The question that should be asked is, which command staff or above works at the detention center on the weekend, weekend nights or holidays? The answer is none until an emergency such as this arrives. Now they are there to conduct the investigation of this poor inmate name unknown at this time.

We have cried out for help since Big K and little k had arrived at WCDC. Now it is time for someone to look into the leadership roles that has gotten worse since their arrival. These two individuals along with the command staff should be investigated and then fired. These people have done nothing but brought havoc among the staff. Staff are AFRAID

Leggs is at MRDCC in Baltimore awaiting DOC placement.
The old warden was unprofessional and was very friendly with the medical staff, but he did a much better job than the new guy. This new warden has had over 3 bad releases in which 1 ended up in a shoot-out with police in jersey. He now had multiple deaths under his belt and was awarded a $10,000 raise. What is wrong with this picture?
Also, let's not forget about him covering for his chief of security that assaulted a female inmate while she was in full restraints. The chief beat his court case after his 5 months of paid suspension since someone lied on the stand. Either way, the jail never punished him for his actions.
He now walks around knowing he can get away with anything. The chief also has sexual harassment charges against him by an employee. That still didn't stop him from harassing her to the point she can't even work there now.
The command staff can't even do their jobs with him around. This warden always acts like he doesn't know what is going on. The county has offered early retirements to some which is great, but the command staff isn't even part of the retirement. So they can't go anywhere. Therefore, the jail and the county will continue to suffer.
The county will have to keep paying these huge salaries to worthless, out-dated, and inefficient commanders that continue to show how poorly they administer the facility.
The county council should really see how poor the conditions are there. You can't trust the warden since he has admitted to being a puppet. That was a blow to us all. He said his hands are tied and that we need to do something. So, what are we to do?
How many more must die or be caught up in a shootout with the police before the jail is really scrutinized and forced to improve?
There are many officers that contribute ideas all the time and are constantly ridiculed for speaking up. The supervisors don't want to hear about any improvements since they just want to do their 8 hours and go home.
The warden is not an elected official like the sheriff is. If he were, then maybe he would get off his chair and do something.
And on the matter of the sheriff dept., they have a union. If the sheriff pickups the criminals and drops them off to the jail, shouldn't the jail also have a union. Why are the 2 separated? I mean it is sad that a sheriff only has the criminal for the length of time it takes for them to be dropped off at the jail and then they get to go home. The jailors have to babysit this adult scum for more than 8 hours a day and for 16 hours if the jailor has to do a double shift. Sheriffs get to volunteer for overtime and ride in cars while the jail staff are forced to stay for another shift and have to actually deal with the scum for their entire shift without a lunch break or any breaks for that matter.
It doesn't make sense to me at all. The county notes put out by the council from rick Pollitt says they are fighting for the sheriffs’ retirement since they may not get to go home. The officers at the jail also face this risk even more than any sheriff since we are around them longer while they are out of their cells making shanks and create chaos all the time.
An officer is an officer is an officer. Both the sheriff's officers and the correctional officers fall under the same umbrella of public safety officers and are equally tasked to maintain the criminal justice system of Wicomico County.
So why is it that the Wicomico county sheriff's dept. is on an equal pay rate as the Maryland state police, yet the Wicomico county dept. of corrections pay rate is nowhere near the Maryland state dept. of corrections. in my eyes, this is not right. That is why so many leave for other correctional facilities and WCDC always needs to hire more.
Is it that there are more white sheriff deputies? Is that why they get state equivalent pay? And the jail staff is almost all black, except for those in charge (go figure)? Is it really racist here or how else does this get explained?
Leggs is no longer a county inmate. He has been convicted and is in the custody of DOC now.
Sometimes inmates die. This should not be breaking news. Sometimes the guilt they have is too much to handle. RIP but we will all move on. I do feel sorry for the family though. May thoughts and prayers be with them.

Because most of you guards are like inmates watching inmates. You don't do the same job the Cops do, their job is more dangerous than yours and if you can't see that, well...that's why you're just a guard. You, plus many others, can't pass the background check nor make it through the Academy. How can you even think that it's the same job? It doesn't even compare...when was the last time you got shot walking up to a car? How many guards die in the line of duty?

Don't know how or why this topic got off the fact that a "person" that has family members has died. But I must clarify a few things. 8:58 Correctional Officers are Correctional Officers, not guards. They are not randomly hired, given a uniform and instructed to observe and report. They do go through a background check, they go through 30 days training and they go through the Academy. Their job is not just to observe and report, but also to respond and react, fewer correctional officers die than police, because the environment is different and back-up can more quickly respond. To call a correctional officer a guard is the same as calling a criminal investigator a rent-a-cop. Secondly Correctional Officers and Police Officers do fall under the same umbrella of Public Safety, just different roles. Thirdly, WCDC Correctional Officers are not paid at the same level as State Correctional Officers, even though Sheriff Deputies are paid the same as a State Trooper, even though a WCDC CO can transfer to being a State CO (they attend the same Academy). A Sheriff Deputy can not transfer to be a State Trooper without going through the MSP Academy. Why is the county biased to their own Correctional Officers.
Back to the topic, it is a shame for a "person" to die this way, especially when they leave family behind. People instinctively think of an inmate as the scum of the earth, like murderers, robbers, rapists and the such and forget that inmates can also be a person who got in a fight, was driving on a suspended license, or had a few drinks and drove.

While I agree with you in most of yor comments I must disagree with you on the quality of the Correctional Officers (NOT guards).
I am a Correctional Officer and got a lot of respect for the job and I recognize that a lot of the COs do the best they can under the circumstances.
But to try and paint a tone of racism in the issue is a cheap and unreal resource, for those who know WCDC from the inside will know that while the warden and the two majors are white, the deputy director, the coronel and the only captain are black and lets said clearly that the vast majority of power positions in administration and shift supervisors are black.
So lets stop the double standard,you have enough good arguments to make your case without resort at the cheap shot of racism.
First off the background check at WCDC is not strict, the standard is not the same as the Police departments.Thats why you have so many Officers with spotty backgrounds. And thinghs that reflect poorly in someones conduct ( Bad checks, numerous traffic violations, domestic violence issues, prolongued unemployement history etc) are not even taken in consideration. And lets not forget that the recomendation or favor from somebody with power in WCDC will get you hired no matter what, remember that for years WCDC had a lot of Officers that attended the same church.
Second,There is no physical fitness requirement for the job at all,and is not just about obese people, is about people out of shape, physically and mentally weak people and people that is not willing to fight at all.
Third the Correctional academy is a joke, 6 weeks for corrections and 6 months for Police do not tell me that does not make a difference.
Fourth, the pay is low, the management is poor and the Officers are badly treated and abused. That is why so many people quit and even take paycuts to get out of there.
In all it makes for a mediocre envirorment that attract mediocre people that turn in to mediocre COs. I know that there are good COs at WCDC but as long as downtown keeps on ignoring the problems and put people in charge just to stablish an atmosphere of fear and keep everithing hush hush, it will continue to be the same.

The victims in these cases are not just the "person(s)" incarcerated that did this awful deed to themselves, but the families, friends, loved ones, even the responding correctional officers, paramedics, and medical staff; having to be a sort of witness to such an act. Worst of all any children left behind that retain the guilt that they did not give enough hope to keep their "parent" alive. Suicide is always a tragedy.
Even in the event of a monster like Leggs, it would be better for him to be killed by another inmate or else we would all feel cheated. Which for Leggs if the whole truth of how much of a monster he is were to go public, I am sure many inmates would stand in line to ease their fears and anger.
Proudly anonymous, the biggest reason the Police Academy is so much longer than the Correctional Academy, is that Police officers can take away your rights and even your life out on the street without criminal prosecution in the interest of public safety and their sound judgement based upon their knowledge, training and experience. Correctional Officers can not do anything outside of the institution, and are limited to what they can do within the institution by strict institutional guidelines, which the institution would use to go after you themselves to limit their liability in a lawsuit to protect their high salaries. Even though CO's have those same rights but to incarcerated persons only and with a much stricter guideline. Police Department normally back their officers, where as Correctional facilities normally look for a scapegoat.
Lets keep this topic on hand and save the quarrels for another topic, somewhere there is a child/teenager about to find out that their very existence was not enough to keep their "parent" from committing suicide, this is the real tragedy, perhaps Joe will open a blog for those of you who would like to speak out about WCDC, which I am sure would be an everyday discussion, but for now please keep focused and pray for the family.

For those that think being a correctional officer is like baby sitting your are so wrong . In 99.9 per cent of the cases checks on inmates are 3 times per shift. It does not matter if Jesus Christ is working 24 hrs. per day 7 days a week you are not going to stop someone from killing themself.It is is not about a inmate having the time to commit suicide its about oportunity. Due to the jail working short staffed and the staff including the command staff getting beat in the ground every minute ,staff are scared to do anything.Everyday its dramma ,dramma dramma.Kimball gets paid 70,-75,thousand a year to harrass staff all day long. He is paid too much to water plants,watch the females and harass staff and inmates .Kimbill is allowed by Mr. K to inflict illegal hardship on staff.If the very recent event does not get the county's attention I don't know what will.Kimball conducts more V.F.W business than county business when he is at WCDC.With this latest suicide I feel it is the fault of Kimball and Mr K. They are the ones that changed the entire classification system that would allow this type of thing to happen. If you notice there has been more suicides and attempts since DOC came to WCDC.The Detention center is not a prison. Now that all of the supervisors are being trained to become payroll clerks we will see even more death and destruction .

You do regulate the postings, I read a post and then the comments for there content in reference to the topic, not this trash. We are keeping on track. As a community we need to voice our concerns this shouldnt have happend period. This individual needs to lose his job. My source is its the same individual that "accidently" released the inmate found in Delaware on the run. Everyone is accountable here so lets get some justice for this girl and her family. Enough is enough of this cheating the public.
The sewer issue caused a lockdown situation that drove this inmate to suicide along with the way she was classified. Not being a correctional officer non of this would make sense to anyonethat is'nt a correctional officer. It's all part of the problem.
I feel bad that a life was lost. I don't know how anyone gets rope in there. I know from years ago that it is not possible to watch everyone all the time. It is just ashame that nobody saw the signs that she was suicidal.
What I really don't understand is how the building is at fault. I don't see how any of us can begin to believe conditions are that bad. It is a government building. If conditions were bad, there are mandatory inspections that are done to catch any such problems. There is no way there is a sewage smell since the air scrubbers clean all of the air there.
If there was a problem found during an inspection, it would have to be fixed. I've heard people complain before, but it can't be too bad. They keep working there. How does the county prove it is an okay place to work? Can anyone get a tour of the facility? I'd like to see for myself that the jail is fine. I doubt they will let anybody in there, but it would be the best way to let everyone know how wrong most of these comments are.
There are alot of ignorant people on here.This was MY AUNT! She was in there for driving on suspended tags.She left behind a 14 year old duaghter,3 nephews, a niece,a brother and sister and her mother. We all are having a hard time with this becuase we could never picture her taking her own life.She was a very loving person who tried to lookout for everyone around her. And to those of you who call her scum.. must really dont have a life for being on here just to talk bad about someone you never even met.Thats all im gonna say.

Like so many people who get caught up and incarcerated in these detention centers, jails and prisons; where was the support from the families when people like your Aunt are down on their luck?
The families of incarcerated individuals should ask themselves: where were we when they needed us the most. And, figure out a suppot system that will keep family members out of detention center, jails and prisons.
If you guys do not take care of your own, they will end up incarcerated and things like this happens all the time in these places.

Hire a lawyer and get some answers because something is not right she was suppose to be on a monitor. Dont stop till you find out what really happened. So sorry for your loss.
The inmate in question had a fear of being alone and being locked down. There was a issue with sewage comming up through the floor drains. Inmates had to be moved and some were locked down for some hours. This situation provided her the opportunity to commit suicide. No the building is not at fault.I understand that it is a government building and some form of government inspect it.You can figure out the rest. The health dept was there 2 days prior about the sewage situation.Again this is not about a building . Its about someone taking their own life at a time they really needed someone to be there for them.She did not want to be alone and thats the way she departed.So sad.May God bless her and her family and those that had an opportunity to know her as a person.

we really don't want to get into the black/white issues at wcdc.
there is plenty that need to be said at about that issue.
the main focus for all co's is the corrupt /hostile environment the co's have to endure.
the fact that no co's on dayshift get a break at ALL.
the fact that the co's again are force into another furlough year.
the fact that our jail is run by dictators such as Big k, little k, ringgold and stevenson.
the fact that we do have co's that riun to the dictator and tell them everyting you do that is good or bad.
the fact that one of your fellow co was inaprropiately touch by the dirty smelling ring and was allegsdly suspended for one day bit was allegedly allow to make that suspension day up.
the fact that their are supervisor who have broken the law but has gotten away with it.
the fact that some co's are working monday through friday while shift working co's don't get weekends off.
the fact that some certified co's having been sitting behind their desk for years while majority of the co's have been working the blocks every single day dealing with inmates issues (good or bad)constantly.
the fact that the environment is hostile.
the fact that the disciplinary, write ups and forms of punishment is NOT distributed fairly.
Think about how bad the work environment is and the people who allow things to continue in such a negative.
wcdc co's have not had a pay raise in many many years. they are subject to furloughs. with the inmates population going down, layoffs loom in the near future.
think about ring and steve continueous corruptions with the help of little k.

there are more white boys co's in cushion jobs (transportation, central booking, enviromental safety, work release, distributing inmate mail, intel, community corrections)then all the black co's put together who are surrounded by inmates on the block on a daily basis on all three shift.

Blacks get most of the benefits of legislacion and policy that was put in place to help them to overcome historic injustices, but several decades later, they havent got their act together and nowadays is just abuse.

Working in a place where you never know who may have to watch your back or save your life there is a lot of focus on race. Who cares what race my fellow co- worker is so long as we can get each other through the day.The only race I know is the human race.Everybody feels mistreated and targeted at WCDC.It looks 50-50 to me, so where is the racism? He was in for a DUI wheich he was in the passenger-seat yet the were about to give him 6yrs for "driving while intoxicated", even though they note on the arrest record he was a passenger. (Yes, open container. But he also had his work confirmation shoing the driver picked him up from work just minutes prior to the arrest.
My brother already spent 17yrs of a 20yr arsen crime which he did not commit. Gloucester refused to allow the witnesses that my brother was putting out the fire. I was there, and they wouldn't even let me speak at the court. The guy who committed the crime did get his, in a drunken fall off the boat he was on. But my brother was refused probation even after the evidence at his appeeal showed he was not the cause of the fire and was in fact putting it out. Video security cameras are not alway allowed to appeals since we didn't know a neighbor had the cameras on. They only let us use records from the prior hearings. So even though the sherriffs and DA knew he was innocent and yet made him spend 17yrs in jail. Prior to his arrest (No drinking while on probation and work release.) My brother was 32yrs old. that first arrest came when he was 14yrs old. they call him a repeat offender, you don't know the fact. the second arrest came from those random home-checks. my brother was drinking in his own home, but because they made him come out of our house they arrested him. Public intoxication even though he was on our porch when they arrested him that time.
I will miss him. (He really is my brother, so stop trying to joke about things you know nothing about.) While he was in jail this time, waiting since Feb to hear this case (Yeah speedy trial huh!) Gloucester got flooded, hit by tornadoes and our property (his house) was hit by a tornado, it killed our horses, his child (My nephew) was injured. And his cars where auctioned. Gloucester was trying to auction the houses and property even before his case was ruled on. He already saw the county's dedication to protecting, recall he spent 17yrs in jails for a crime he didn't commit and the state refused to look at the proof or retry the case. Video over a dozen witnesses, the county is corrupt they get more money depending on inmate population.
Again, stop dissing my brother. He was loyal, fun, and honest. And even after all the system screwed him over, he still tried to live a full life.
I can almost understand his frustration. The situation feels like it's crazy and a repeat of the first time he tried to trust the system would look at the "FACTS". But sitting in jail waiting to prove he wasn't drinking this time, and yet hearing the state is selling you property and a tornado damaged other things and you can't do anything... Please give my brother some respect. he had already been screwed over far enough. Maybe now he can rest in pease.
And another thing. Yes there is alot of racism in Gloucester. They keep listing my brother as mixican/hispanic. and yet we are Asian-American mixed raced. My brother didn't even speak spanish, yet most of his old police records say hispanic. Neither of us ever went to mexico, nor speak anything but english.
And yes, it is true in gloucester the officers can watch a white guy committing crimes and yet they'll arrest the first dark person. (we have a natural tan "un"fortunately, which is why I left the area.)
This tragedy was discovered while medication was being issued by a med tech being escorted by a female officer. When the door opened and the med tech saw the inmate hanging, she told the floor officer. The floor officer looked to verify the situation and then requested assistance. Neither the med tech or the floor officer ever went in to the cell to help her. They stood outside of the pod and waited for assistance to come. Joe, it is the floor officer's job to be a first responder. Worse yet, the med tech did nothing as well. Why are they there if they aren't going to do their jobs?! Those few minutes could have made the difference and prevented her death! I pray for them all, but really hope the family teaches the jail a lesson so others may be saved and not have to go through the same heartache of a loss.

The Sexual Harasser. Two types: 1) the flirt who goes too far, and 2) the heavy-duty harasser out to overpower his victims.
The Undercover Operator. Always smiling and telling you how great it is to work with you, until this snake-in-the-grass strikes.

i am a former employee of wcdc , it is a pit of hell to work in only because management is so unfair and on this big time control kick. they r lazy and basically officers are on their own,they have been called during a riot and not come in. the officers who have put in many years like i and others, get no recognition because we have a voice and am not afraid to use it, but those rookies that come in with their tailds betweent heir legs scared to fart to loud are given recogniton and 5000. whats up with that and they wonder y everyone leaves. The pay aint that great to put up with the treatment u get from mangement there. the inmates treat you better then the superiors (so called) oh they will love that word, superior. i dotn know how the place is still upand running with such incompetency.if u are seeking employment, please look the other way, its not worth the stress and the treatment u will recieve from the MASTERS. unless u are a punk with no voice , if thats your makeup then by all means apply. U will be employee of the year next month, i bet ya.they are being watched very closely now...secret shopper on the loose
to the heartless blogger not concerned about life, that could have been one of your family members that commited suicide, and not everyone in jail are baad people, sometimes just bad circumstances or sometimes not guilty at all INNOCENT UNTIL PROVEN GUILTY. you are the type of person that should not be in law enforc. cause u would b the judge , and the punisher when thats not what officers are suppose to do. that is considered a bad cop/officer and we have too ,f ar too many of them already. u are the kind that God has to bring down to show u your ways and thats something only God could do and do right, and with that attitude i pray no mercy on u. Suppose that was your son, daughter, father , mother. Suppose it was u. You need much prayer and u need to pray, or do you have it out against God to, apparently so, because he loves ALL people. take it up with him...
