Thats the "before" pic. The "after" pic shows him laying on the sidewalk, bleeding from the skull and with his mom trying to wash the pepper spray from his face and eyes. He made the cops "feel threatened". And he "obstructed justice".
Funny thing is, they probably think he wants to be like them.
Oh... little do they know.
His parents should be forced to give the child to Social services.
