When OMB director Mick Mulvaney unveiled the new Trump budget, he used language that is so important -- although we haven’t heard it in so many years.
To paraphrase Mulvaney, the measure of budget success for the Trump administration is not how much federal assistance is given out, but how many people leave government dependency and join the private labor force as full-fledged workers.
The last time I heard a talk like this was over 20 years ago when President Bill Clinton teamed with Speaker Newt Gingrich to pass welfare reform. They argued that tighter eligibility, time limits, work-search mandates, and better training programs would move people from welfare to workfare.
Critics said wait, no -- tougher welfare requirements will throw millions onto the streets with no federal assistance. Turns out they were wrong. Millions moved into the labor force to work productively, grow the economy, and provide themselves with new self-esteem and happiness.
This point on happiness is one of my favorites. I learned it from AEI president Arthur Brooks, who has done a number of quantitative surveys that clearly show how people who work for a living are far happier than those who depend on government assistance.
So now, over 20 years later, Mick Mulvaney is talking workfare over welfare. And, of course, the left-wing screaming has begun.

LSC Communications to Close Virginia Book Printing Plant; Layoffs Impact 140 Workers
LSC Communications workers and their families in Salem, Va., likely won’t be feeling very festive this Memorial Day weekend.
That’s because Chicago-based LSC Communications filed a Worker Adjustment and Retraining Act Notification Act (WARN) notice May 22 that it intends to permanently close its Salem, Va.-based, 278,000-sq.-ft. book manufacturing facility in July and lay off the approximately 140 workers employed there.
The notice also indicated that the layoffs are scheduled to begin July 23, and last during a two-week period.
In a letter sent to Salem, Va., Mayor Randy Foley, R. Scott Bigelow, LSC Communications chief human resources officer, wrote, “In connection with the plant closure, no employees will have bumping rights to displace other employees working for the company … We appreciate any support or assistance you or your office can provide to help those employees affected by the plant closing in finding new positions.” Bigelow cited “changing market conditions” as the primary impetus behind the closure of the plant, which is located in ValleyTech Park inside Roanoke County.
According to The Roanoke Times, RR Donnelley began the local operation in 1997. Salem, Va., is a town with about 25,000 residents, so, obviously, the closure and subsequent layoffs is a major blow to the local community.

Dollar General Accounts for 80% of All New Store Openings
One week ago, when looking at the latest Fitch forecast of retailers most likely to file for bankruptcy next, we listed the hundreds of store closures already announced in 2017 between various bankrupt and still solvent retail chains.
Declining consumer demand for traditional retail venues and deteriorating financial results aside, we showed the simple reason for the persistent pressure on traditional "brick and mortar" stores to restructure with the following chart which showed that North America has a glut of retail outlets, as well as far too many shopping malls, something which is becoming apparent as sales per capita decline. On a per capita basis, the US has roughly 24 square feet of retail space per capita, more than twice the space of Australia and 5 times that of the UK.
But what about new store openings? After all, on a net basis the US retail industry has to still be growing. Here we have some good and bad news.
First the good news: according to a recent analysts by Bank of America's REIT team, in which the bank analyzes both store openings and closings for the same sample of 33 retailers that its have analyzed since 2007, it finds that the projected net new store count for 2017 is 1,041, which is lower than last year’s actual 1,109. While the net number of 1,041 openings this year is lower than the 10-year average of 1,386, "nevertheless the numbers are still positive" is how BofA spins the silver lining.

George W. Bush Pays Tribute to Fallen on Memorial Day
Former President George W. Bush on Memorial Day gave a touching tribute to fallen soldiers.
"Today, we remember the fallen," the 43rd president wrote on his Instagram account. "We embrace their families. And we vow to honor their sacrifice by never taking for granted the freedom and security they gave us.
"In the words of President Lincoln, 'that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion.'"
The Instagram post was accompanied by a photo of Bush with his head bowed and at least six American flags ahead of him.

The brash Panamanian dictator and sometime American ally was ousted in a U.S. invasion in 1989.
Manuel Antonio Noriega, the brash former dictator of Panama and sometime ally of the United States whose ties to drug trafficking led to his ouster in 1989 in the largest American military action since the Vietnam War, has died. He was 83.
President Juan Carlos Varela of Panama announced Mr. Noriega’s death on Twitter early Tuesday morning.

Just two hours before, I was flying in trail formation, two Huey rotor lengths behind my friend when I watched him crash, burn and die. As a 19 year old Warrant, the job that night - telling his wife she was now a widow - was the hardest thing I'd ever done. We must never Never NEVER Forget their sacrifice.
