Analysis: 30% Solution Creates Monstrous 3rd District

The first highlight the Governor’s Redistricting Advisory Committee touted about the congressional district plan it officially released Tuesday was that “more than 70% of Marylanders will remain in their current Congressional district.” That means something like 30% of the people — almost a third of the state — will be moved into new districts.
