need the City and County government to work together and not ACT like a screaming little girl by saying the City won't cover the County fire department wise. If Jim had handled himself professionally and not acted like a little girl not getting his/her way things might be different.

Nevertheless, there are far more pressing matters like jobs, industry and not minimum wage jobs and fast food chains.

The Liberals on the Shore are a select group of Good Ol' Boys who still control what is done in Salisbury. Just look at the fact that years ago Jim Ireton stood by Debbie Campbell, Terry Cohen and Tim Spies side while running for Office and once elected he dropped them like a hot potato.

Jim supported regulating the Landlords and getting a better grip on the transient housing. Now, he is the one alone in left field, even so much so that he's encouraging a massive housing project on the parking lots Downtown.

Because we see into the future, because we know what faces Salisbury in the near future, staying on this track will truly deliver another Detroit environment. Remember, those special interest people will buy everything at 10 cents on a dollar, rebuild it, sell it and relocate to Florida for retirement and not give a CRAP what they left behind.

Unfortunately we are the bearer of all that doom and gloom news. Because we do not depend on advertising dollars we can afford to give you the TRUTH. Now if you want to ignore and or believe everything is just fine, that's your choice. You also have the choice to come here or not.

In the mean time, we'll continue to deliver you what we feel is important information we feel references the path we are headed in. Do all of you enjoy the financial news we deliver daily, heck no. However, each day we continue to prove that based on that financial information we deliver, this Country and especially the Eastern Shore is hit hard because of it and no one can come back and say, how the heck did that happen.

I want to believe things can and will turn around but quite frankly Ladies & Gentlemen, my very best advice right now is, sell and get out while you can because the Eastern Shore is the LAST place that will rebound.

This article provides a great overview as to why the local economy is the way it is. I know very well it is the gospel truth. And most anyone that looks deep down within themselves knows that this is the truth. The over regulation has virtually sucked the lifeblood out of this community. And it is very obvious that it will be many many years before the living wages are restored to there former levels. Joe - this is a very good article and I commend you for your honest opinion. May GOD bless you and your family this Easter. I know you speak the truth.

To 1:36 Poster - I agree. It's almost as if the BOE wants to intentionally bankrupt this County. Just scanning over the chart shows that our local economy sucks. It is a very bad balance sheet. What I would really like to know is why aren't any of the other medias all over this information.

I worked at Air Pax in Cambridge for almost 25 years. At one time they employed almost 1200 people. One day while I was working a Supervisor came up and said they had another plant that was being built in Matamoris, Mexico. Guess what, he was right as I was soon out of a job.

there are and have been a lot of WCBOE jobs in maintenance posted in the last couple of years....yet i bet none of you applied for them... wonder why? because they pay tidly winks...its not the BOE's fault they too need money to take care of the county... there are like 2 plumbers 3 carpenters 5 hvac tradesmen and 2 electricians.. and i guarantee they are all at the low end of the salary.com listings.... The county needs to grow to increase revenue, and cutting (unless combined with bussing people out of here) aint going to do that.....

On another note, I do not believe that our Democratic governing officials want the average Joe Blow to know what is going on. They don't want you to know because it might make them look bad. I used to be a Democrat until one day I started observing reality. Once I saw how the party attempts to 'brainwash' the population, I abandoned ship. Never looked back since.

Yep, what we have had in Wicomico has been a toxic mixture. No one to blame except ourselves. Yet those in powerful positions try and make it look as though we are enjoying prosperity. That is why I have lost all respect for politicians like Jim Mathias. This man needs to go ASAP.

I also see our economy as being in the tank. My wife and I were just discussing the local and national employment situation last night. I think this article articulates exactly what has happened to our economy and, more importantly, why. Question is, how are the elected officials going to do about trying to correct it.

new schools cost millions of dollars...and ARE necessary to grow our economy and make our county a worth while place to live. Our county pays for less than 10% of these schools while the good people at the BOE work hard to ensure we meet the state requirements to pay for the other 90% of these schools... Ask yourself WHO else is bringing 100s of millions of dollars to our counties infrastructure? You would save yourself some taxes to keep a 50 year old school and continue to have this county live in the past, when OUR bill is only a small portion of the total cost? people in this blog complain but dont have the vision required to make this county better...

Same goes with per individuals diminished living standard. Now - what do you think of that. I can actually draw it for you if you like, as further proof. Joe, this is an excellent article. It is a shame that most people are not able to put the two plus two of the article together to truly understand what is happening in our county.Kool-aide drinkers like anon 4:30 will never be able to comprehend this article or chart (PS anon 4:30), you have to push the "READ MORE" to get to the chart.Anon 5:32 I believe I didn't see any positive suggestions either. Then again, our County Executive, Bob Culver, has given some fantastic suggestion that would save this county millions but once again we seem to have a council that's great on proclamations and group pictures but have no backbone to back up the county executive. Anon 5:32, come to the county council meeting Tuesday night at 6PM and watch the show. Watch what happens when Parks/Recs gets up and wants to rent more land for whatever. Now here we have a county that has no idea how much property they own or why they own it, they can't tell you how much the county is paying in rent for properties they are utilizing right now and here we are going to rent more land for Parks/ Recs if that is what I read right on the Agenda. And please correct me if I'm wrong on that resolution. Perhaps I simply couldn't believe we would be doing that. Just watch the show and it's better if you attend and watch it in person. I think this is a very good article. It certainly makes one think, as I reminisce about some of these large industries. At one time Dresser had facilities in the heart of Salisbury, Cherry Hill, even a hangar and DC 3 airplane located at the airport. All of that is now gone.

Interesting thought that the new schools and amount spent on education have not helped support the economy, but possibly just the opposite. And by the way, "education" isn't what the building looks like, how new or how fancy it is, but what goes on in the classroom. The WicoBOE has FAILED the test with the nosedive Wicomico has taken in the education rankings. Bottom 5. I'd say our BOE has contributed to the decline in our economy with the dumbing down of the educational system.

Parks and recs are leasing the farmland at west metro core park to farmers for 66k a year is whats happening.They are not leasing anything.It does seem stupid they purchased this land and the lot beside the civic center and paid tons of money for something that will never be developed or be hardly used in my lifetime.Be on alert tuesday night for the redhead chihuahua with the loud bark.

Let me add that inflation is really starting to set in also as predicted. Food in grocery stores is out the roof.What xtra money people hae from the lower cost of gasoline is going right to the grocery store.

hmm, your a middle school teacher... where would you rather teach somewhere with crap old window shaker (if any AC) or in a nice new school. Education follows teachers.. teachers left because our dollar per child is garbage equaling no money for salaries...off they go to other counties and private schools. I am not the clueless one sirs. Its not hard to figure out...anyone who has ever sold anything know that people have 5 basic wants...one of them is for their children to be better than them. Wicomico has a lot of great things going for it, people just got to figure out how to sell them.. to businesses, teachers we are 30 minutes from arguably the best beach on the east coast.. where are the amusement perks to pull those vacationers to us... i dunno.. golf courses? theaters? semi-pro summer baseball (oh wait we have that one) cheap summer houseing (been to selbyville lately?) everyone just gets on here and bitches....heres an idea tax breaks for investors to revitalize the beautiful downtown housing to increase the property values.. see judy boone in norfolk and what she did to the ocean view area.. the problem in Wicomico is that people in charge have never set foot outside in the big world and dont know anything outside of fricken chicken houses...

9:21 - You had better go visit some of the schools in Washington, DC. I taught in some schools that were so run down that there were actually wild pigeons flying-in through the broken skylights. No Joke. You want to see some bad inner city schools, go to Washington, DC - right in the nations heart and take one look. Wicomico's schools are palaces in comparison.

9:21 is right on one account. The chicken houses are literally, a stinking mess. Have you had your noses into the wind over the past few days. Right now there are some farm implements going through the middle of the fields flinging out chicken s---it like there is no tomorrow. And with the air born bacteria - the stench created ought be flat-out OUTLAWED. How could anyone tout that they are making a good living or helping to propagate eastern shore progress - while flinging such an obnoxious, invasive, intrusive feces is beyond me. And so I will give you one in that department. The poultry industry is one categorical industry I wish the eastern shore had never seen.

Just read the article - I can see there is considerable consternation being generated here tonight. Wow, there are some very interesting comments regarding our educational establishment. It kind of reminds me of the start of the Third Reich when the Nazi's started burning all of the official historical record books, in an attempt to re-write history. Back then - if you will recall - the German government set-up youth indoctrination camps to embark upon 'government mind control'. Let's face it, Wicomico's educational system has been broke for a very long time and I truly believe the teachers themselves will agree.

if I were you, and thank God i'm not, I would never again buy any kind of meat products, because by doing so, shows how much of a giant hypocrite I am.

I would only buy my food from places like Whole Foods, where no animals and plants are harmed, and everything is organic.

One day, maybe soon, your fantasy will be imagined and Perdue, Mountaire, Allens-Harim, Amick Farms, and Tyson Foods will all pull up stakes and move to North Carolina.

Wouldn't that be exciting!!

I'm sure Delmarva and folks like you will be so much more better off.

IMHO, I am inclined to agree. Just yesterday I got behind a manure truck and by the time he made his turn off onto the field - the roadway was covered in that brown slime mess. And then I had to go home and re-wash, that's right, re-wash my car because that slime had deposited itself all along the sides of my freshly washed car.

Yes, I would classify the Poultry industry as one of the dirtiest industries that every set its face upon this green earth.

Most teachers got to private schools to be around children that actually have parents who care. These kids act like baboons and nothing happens. I know it is off the topic but for what it is worth the monkeys should all be in one building taught by those who defend them.
