SAFE STREETS PROSECUTION

KIRKLAND HALL III SENTENCED TO 20 YEARS (ACTIVE PERIOD OF INCARCERATION) FOR POSSESSION W/INTENT TO DISTRIBUTE COCAINE

February 5, 2013, a Wicomico County Judge found Kirkland Hall III Guilty of Possessing 2.8 grams of crack cocaine in 25 separate bags with the intent to distribute it.

On August 1, 2012 Kirkland Hall III was arrested in the area of Truitt Street after running from the Salisbury Police, who recognized the defendant to be a wanted Safe Streets Offender. A search of Mr. Hall’s flight path after his arrest revealed a bag containing 2.8 grams of crack cocaine, broken into 25 separate bags.

Hall was found to be a subsequent offender by the Wicomico County Circuit Court and was sentenced to 30 years with the first 20 years to be served by the Defendant in the Division of Corrections (DOC).

Wicomico County State’s Attorney Matthew A. Maciarello commended the Salisbury Police Department’s Safe Streets Unit, The Salisbury Safe Streets Coalition Team, and the Maryland State police for their excellent teamwork in the investigation and prosecution of this case. Mr. Maciarello also thanked Safe Streets Prosecutor, Richard J. Brueckner Jr., who prosecuted this case.

I'm not sure if this is what it appears to be. Doesn't the second Hall steps foot into the MD Prison system good time (diminution) credits start accumulating?
These are what result in in early release for inmates, even without being paroled by the MD Parole Commission.
Could this be what is referred to as a little bit of "smoke and mirrors" going on here? It appears as though "20 yrs (active period of incerceration)" means Hall will not step foot out of the prison system until 2033 but does a judge have the authority to circumvent MD Dept of Corrections?
MD needs Truth in Sentencing so when someone gets 20 years it means 20 years. Even a life sentence imposed doesn't mean life unless it's followed by "without parole." MD has a parole eligible life sentence. Now whoever's heard of such a crazy thing. Maybe if politicians would focus on Truth in Sentencing gun violence would significantly drop in MD?

A good STARTING point + I agree with truth in sentencing. This is not the venue to compare crime; it IS a good venue to start a movement requesting review and overhaul of the judicial system, laws and appropriate sentencing. I'm glad this man is off the streets! Good job and keep it up.

Additionally, I don't mean a lengthy review employing lawyers and judges. Review the legislation and make a decision and then implement it and go on to the next law. Present the facts, weigh them, and make a decision. We cannot possibly be worse off.

I think this isn't what it appears to be because Maryland has a mandatory release thing (totally separate from being paroled) going on so 20 years doesn't mean 20 years.

hey, regardless of what happens with the courts, the SPD deserves an attaboy! and MM too for getting the dirtbag off the streets.

shows what experienced officer can do, recognizing the wanted bad guys, so attagirl! to debbie campbell for fighting to get their salaries up after ireton sat on it.

ireton likes to brag about getting crime down, but as elected officials go, it's the girls of the council that made it happen.
