I saw the picture. It was one of those many Forwarded joke emails that fly around internet. If you have a chip on your shoulder, you might be offended but the point of the joke was a jab at why no birth certificate for Obama can be found (he's not human). It is he who has chosen to keep the document hidden so ridicule is the price for that.
The chimp would make a better President.
