SALT LAKE CITY (KUTV) - A bill that would make malicious animal cruelty a federal felony was passed in the U.S. House of Representatives Tuesday.
The bipartisan Preventing Animal Cruelty and Torture (PACT) Act bans crushing, burning, drowning and impaling animals, among other things.
It also gives officials the authority to go after suspected animal abusers who cross state lines.

But not for humans.
Right?
Just so we are clear.
Humans no longer have dominion over the animals.
Right?
Sure sign of a budding physco path!!
Janet and Mike Rubin are the worse animal abusers I know.
Sounds good to me Fredo.
Finally! Hopefully just the beginning. Hammer the abusers into oblivion. It will make the world a better place.
Wrong 5:31, should be for humans also
some animals are worth more than humans.
FACT.
"impaling" animals? Doesn't look good for those bow hunters.
