My mamma always said, "Truth is stranger than fiction."
The city doesn't arrest these shop card thefts, but when stores have to keep buying carts to replace the loss, the cost goes to us as consumers don't think we don't pay for it. The police should pick up those with the carts they see them but DUNCAN CHIEF HUG A THUG doesn't enforce it as theft. There all over the Presidents Neighborhood just like the orange bikes were.

Fruitland loads up a flatbed truck of shopping carts regularly.
