It does not work on our elevators at work either. I have seen this tip 2 times and have tried it. If emergency personel needs elevator access to another floor in our building, a desiginated person with an elevator key goes up with them and the key makes the elevator bypass all other floors.
That is the required procedure to use when the elevator is in "independent service" mode. The door won't shut unless you hold the "door close" button at the same time while your floor selection is pressed.

I am a delivery man and use many different elevators and this works on some, but not all elevators.

You can't access that mode without a key.
Only is you have the control panel key. Putting the elevator in service mode allows you to have exclusive excess to all floors. Elevator Maintenance
