Local MSM Go At It Again Concerning Campbell & Charlie


Ocean City Today and the Coastal Dispatch headlined Earl Campbell and Chief DiPino for yet another week.

“Would they have sold the dog for $1 if it didn’t need surgery? Why would they have a gag order against them talking about him needing surgery to begin with?” Campbell asked.

Meanwhile the allegations of misconduct made on the Salisbury News blog are still anonymous and Jim Hall said the absence of a bill for the surgery creates more questions about the situation.

“Whether the dog had surgery or not, that’s now between the officer and the dog,” Hall said. “Nobody is willing to stand up and sign their name to this blog. It’s up to the chief to do the investigation up there and find if she’s got a problem.”


It's good to know Joe Hall follows Salisbury News. However, there were quite a few people who signed their names to comments, just to set the record straight. I find it most interesting, however, that Hall makes such a comment KNOWING there's a gag order on Police Officers and what would happen to them IF they used their name to speak up. Like a typical politician, he wants to attempt to cast doubt in people's minds that these comments are or are not credible.

Well Joe Hall, you keep mentioning a "blog". How about the Daily Times Grapevine? How about an admitted internal investigation on a matter that is NOT criminal? How about a Police Force making illegal calls demanding information on a matter that is not only not criminal, they do NOT own the animal. How about the FACT that Campbell NEVER asked to be reimbursed. How about the Department forcing their Officers to fill out a "95" formal report stating if you did or didn't make a comment on a "blog". They never mentioned comments on WBOC, WMDT, Facebook, Twitter or the Daily Times, they said, Blog.

Mr. Hall, I lived in Ocean City and owned three residences there for many years. Here's what I'm seeing, so you, the Mayor and the rest of the Council know ahead of time. I have seen enough crooked crap in one City over many years that I have decided to expand Salisbury News into Ocean City in 2012.

There are more drug problems, under age drinking, good old boy network and multiple other code violations in which its about time someone like Salisbury News come to town and wake the public up to reality, just like we have done in Salisbury for so many years.

I can recall a few years ago when Mayor Rick Mehan said, "you're not planning on opening up shop in Ocean City, are you". At that time I said no. At this time I say, absolutely, yes.

So to ALL of the Ocean City residents reading Salisbury News, if you'd like to come on board and give back to your community, we're looking for a few good writers willing to go to meetings. Please contact me at alberobutzo@wmconnect.com. Let's give the OC Today, Dispatch and the Daily Times a run for their money. Let's report the REAL NEWS and not the Good Ol' Boy news. Here's the cool part too, YOU can remain anonymouse, (if you like).

I want to add, why is the OC Today and Coastal Dispatch so afraid to truly challenge the Mayor, Police Chief and Council? Is it not plain to see that this dog belongs to Earl Campbell and not the City? Is it not plain to see that Veterinarian documents WERE provided to assure the dog was injured enough to retire the dog before they signed over ownership? Is it not plain to see that the orders from the Chief were out of line, since there was no criminal charges and since Campbell never asked to be reimbursed?

While I too would like to see a formal receipt, Campbell is under NO obligation to provide any such receipt. Why do these newspapers continue to produce "SAFE" stories in which they stay neutral on both sides. I believe this is what is causing the failure of the Main Stream Media today. Go back 30 years and look at how the news was delivered then. That's what Salisbury News delivers today and that's why this "Blog" is blowing away the rest of the media on the Shore. Just look at how the MSM attacks the "gossip" comments on a Blog, yet they have been doing the exact same thing for years through the Grapevine, fulfilling their own political agenda.

Joe, I rarely agree with you, but this should shake up some Worcester County inbreeding like nothing done before. You think Salisbury is screwed up? Wait until you get a deep dive going into OC. You know, the "family resort"? Family my buttocks!

anonymous 6:49, what a comment. Of course they should be afraid. In today's economu, nobody wants to risk losing their job, should they?

Let's take my Wife as a perfect example. She was the Vet Tech at the Salisbury Zoo for 18 years. THOUSANDS of animals were dying and simply being replaced and no one knew about it. Before we met she was living, (like the rest of her co-workers) paycheck to paycheck. After we were married and I hear ALL of the stories about the dead animals and poor care we chose to expose the problem. In the end she was terminated. Heck, she was terminated with 8 write to sue letters from the EEOC and they still fired her, they didn't care.

So yes, people should be VERY afraid to use their names. Earl Campbell should be considered a HERO for coming forward and exposing a wrong. He is in my book anyway.

So, you tell me, should they be afraid?????

anonymous 6:55, trust me, we know first hand all about the good old boy system there in Worcester County. We have two boys that worked in Ocean City from 15 years old and up. Under age sales of alcohol to a 15 year old was absolutely NORMAL> Hell, in fact, they even had an OPEN ACCOUNT at a liquor store that they could charge on! The drugs, heck, unbelievable is all I can tell you.

I believe a LOT of this doesn't get reported because it would go on formal records and OC would be one of the biggest drug and underage drinking city's in America. It's a numbers game today.

Oh, let me add, I did go to the Mayor and expose who was doing what. Here's what happened. He asked if my kids would be willing to participate in a sting. YEAH, RIGHT! Our Boys are not that stupid. It wasn't enoough exposing it and letting them do their own sting. In their eyes I guess we were just lying.

As in, if they are not lying or have anything to hide, they should not be afraid of you opening up shop in their town.

I believe that we should set the example as leaders.
I don't believe that a female police chief can set the proper example and gain the needed respect from the people under her.
We have in the past and now tried this , it is most always a failure.
Law enforcement and the military are the best examples.
Just look at Clinton ,Reno , and the the ones that have tried.
These are nothing but political moves to gain the female confidence and vote.
The primary weekness is physical , and that is what is needed in police action and military.
This female police chief is a very good example . What a waste of tax-payers money.
She doesn't have a set of grapes.

Awesome news SBY!!! I spent some summers in OC a few years back and the stories the girls would tell us about encounters with the OCPD would make any father keep his daughter out of that place. And we are supposed to respect these people and work hard to pay their salaries. NO DEAL!!!

I gotta a feeling OC is heading down the same path atlantic city took. Go get 'em Joe!!!

I see Hall's rhetorical statements and opinions in the Ocean City Today paper a lot! I heard that Hall is part owner of the paper. If that's the case the paper is most likely controlled by OC's top officials too. Therefore we should not even be listening to Hall's one-sided bias crap that ALWAYS shows favoritism towards OC's officials and that he brainwashes a lot of naive residents with!!! Come on people, think about it! Do you HONESTLY think that Hall would dare say anything negative about OC's departments and officials!?

anonymous 7:39, the way OC is set up, (political wise) I can see where the Mayor would be the voice piece of everything positive about the Town.

However, as far as the Council goes, it is NOT their job to be in the spotlight. They are elected to do the Town's business, period.

I truly do not believe Hall is part owner of that paper. IF he is, the paper is breaking the law by not disclosing such information EVERY time they mention or quote him.

Not that surprising. The Council is running scared and ANYTHING to do with personnel is a hot potatoe due to the City Manager debacle.

Any attempt to deal with the situation will be politicized and used to the advantage of either the current majority or the FORMER majority.

A power struggle continues, as does ineffective government.

Wow! The Mayor actually was quoted as saying this in the MCD story. Hope all he wants but Campbell is under no obligation to OC to supply anything.

I have worked in OC for over a decade. I have owned numerous condos - waterfront, and bayside.

Then one day I finally, got tired of all of the condo fees, traffic citations, front foot assessments, sewer/water fees, and all other associated municipal charges.

I have tried to warn people time and time again to stay the heck out of OC. It is bottomless pit full of governmental thieves who have a license to steal.

There is no good to come out of that city as the municipal employees have become the 'slave owners' and the taxpayers are the 'slaves'.

They will fee you, harass you, tax you - you name it OC is bad news. As you can tell - there is no love lost between myself and OC.

Espeicially for the youth - stay out of OC. Go to Assateague if you want some beach.

I feel so bad for Earl Campbell and his family. Yes, a vet bill for the surgery would be nice, but it's not like he ever asked for a dime. If he got 6k without it, well, that seems to be stealing. Either way, he didn't get it, OC sold the dog for $1 so it was obviously not doing well, etc.

As far as Ocean City goes, all I have to say is I never go there. Not much anyway. I love the dining establishments in West OC and Berlin. But I have a few experiences, such as cops sitting outside Fagers somehow magically knowing what our group of 25's bar tab was. (It was several hundred dollars). They were basically waiting for us to come outside and harassed our group tremendously. (The bill was paid in full with a generous tip btw). Also a guy I dated lived downtown and some crackhead would sit underneath the parking garage on his yellow scooter and sell drugs day in and day out. I called OCPD numerous times to report it and nothing was done. And the drunks that walk around there? Amazing. We called them the "brew crew." All of this is a lot more noticeable in the winter time when there are less people around. And then, there is the fine councilmen Jim Hall. All I'll say is he needs to be severely investigated. (I'm a young female btw.) I wish I had the guts to do something back then after my, um, encounter with him. But I am a young single mother and he obviously has a good amount of money and I knew I'd just be ripped to shreds - not worth it in my book. And by the looks of things with their good ole' boy system it seems that nothing would have been done anyway. I just feel sorry for the russian girls he keeps around. And yes I absolutely will post this comment as anonymous. You see what happened to Earl? It's just not worth it.

Joe, I may have seen the worst of this type of "cleansing" the news before it ever reached any of the real MSM during the tenure of Jay Hancock when he served as pubic spokesperson for OCPD. ALL press releases went to Jay before he decided what went out to the MSM and if people knew what went on in the town of Ocean City, in the summer especially, they would keep their families as far from the town as possible. The number of sexual assaults against women that go unreported in the media alone speaks volumes regarding the cover up of the real Ocean City crime rate. As the 2nd largest city in the state of Maryland during the summer months the criminals follow the victims on vacation and some people think Ocean City is the #1 crime city in Maryland for those 4 months or so each year. You see it's a lot like the beach sand if not for the fleet of beach cleaners the amount of the trash would be unbelievable thus who cleans the reports of crime? Somebody does!

There has always been a "good old boys" network in OC. I can remember when a councilman, owner of a large hotel, kept a horse in a garage on Baltimore Ave and I believe that there was an ordinance against such. This same politico was a friend of the owner of a barber shop just behind OCPD hdqts. An officer had just parked his personal car at a parking meter in front of the shop when this individual, along with the barber, came by and the councilman told him he could not park there, wanting to save the spots for his friends business. This was a public meter and the officer had inserted money into the meter. Had to move his car. The barber had a lot just adjacent to his business but was charging for parking there, hence he wanted the spots just in front. Guess I could go on and on but you get the drift

That is why I did not vote for Jim Mathias. Jim knew full well of the abuses going on inside OC and yet he did nothing it.

There was corruption in the building department, corruption in police department, corruption in the regulatory department - yet he turned a blind eye.

A lot of the blame can be directly pinned on the City Manager. And yet the OC council has given him a generous severance package - a reward for his dastardly deeds.

That is the kind of Town OC is!

Truthfully,as long as information provided by comments here is ambiguous the god ole' boy/girl network of corruption can refute it one way or another. How about someone on the inside step up and give some detailed, investigative reporting with hard evidence and documentation. Start with investigating who was involved in the chain of pervert's stalking Mr. Campbell's children. That in itself warrants FBI investigation! OCPD, FOP, MSM and all associated?? BIG CORRUPT FAIL.

Why in the world would Councilman Hall say that it is up to DiPino to investigate whether there is a problem? It seems that DiPino is a huge part of the problem, I don't understand why SOMEONE is not looking into this. Fear of retribution goes a long way, for instance: why would i write a letter to the editor regarding a complaint with police,when I must sign my name, or at a minimum provide my name to the paper. Knowing that the information can be found out. So...when i call the police for help...will they respond as quickly ...knowing I am the one writing the negative info on their force Is that a chance I would take? NO ..maybe thats why there are no Letters to the Editor...

I have expressed my opinion before regarding how I believe Ocean City is RULED with an "Iron Fist" in an OPPRESSIVE manner and many people are starting to FINALLY agree with me now. It was just 1 word...O-L-I-G-A-R-C-H-Y & 2 definitions of oligarchy are:

1) A form of power structure in which power effectively rests with an elite class distinguished by royalty, wealth, family ties, commercial, and/or military legitimacy.

2) A form of government in which most of the political power effectively rests with a small segment of society, typically the people who have the most wealth, military strength, ruthlessness or political influence.

Let everyone remember...these officers put their lives on the line for us, yes, even in OC where the crime is a bit low. Most of the officers I know, are great! Let everyone stand up and demand that something be done. Whether allegations are anon or not. DO SOMETHING! Having all "this" going on distracts our officers from concentrating on doing their job. What do we do now? Council knows, Dipino knows, who is following up?

You missed one. Janitor. They work with other businesses electric, plumbing. Emptying who know what out of their trash cans. We have even been held at gunpoint for being in a building and the alarms were activated. The police just wanted to SCARE the janitor. We normally work at night. The monsters come out after 10:00. For real.

I am sure Joe is aware of that fact 10:30 am. That's the problem with the world, ESPECIALLY the OC area. Most people have Judas's qualities and characteristics and too few have Jesus's.
I have learned that many people in the OC area are immoral backstabbers and fraudsters and will smile to your face and pretend to be your best friend 1 minute, and then turn around the next minute and talk trash about you behind your back and act like you are their worst enemy!

I will concur that there are plenty of crooked cops, but there are more honest ones then unhonest ones. There needs to be an external investigation into OCPD as to avoid any cover ups. The honest officers deserve their due respect.

I think, until voters realize republicans and democrats are both corrupt and start choosing some 3rd party candidates this will never change. Strike the root and vote 'em out, all of them. And if your able and honest, run for office on a 3rd party or independent ticket. We just can't afford this anymore and want ALL of our constitutional freedoms back.

Joe, can not wait for you to "investigate" OC. Be sure to check out what really happens at Seacrets - drug dealing, prostitutes, bar tenders stealing from patrons,and the drunks that walk out of there. On any given Saturday or Sunday, in the summer, you can watch people walking down the street drunk anytime between 4 in the afternoon until 4 in the morning. Why are the OCPD not citing them for public intoxication? Hum..maybe it is all about who owns the place.

How about the taxi cabs that park in fire lanes waiting to be flagged up to the taxi lane for pick up? I personally have called the OCPD several times about this, as the taxi cabs are blocking the right away to my property. Noting they can do....so they say.

How about the evening a drunk walked into my home after drinking there for 12 hours straight. Yes, my door was unlocked....but I should not have to put up with there drunks walking in, locking the door, and lying on my furniture. The OCPD response: "This happens more than you can imagine",

I could go on and on about the problems Seacreats brings to the "Family resort"....surely you would want to have your young children enjoy eating ice cream while the drunks stumble, pee, and vomit as they make their way down the street.....

Joe, The examples of crimes that went unreported are scary because of what they are and who they are against. A true example follows: I responded to a residence off of 28th street on the bayside to find a lone female distraught and obviously having been beaten in the facial area very badly. My investigation revealed that this young lady, a student at the University of Maryland, had responded to a knock at her door at shortly after midnight and with the chain lock still on the door advised the male that no female by that name lived there! The chain broke and the door came open and the rest of what happened I'll leave to your imagination...until the next morning when the female had been admitted to PRMC for her injuries and the male defendant had been released to a parent who spent quite a bit of his time in Ocean City during the summers and as I found out the rest of his time at the state house in Annapolis. Never another mention of the incident and my reports no doubt went in the round file! This stuff goes on with everything short of murder Joe to much to even be believable for the "Family Resort"!

I can't believe with youtube and other news outlets on the net people still think the majority of these armed government employees are honest. If they were honest they would arrest the dishonest ones. Here is a short list of weekly if not daily behaviour; lie on the witness stand, observe fellow employees breaking the law and do nothing, use government equipment for personal use, harass neighbors and ex-lovers, enforce unjust and illegal taxation 'laws', etc... The thin blue line is just another term for corruption. I grew up with these types and over herd many of the stories and if you are one of them you know its true.

Listen to anonymous 3:57 people-he knows what he is talking about and is telling the truth! I went there once in the summer and will never go there again. Me and my friends witnessed the following crimes being committed and nothing done-prostitution, drugs, workers & doormen assaulting patrons, bartenders serving people that were so wasted they could barely walk, and drunk perverted guys sexually assaulting women who should have been arrested and be on MDs sex offender list now. I challenge all of you to go to Seacrets 1 night for a few hours and count the number of crimes you see committed. It aint funny its pathetic!

I just read the Ocean City Today article and am TOTALLY confused about something.

It states that “Without the approval from him (Campbell), the veterinarians are forbidden from providing any medical information about Charlie.” If that is in fact true, my question is…WHY did DiPino waste a TON of time and resources calling veterinarians throughout MD, DE & VA if the vets are forbidden from providing any info about Charlie AND what gives her the right to say “Former K-9 officer never paid for dog’s surgery”!?

Perhaps I am wrong saying this, but I think she was WRONG doing and saying that!

Joe- Jim Hall does own a portion of the Ocean City Today. I don't know how much, but he definitely is part owner. Whenever a vote is made about the legal ads in the OC Today he obstains from voting. And the paper never mentions who owns it and never lists it anywhere. Partly because it would reveal too much bias. I believe there are other prominent names who own that paper too. Also in regards to Jim Hall, he has been on the council for 24 years. He has done some really good things in the past for the town, and was on top of issues. But it has always been known that he is good friends with Hale Harrison and that he usually votes on things the way Hale wants him to. Just read the Dispatch "Between The Lines" article that came out in October that listed the phone records of the councilman who voted to fire City Manager Dennis Dare. The first person Jim Hall called was Hale Harrison. This is just a small sampling of everyday business in OC unforunately.

1:15, this year the deaths have increased, one thing in that is car crashes and ambushes. Ambushing police officers has risen dramatically. Desperate times comes desperate measures. Back to the point, look at the assaults on police, the use of tasers alone has cut major departments officer injuries rates in half.

It is hard to define a "bad cop", what you might consider bad is just unprofessional by law. The need to make law enforcement more professional does exist and I'm sure you can say that in any profession. However until you pay more, give more benefits you will get what you get. You have to create the desire before you can get the people in there who can change it.

Wahtever your profession is, do you turn in your "bad" employees? Do you call the police when you see someone breaking the law? Do you stop the person when they are beating up someone? Do you watch and not even call 911? Do you know a friend or someone breaking a moral law and not tell the effected party? I think we can ask this for all society and not just officers. It seems to be the norm not to get involved.

I can hear you now, saying but Officers are held to a higher standard, yes they are. However life happens also. They reflect the society as well.

This site does help officers have a safe place to expose those issues.

This blog is a farce! A bunch of posts from "anonymous" pussies who are too scared to stand up for what they believe in! If you aren't man or woman enough to sign your name to something you adamantly believe in then shut the fuck up and crawl back under your rock! Joe, you aren't exposing anything in OC that anyone with an iota of common sense doesn't already know. Your 15 minutes is up so take your Fox 5 news style of journalism back to Salisbury Community College where the youngsters will eat it up! As far as Campbell is concerned his ever changing stories make for an interesting read in the crapper but not much else. Wahtever your profession is, do you turn in your "bad" employees? Do you call the police when you see someone breaking the law? Do you stop the person when they are beating up someone? Do you watch and not even call 911? Do you know a friend or someone breaking a moral law and not tell the effected party? I think we can ask this for all society and not just officers. It seems to be the norm not to get involved.

Yes. Sometimes. Sometimes. No. Moral laws? That would be a preachers job I would think.

I can hear you now, saying but Officers are held to a higher standard, yes they are. However life happens also. They reflect the society as well.

That is just a cop-out. That's like saying, everyone else is breaking the law so I can too. All those things you mentioned are what you are paid to do. It is your JOB. I did not take an oath or agree to do any of those things.

No matter what society does or does not do, you are charged with acting a certain way and affect remedies to such problems as you list.

Do your job or take the badge off. You and the rest knew what the pay and benefits were when you applied to be a cop. That argument does not work. You are free to resign or go elsewhere.

And lastly, it is not hard to define a 'bad cop'. And it is not our responsibility to create any 'desire'. You should already have that when you first pursue a LEO career.

Cop are trained to know how to be professional. If they are not, that is their choice. You can't lay that at societies feet or blame any pay and benefit package or lack thereof.

hey hester-you say Campbell keeps opening his piehole but i havent heard a peep from him lately but the only people i hear about opening their pieholes lately is dipino and jim hall.
