no mention of clinton using the funds to pay off the debt? replacing it with an IOU. so yes congress didnt take any money but clinton tied it to the national debt..

Now tell me Congress is not spending SSI money on their special projects and their pork barrel spending. No your history. MD is doing the same thing with the State Employee Retirement Fund.
