Ohio councilman: After 2 overdoses, no more EMS

An Ohio town has been so overwhelmed by drug overdose emergencies that a councilman proposed a three-strikes penalty so EMS would not respond to an overdose victim who has required two previous interventions.

Middletown City Council member Dan Picard told the local Journal-News that arresting those who overdose on heroin or other drugs adds to the problem by straining the city budget, jail and court system.

“John Smith obviously doesn’t care much about his life, but he’s expending a lot of resources and we can’t afford it,” Picard said.

City Manager Douglas Adkins didn't immediately weigh in on the proposal, but he says that under state law "when we are called to render aid, we generally have to treat whatever condition we encounter." And the state's Good Samaritan law, designed to encourage people to report overdoses, prohibits police from arresting people onsite for the heroin-related activity, Adkins said.

Good luck with that suggestion, Councilman! Will the same hold true for fire department and police response and aid to the person looking to jump off a bridge the third time, or who had already jumped off the bridge and was floating in the river, perhaps still alive?

What about 2 intentional car wrecks or 2 arsons?... because shooting up heroin doesn't happen by accident.

About time for this! Wasting taxpayers money on dope heads is a waste, let them die, they want too! Anybody stupid enough to inject dope into their veins deserves death!

I think it is a great idea! But I also propose this to go along with it: After the first time being saved with NARCAN you must enter and complete a very intense drug treatment facility, at your own expense, and complete at minimum of 500 hours of community service to give back to the community which you have become a burden to!If not completed then you face jail time!

@ 11:13 and 1:24 intentional car wrecks/ arson are alot harder to prove then a body laying on the ground with a needle sticking out of a vein!!!!!

@11:30 the difference there is anyone attempting suicide is automatically taken to the hospital and placed under supervision, unlike junkies!!!!!

2:07 No one wants to OD or does it intentionally. It happens when the dope is too strong or cut with some other drug. It's hard to find a dealer with good quality control standards.

11:15 PM... Most of these so called dealers know what they are selling and they don't care. As long as they get your money.
