BREAKING NEWS: Department of Legislative Services Issues Scathing Audit Report For Wicomico County Public School System - Numerous Infractions Cited

The Maryland Department of Legislative Services just released its latest audit for the Wicomico County Public School System.  The last time the school system was audited was in 2008.

First off - there are so many infractions I don't hardly know where to begin.  But here are some of the highlights:

  • WCPS Credit Card Purchases totaled $162,000 from local fast food or restaurant merchants over a 2 year period.   However, the State standard prohibits purchases from restaurants and gift cards.

  • Gift card purchases - 250 potential gift cards totaling $27,000 (Gift cards are prohibited by State policy as they are difficult to control). 

  • School employees being arbitrarily promoted skipping incremental pay grades - i.e. 25 increases in which the methodology was not used, resulting in additional annual wages totaling approximately $69,000.  One employees salary went from $28,957 to $37,908 which is $8,951 more than required under the method specified in the agreement.

  • School bus contractors padding mileage resulting in overpayment of services.  Then - even after discovering the abuse, the overpayment was deducted from future earnings.  The WCPS - 'did not always ensure the accuracy of bus contractor reported time and mileage information . . .'

  • Food Services - Operations revenues exceeded expenses by $508,000, while revenue transfers were conducted from the general fund.  This was not just limited to a 1 year occurrence - but several times.

  • Schools lacked procedures and controls to ensure the propriety of payments for certain employee and retiree health care costs.

  • Lacking internal controls in several financial areas - specifically in regards to ensure that payroll transactions processed were proper. 

  • WCPS self-insured medical plan was not included in the OLA audit - although payments to the administrator totaled 25.8 million in plan year 2012, including a 1.4 million fee paid for the administrator.
I could go on and on - even so far as critiquing the bidding practices for contractural work like A&E services.  You have to see it to believe it - here is the link to the actual OLA Audit Report - (click onto Link to see Audit).

We cannot encourage you enough to take the time to READ the entire document. What I will say is, the audit was very well drafted and NOT difficult at all to follow. You simply have to take the time to read it. Once you do, you will probably see the largest amount of comments we've ever seen, (should everyone actually read it). The Board of Education is OUT OF CONTROL. Remember Ladies & Gentlemen, the BOE is the largest portion of the tax payers budget.

180 days in a school year x 2 is 360 school days in 2 years, 162,000 / 360 is

$450 a day at local restaurants

Amazing how WBOC screwed the pooch on this one tonight. Completely FORGOT to mention the $160,000.00 in lunches at local restaurants. I'd say it took them long enough to say anything about it too, wouldn't you?

If you don't like the report you would be surprised at the waste that they can't audit. Additional unscheduled days off for the top one percent. Teachers start around 42,000 someone with out a degree could work there thirty years and never see that amount. A friend has worked there for 15 years doesn't even make 20,000 a year . Getting a degree doesn't mean they will be a good teacher. There are a lot of terrible staff at the board. Retired staff come back to work at full pay.If you screw up as a principal they give (make) them a job at the board.

Something tells me you are full of crap. If someone works somewhere for 30 years for less than $20,000 a year that is their own fault for not getting the education and qualifications to improve their quality of life. I have no sympathy for anyone that complains about a low salary. Just because you work menial job doesn't mean you deserve top pay. Quit complaining and so something for yourselves.

10:45 hits on a point that I have heard for years concerning titled schools (eligible for fed funds because certain percentage of students are below poverty level.) Someone I know who works at a titled school on the Western Shore has been complaining for years that unless they are giving something away for free the parents/guardians (have a lot of that going on in titled schools) don't attend any of the PTA meetings, etc at the school.
It's a sad state of affairs the democrat policies have led us into. They've dreamed up giving something away so they can claim they've increased parent involvement in MD schools. The best thing at this point in time that a concerned parent can do is to throw every single democrat packing on election day. People need to wise up and stop falling for the illusions they create.

In Wicomico County FARM, Free and Reduced Meals, kids are 53% of the school population. With numbers like that you will never get enough conservative voters to vote out the Democrat losers.

That grandchild is just that a grandchild. Was it his first grandchild? Has he missed any other meetings for a grandchild?

They will always spend 60+ hours away from their families because that is what happens when you are supposed to work and your spouse and kids have other things to do. That is called life. But since you mentioned it I have a feeling he will be spending more than 60+ hours away from the grandchild unless he is raising it.

Funny how you Board of Education employees always try to make someone look "stupid." Isn't that what you idiot have done with the crux of this audit? Now who feels stupid.

Joe you should point out how mean and vile the Board employees are by attacking the taxpayers who pay their salaries. Reminds me of the paid firemen.

That is correct the lawless teachers union in Wicomico County would be paying for the elections of their chosen candidates. It costs money to try to get elected to the BOE and you get nothing in return because of the very low stipend. The average person would not get elected unless they invested several thousand dollars in signs and other political advertisements. Just putting your name on the ballot and getting elected is nothing but luck. The teachers unions will own the BOE elections.

The same people pissing and moaning about an elected school board are the same ones that pissed and moaned about getting a County Executive. Now that they can't get a Republican elected they are pissing and moaning about term limits. Now they are sorry they made that mistake of voting for a County Executive. My advice to them is to work harder at getting a Republican Governor elected and get legislation changed so that the potential board members have to apply to the respective Central Committees to have their names forwarded to the Governor. See what happened to Kim Hudson when she bypassed the Central Committee? She got appointed. By the way is Kim Hudson really a Republican? You people that want an elected school board better think long and hard about this one. As a matter of fact Joe this should be a commentary for the readers to think about.

If anyone has a Wednesday morning available, head to the Wicomico County Circuit Court and you'll see where a good portion of the gift cards are used. It's called Truancy court and gift cards are handed out to kids, along with backpacks and other "rewards" just for attending school. There are also 3 BoE employees there all day as well.

What a joke. If we had a real mayor this guy would be lucky to be making $35,000 a year. He is qualified to do absolutely nothing. This is definitely the good ole boy system in this city.

We have a gay mayor that hates and disrespects women so much that he fires an educated female with a PhD directly relating to be a city administrator and she has the experience. Not only is she more qualified and a female she is a black female.

More money being wasted on attorney fees. You people are idiots for electing Jim Ireton, Jake Day and Laura Mitchell.

I don't know who 2:00am is, but Ms. Miles is not employed by the Wicomico County Board of Education. What you read is nothing more than yellow journalism and a lie.

Some of those gift cards were for $100. No child should be rewarded in the form of money. PERIOD!!

The Wicomico County Public Schools teachers are some of the highest paid employees in Wicomico County. Why do you and them deserve raises when no one else is getting raises. No one else in the County has received cost of living adjustments either. The City of Salisbury employees, the Wicomico County employees and the State of Maryland employees received furloughs the past previous years. How many furlough days did you and your precious teachers have to take? NONE, ZERO, ZILCH, NADDA. Now who should feel ashamed of your worthless selves.

After all I thought it was for the children!!!

No you proved that it is all about your and your pathetic pay raises. You teachers and Board employees think about you and you only. Shame on you!! Shame on You!!

That so weird because I looked it up myself and it's plain as day on the UMES National Alumni Association site, that after retiring from Somerset County in 2013 she took a job at the Wicomico County School Systems.
I've heard it elsewhere also. She picked up so much grief in Somerset on the blogs that could it be she's maybe keeping a low profile as to not cause any more unwanted attention?

I believe this Audit raises more Questions than the answers that were provided. I don't see how the Auditors can leave with all the identified incidents. As for myself, I have quite a few more Questions I would like to ask, and would be most interested in the BOE explanations.

As a teacher for 21 years here there is plenty of waste. Review the article on salaries from the Daily Times, see how much is spent on the employees above the teacher grade. Most if not all above $90000. They are not earning it! Look into the administrators. Most teachers feel the way all of you do. All the responsibility and none of the authority.
