FOP Collective Bargaining Agreement Reached With County Executive Bob Culver

Salisbury, MD... Wicomico County Executive Bob Culver has announced the finalization of the Collective Bargaining Agreement by Wicomico County, the Wicomico County Sheriff’s Office and the Fraternal Order of Police (FOP) Union for the period July 1, 2014 through June 30, 2016.

An agreement was reached by the County, Sheriff and the FOP establishing a death benefit of $500,000 for a Deputy/FOP member killed in the line of duty; establishing a disability benefit trust for Deputy/FOP members and providing step pay increases for officers during the two year period of the agreement. As part of the agreement, the Deputy/FOP member will contribute 1.4 percent of their regular paycheck to the trust.

After the key elements were agreed upon, the two sides spent the last few months ironing out minor details of the agreement. “Although this is an agreement that was reached prior to my election, I have made it clear that the Deputies have waited long enough and I wanted to see this matter brought to conclusion as soon as possible,” said Culver. “The men and women of the Wicomico County Sheriff’s Office put their lives on the line every day in an increasingly more dangerous world. It is only right that we honor their commitment to the safety and well-being of our citizens by offering protection for their families if, God forbid, the worst happens”.

Wicomico County Sheriff Mike Lewis applauded County Executive Bob Culver stating, “While County Executive Bob Culver unfortunately inherited this important piece of unfinished business, Bob recognized that it was critically important to the Deputies and their families that their daily sacrifices and contributions to the citizens of Wicomico County be rewarded. I commend our County Executive and members of the Wicomico County Council for their commitment to public safety”.

The signing ceremony for the agreement will be held on February 19, 2015 at 10:00 a.m. in Room 301, County Office Building, 125 North Division Street Salisbury. The event is open to the public and interested parties are encouraged to attend.

another great accomplishment Mr. Culver. thanks again.

Look at all the progress of Mr. Culver in just a few short months. Great job.

Death benefit is fair, but step increases when so many are getting nothing. Sheriff's office needs to be held more accountable for their actions. This just told remaining county employees (step increases) that Bob Culver just said screw you!

Anonymous said...

Not sure this is very fair to other county employees?

Deputies are not your regular county employe who else in this county has to wear a ballistic vest to work carry a loaded firearm and deal with all the criminals here. So 640 and 647 educate yourself.

Then maybe "other" county employees can start answering calls for service in the ghetto at three AM??? Yea, I didn't think so. So be quiet.

Guess you just slapped the detention center officers in the face 7:10

Guys this is your chosen careers and just because you became a LE officer doesn't make you any more special. Can you fix roads, handle all the parks maintenance, most of you would be afraid to walk into a jail without your weapon, handle payroll, bring revenue into the county like tourism, civic center or handle all the county emergency like hurricanes, flooding or all the planning and zoning issues in the county or manage an airport. No but you can exercise excessive force on a drunk, or harass a homeless person. If you are all that and more then you're not part of a team. I don't know if 7:10 is trying to portray themselves as Bob Culver as I believe he values all his employees, not just deputies who cost the county the most and make dam good money. Yes you have a dangerous job, but with the support of the entire county workforce you're nothing but thugs in a uniform learn to respect others and be a part of the county team.

Detention center is employees are valuable... apply to the sherriffs office if your not happy there. Motivate yourself or be happy where you are.

Anonymous said...

Um, just because Bob Culver sent out this press release don't think that Bob Culver was totally responsible for this. The County Council did work on this and approved it.

6:40 and 6:47 this isn't about the rest of the County employees. This is about the Wicomico County Sheriff's Office. The Sheriff's deputies worked hard on these benefits because they were needed. They worked hard to get the voters to vote for this and approve it by 70% of the vote. This is about the deputies that put their life on the line every single day. The ones that have to carry weapons to protect themselves as well as you. These are the ones that have to come to your help when you get beat up by your wife. The ones that have to come to your house at all hours of the night because you called about your neighbors dog barking. The ones that have to investigate your accident at 2 am in the morning when you left the bar drunk. The ones that have to respond to your house lights and siren because some Church Street thug broke into your house on a home invasion... need I go on. If you are not happy with your County benefits then I suggest you fill out an application the next time the Sheriff's Office is hiring.

Detention Center officers are not police officers or anywhere close. Detention Center officers probably couldn't do the job the the Sheriff's Deputies do. If they want better benefits then do the same thing the the Sheriff's deputies did and get collective bargaining put on the ballot. Most of you guys are fat lazy slobs and ghetto hags.

8:30 I'm retired LE and did the job for a lot less and we never cried the way you guys do. How many of your brothers have been driving and driving and received a get out of jail card by the cop that stopped you, or covered up your domestic violence, or your drug addictions. How many students have you slapped around, drunks pushed around or lied on a report to cover up your mistake. Be careful how you run your mouth. Your not as popular as you think.

And they do. Probation and parole and utility workers as well.

The only way to make this right was a clear and transparent re- vote. This is nothing more than a crooked deal by a crooked council that got swept under the rug. This deal entails a lot more than death benefits. And 1.4 % is only $400-$600 a year for a lot of benefits. Hell I pay that a month for far less.

Anonymous said...

12:22 Exactly. All county employees should have a $500,000 death benefit.
Well, at least the tax payers only have to pay up if the mercenary dies. It's a trade off.

Anonymous said...

12:27 sucks to be you then. I voted yes to this and really don't care what they give the cops in way of benefits. When I woke up today my home and kids were safe. It was also 18 degrees and police and the fire fighters were working all night while I slept. God Bless you men and women. Thank you for what you do. There are families that still love and support you.

Dude!! All the jobs you mentioned are low level jobs which require very minimal education therefore minimal compensation. The ones with degrees and certifications are compensated quite handsomely. Police officers are special and if you don't like it apply for their jobs or suck it up cupcake. Paramedics receive better pay around the country because that is a specialized position that not everyone can become. Nurses are the same. Firemen, well that is a different story. Look at the Salisbury Fire Department paid people. A monkey can can be trained to put water on something that is burning.

The Detention Center should fall under the Sheriff's Office and everyone should re-apply for their jobs. They should be a branch of the SO and if they can't become a deputy then they will stay at CO's pay. County Council are you listening?

Guys this is their chosen careers and this is what they do and why they get the benefits they do. Your chosen career compensates you the way it does and if you are disappointed then maybe you should score harder on the entrance exam or do more sit ups during the testing next time. Eat a salad fat boy and you might be able to pass the fitness part of the exam.

Don't dislike cops, they just cry how bad they are treated and have many of you fooled. 7:16 if the reason you are safe, it's because of the neighborhood you chose, the area you picked and your home may not be prone to criminal opportunity. Your not a victim for these reason, most police activity is reactive, not proactive. Glad you feel safe, that's important, but not fool proof.

Cops do have a dangerous job, but it's their chosen career. When I chose to be a cop, it wasn't about money, it was about my passion and desire to be one of the good guys. You can't bash people who see cops should be glad they have a job while so many are unemployed or working and making a lot less with more educational requirements and at times harsh work environments.

Thanks Bob Culver, Council, Sheriff Lewis, and the F.O.P. strong work. Building a Sheriff's Dept. that will attract and retain quality cops. You are not reading about the Sheriff Lewis driving drunk or the deputies whipping kids asses and getting sued. The cream rises to the top.

Sorry it is what it is. As to the guy claiming he is a retired cop and did it for less. We all did twenty years ago dumb ass. Sober up.

Joe thanks for update I for one am happy for the Sheriff's Office. The city is a prime example of what happens. YOU GET WHAT YOU PAY FOR. They got two in the academy now over fifty years old. WTF Sheriff's Office needs to take over entire county. Including FRUIT-LAND.

When these organizations don't get what they want they pull back on enforcement. Lack of revenue from tickets and civil asset forfeiture brings county exec. Back to the table. Way to go sheriffs office. Gotta love monopolized policing.

By your own admission 9:56 you don't have qualified individuals since you feel the new agreement will final attract them? As for berating a cop who did his time, shows no respect for your brothers and sister, just arrogance and all about yourself. I have no respect for you. Respect must be earned. Just keep your mouth shut and do your job.

Anonymous said...

5:36 one of your deputies made the newspaper last spring when she wreck a police car twice in almost less than one month? I bet if Joe did a request for PI on vehicle accidents you'd change your tune.

9:33 do you feel the same about 9:56 comments?

As police use the follow crutch when they know they have been had and have nothing more to contribute to an intelligent conversation, fill out an application, or sign up to do my job, that's lame. Not everybody's interests are in criminal justice. Remember you aren't out stopping crime, your reacting to crime. That doesn't take a high degree of intelligence.

Anonymous said...

Sorry guys I am a retired cop and I'm happy for you, but some of your comments only make the public's image of you justified. You got what you wanted, be professional and don't feed into their games.

To 8:30 Poster -

You worked hard - I beg your pardon. Most everyone worth their salt knows full well that you sought the employment of high school & college kids to go out and gather signatures for the implementation of the collective bargaining agreement. You advertised $10/hr. to pay during the summer months. My bone is - why didn't your officers go out and collect the signatures themselves as opposed to employing kids to go out and do your own dirty work.

As you can probably tell - you uniforms are not what I consider to be 'clean' in this respect.

Anonymous said...

Sheriff's office for an important job, but to feel no one else deserves what you get for doing a dangerous job is just ludicrous and down right disrespectful to the citizens you claim to serve and protect. 9:50 would be the cop of my choice.

Anonymous said...

5:36 I have, but probably never made it pass the deputy who took the call. Your words bring to mind an uneducated, bully who doesn't know how to effectively communicate thoughts in a reasonable or professional manner. You sir are a pusalaminous. (Maybe spelled in correctly)

Explain what. Take the average salary and do the math from there. And what names? Want the sheriffs officers names and pay scales up like the teachers?

Anonymous said...

The county guys that salt n plow don't. And countless more. Your not the only county emoyee.Eat another doughnut.

Anonymous said...

It was multiple agendas one one ballot. To get one the other had to pass. Not fair. And most didn't even know it was in it. If the sheriffs and FOP are so confident and want to really serve the counties citizens proudly then why not call for another re-vote. This was done by a crooked council. And don't give me the sheriffs never asked for this. No government ever shells out money for no reason. To many problems with this. A deputies health isn't considered during line of duty incidents. Why should we pay for an unfortunate incident because a deputy is unfit? Two good reasons right there.

Anonymous said...

Can't risk catching up. Its dangerous and I'd probably get a ticket. And last time I did at MSP they threatened to arrest me.

Anonymous said...

Seriously. Get what we pay for? I watched three deputies refuse to go into a corn field where I had a guy trapped because they had no dog.
