Incident: Possession of Marijuana with the Intent to Distribute
Date of Incident: 3 April 2019
Location: 2600 block of N. Salisbury Blvd., Salisbury, MD
Suspect: Willis W. Ginn, 33, Salisbury, MD
Narrative: On 3 April 2019 at 10:28 a deputy stopped a vehicle for a traffic violation and an un-buckled driver in the 2600 block of N. Salisbury Boulevard. Upon approach to the vehicle, the deputy detected a strong odor of raw marijuana emanating from within the passenger compartment. Upon initiating a search of the vehicle, the deputy recovered a small baggie of marijuana from a passenger, Willis Ginn. Further search of Ginn revealed multiple small baggies of marijuana that appeared destined for sale.
The deputy placed Ginn under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the District Court Commissioner detained Ginn in the Detention Center in lieu of $15,000.00 bond.

Incident: Possession of Crack Cocaine with the Intent to Distribute
Date of Incident: 4 April 2019
Location: Bi-State Blvd. at Pine St., Delmar, MD
Suspect: Shawn D. Hugee, 43, Salisbury, MD
Narrative: On 4 April 2019 at 2:00 PM, a deputy attempted to stop a vehicle operated by Shawn Hugee after observing Hugee behind the wheel and being aware that Hugee’s privilege to drive a vehicle had been suspended and revoked by the State of Maryland. Instead of stopping, Hugee failed to stop, forcing the deputy to pursue Hugee through the town of Delmar, MD. During this pursuit, the deputy observed that Hugee was throwing items out the window that would later be discovered to be crack cocaine. The pursuit ended when Hugee drove across a ditch at the end of E. East Street and collided with a tree. Hugee attempted to continue his flight on foot but was quickly apprehended.
Based on the amount of crack cocaine located, it was determined it exceeded personal use and appeared destined for distribution.
The deputy transported Hugee to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the District Court Commissioner detained Hugee without bond pending a District Court bond review.

Incident: Resisting Arrest / Attempt to Flee and Elude
Date of Incident: 4 April 2019
Location: 700 block of Dennis Street, Salisbury, MD
Suspect: Bobby J. Greffin, 25, Seaford, DE
Narrative: On 4 April 2019 at i3:16 PM, a deputy attempted to stop a vehicle operated by Bobby Greffin for a registration plate violation but Greffin instead took off from the deputy and refused to stop. The deputy pursued Greffin on a few streets before Greffin pulled into a driveway in the 700 block of Dennis Street.
The deputy approached Greffin and requested his drivers license. Greffin’s reply was that he did not have or need one, that he could drive “because he is grown.” The deputy attempted to interact with Greffin, but an agitated crown began closing around the deputy. Upon the arrival of additional deputies, the deputy ordered Greffin to exit his vehicle as he was under arrest. Greffin stepped from his car and told the deputy that he could not be arrested. As the deputy decided to take him into custody anyway, Greffin pulled away telling the deputy to get off him. The deputy had to wrestle Greffin into the handcuffs.
Greffin was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Greffin in the Detention Center in lieu of $5,000.00 bond.
Charges: Resisting Arrest, Driving Without a License, Attempt by Driver to Flee and Elude 


Incident: Motor Vehicle Theft
Date of Incident: 4 April 2019
Location: Ocean Gateway at Stanton Avenue, Salisbury, MD
Suspect: Rodney O. Harmon, 56, District Heights, MD
Narrative: On 4 April 2019 at 7:41PM, a deputy stopped a vehicle operated by Rodney Harmon after observing an obscured temporary registration plate on the vehicle. During the encounter Harmon stated he did not have any registration information for the vehicle which caused the deputy to conduct a query on the vehicle identification number. That query revealed the vehicle had been reported stolen by a Toyota Dealership in Bowie to the Prince George’s County Police.
When the deputy inquired further from Harmon regarding the vehicle, a 2016 Toyota Camry, Harmon stated he had bought it for $3,500.00 cash. He told the deputy he thought he was just getting a good deal on the car and that the seller placed a Pennsylvania temporary registration plate on the car.
The deputy placed Harmon under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Harmon on Personal Recognizance.

Northwest Woodsman: All the usual suspects. They should take a group photo so they can make a yearbook that they could pass around at a reunion. Next, they are in jail visiting with their relatives and reacquainting with old friends. Decent and regular meals, place to work out, visit with old friends and don’t have to worry about being on the street and getting shot by one of their homies. In jail or out, we still have to support their lifestyle with our tax money. How much do you want to bet none of these clowns have ever owned an alarm clock or even had a job? They hate us so much, but they will never be able to survive without some sort of assistance by us. I’m so tired of this

What has happened to MUG shots ? They should be called smug shots. Sit up straight....wipe that shit eating contempt off your pie hole look into the camera. You are now a captive your attitude is done deary. Do the police use phones for this ? Put them under the lights fire up some institutional authority and control. There were once certain rituals that made it clear you were in trouble and not just passing through. Rather than scanning....inking your hand cuffed digits and rolling finger prints made it very clear who was in control. Cops are too timid now. The criminals are smarter and probably make more money.
