There's no respect for parking around town and trust me, they're writing so many tickets each day they just can't keep up. I know I'm down there every day over the past month or so, I do not have a parking sticker and I have yet to park illegally. There's plenty of legal spaces to park in.

I see no problem with the truck unloading the doors. PROVIDED it was a "stop, unload, and move" type parking. The vehicle was not unattended and could have been moved immediately in case of an emergency.
The rest of the violators you show needed tickets.
They could have and should have delivered to the back of this building in particular.
Also, there are loading & unloading zones at either end of the Plaza, so you know. They are marked in yellow curbing.
