He absolutely can send in a strong force of FBI agents or another federal agency to begin trying to clean up the mess. Cannot send national guard without request from the state, which should have happened a long time ago. There doesn't have to be soldiers in the streets to make a difference. Or he could just do like Obama did and do absolutely nothing at all, while creating as much racial hostility as possible throughout the country.
I've seen Libs calling for protests in Chicago over this already, complete insanity. Apparently "black lives matter" but only when they fit the liberal agenda.
