Dr. Freddie is a joke , I believe the only people that deserve the title of Dr. , are medical Doctors. The rest of them are so full of themselves , right Judy Strib.

State and federal funding of various types always comes with a number of strings attached, it's not like a kitty you can dip into for whatever you want. The remaining funding might (or might not) be usable on traffic projects outside the physical boundaries of the school.
You need to check the requirements of the funding and get your facts straight before you start hee-hawing about someone being scammed.
