GM will ask Volt owners to return the cars to dealers for structural modifications, said the person, who did not want to be identified because GM executives plan to announce the repairs later Thursday.

What's the difference between "call back" and "recall" ??

Apparently it isn't a "recall" when the gov't subsidizes the outfit ...

It's a call back instead of a recall, because the problem isn't a widespread one nor is it serious if proper procedures are followed following a crash. They're trying to head off negative PR by addressing an issue that was only a problem once, and because of a failure to properly deactivate the battery following a crash. By making this structural change, it further protects the battery so that a compromise doesn't happen and if someone doesn't deactivate it it won't be as much of a risk.

Since GM is moving the EV division to China, is that where the cars will go?

You can parse words all you want. A recall is a recall!
This is just another in a long list of recent recalls from Government Motors.
I will never own another GM vehicle again!

That's the Obamamobile for you and now they are going to be manufactured in China. How does that help Americans get jobs Mr. Obama. You have lost more jobs for Americans than any other President in history.
