Hyperbaric Oxygen Therapy may be better than ventilators
In the midst of the coronavirus epidemic/pandemic it bears remembering the application of hyperbaric oxygen therapy to the last major pandemic that impacted the United States in 1918, the Spanish Flu Pandemic. Death was primarily by pulmonary infection and its attendant hypoxemia and respiratory failure. The first application of hyperbaric medicine to a Spanish Flu victim was likely also the first application to a human being in the United States. In 1918 Dr. Orval Cunningham of Kansas City was brought a dying friend of a fellow physician. The patient was moribund and blue. Before Cunningham could perform his planned animal experiments he was asked to treat this dying patient. With just a one-hour treatment with compressed air at 1.68 atmospheres absolute the patient experienced improvement. Combined with additional hyperbaric treatments over the next 3 days this patient’s life was saved. Others followed.

Processing of Paper Income Tax Returns to Temporarily Stop on April 15 Due to COVID-19
Taxpayers seeking refunds urged to file immediately as agency continues processing electronic returns
ANNAPOLIS, Md. - Comptroller Peter Franchot today urged Maryland taxpayers seeking refunds to file electronically as soon as possible and announced that the agency will temporarily stop processing paper tax returns on April 15, in an effort to keep essential employees safe amid the spread of COVID-19.
“We remain committed to getting refunds into taxpayers’ bank accounts during this economic crisis. However, we must balance that with our commitment to protecting the health of those dedicated essential employees who have continued reporting to work to process returns and distribute refunds in a timely manner,” Comptroller Franchot said.
Most taxpayers receiving refunds have already filed and the number of those anticipating refunds who have yet to do so and plan to file via paper returns is very low.
The deadline for individuals and businesses to file and pay state income taxes was previously extended until July 15.
To date, the number of both paper and electronic tax returns filed during the 2020 tax year has decreased from last year’s totals at the same time period — a drop of 27 percent in paper returns and 7.5 percent in electronic filings.
Since taking office in 2007, Comptroller Franchot has encouraged taxpayers to file electronically. Nearly 86 percent of the more than three million returns processed annually by the agency are filed electronically, while approximately 450,000 returns are manually submitted, costing the state about $5 each to process. It takes an average of 2.2 business days to process an electronically filed return compared to the average of 22 business days to process a paper return.
The decision to temporarily stop processing paper returns after April 15 will further reduce the staff who are required to work on site. The electronic filing process requires minimal human intervention; it is cost-effective and it is a more secure way to submit taxes at a time when tax fraud and identity theft schemes are on the rise across the nation.
For those taxpayers who must file paper returns and are anticipating a refund, Comptroller Franchot encourages them to do so by April 10, 2020, to ensure they will be processed before the April 15 temporary suspension. Once again, all taxpayers have until July 15 to file and pay their income taxes.
The agency will continue to monitor the situation closely and could alter the schedule if necessary.
“I commend our employees — both the small group of staff still reporting to the office, as well as those working from home — for their continued commitment to the taxpayers who pay their salaries and who are relying on their refunds to make it through these incredibly difficult economic circumstances,” Comptroller Franchot said.

In the last week there has been some media attention regarding the impact of the COVID-19 pandemic on military readiness, including the Defense Department’s suspension of virtually all domestic and international travel by military personnel. Clearly, our military operations are not exempt from the viral impact.
But one particular story — a letter written by the now-former Commanding Officer of the aircraft carrier USS Theodore Roosevelt and published in the San Francisco Chronicle — received widespread attention. In that letter, CAPT Brett Crozier bemoaned the impact of the virus on his crew and pleaded for the Navy to take “decisive action” to stem its spread. While his concern for his crew was laudable, choosing to communicate his concerns and sensationalist tone in a way that was certain to end up in the public domain was not.
The media praise for Crozier was misguided, and he was appropriately relieved of his command.
News of his “re-assignment” was met with media accusations of a cover-up and praise for his great bravery in bucking the system. But Crozier wasn’t fired for speaking truth to power, as many would have you believe. He was fired for losing his cool in a high-pressure situation and improperly disclosing sensitive information — readiness status for a deployed, strategically significant asset. We’re not questioning the sincerity of his concerns for his crew, but his loss of composure raises serious questions about his fitness to command one of our nation’s premier war-fighting platforms.
Acting Secretary of the Navy Thomas Modly made things clear in his statement about Crozier’s actions: “As I learned more about the events of the past week on board USS THEODORE ROOSEVELT (CVN-71), including my personal conversations with the Strike Group Commander, Commander, SEVENTH Fleet, Commander, U.S. Pacific Fleet, the Chief of Naval Operations, and CAPT Crozier himself, I could reach no other conclusion than that Captain Crozier had allowed the complexity of his challenge with COVID breakout on the ship to overwhelm his ability to act professionally, when acting professionally was what was needed most. We do, and we should, expect more from the Commanding Officers of our aircraft carriers.”

The World Health Organization may be struggling to explain its initial response to the coronavirus pandemic — particularly its deference to Chinese authorities and official Chinese government reports about the spread of the virus — but they have at least one concrete edict when it comes to COVID-19: the virus should not hinder the availability of abortion services.
According to a statement from the WHO itself (via the Daily Caller News Foundation), “services related to reproductive health are considered to be part of essential services during the COVID-19 outbreak.”
That means that countries demanding businesses lock down to stop or slow the spread of coronavirus should refrain from locking down abortion providers or forcing them to turn over much-needed personal protection equipment, even though doctors and hospitals are canceling every other form of elective surgery.

The nurses arrived at work at 7 p.m. on Sunday and saw the workload. Nurse Sal Hadwan, who led the protest, said the nurses would each have about a dozen seriously ill patients under their care. About half of those patients would be on a ventilator.
“It’s unsafe for the patients. We couldn’t go out there and provide the level of care they deserve,” Hadwan said.
The nurses went to the break room and asked management for more help. Management told them to get to work or leave, so eight nurses went home. The other nurses at the hospital then had to work 25 hour shifts.
“It’s unfortunate what happened last night,” Hadwan said. “We hope they can rectify the situation by getting us additional help because that’s all we were asking for.”
Hadwan said he plans to go into work Monday. It is unknown if the nurses who participated in the walkout will be reprimanded.

AOC offers advice for young people to get around stimulus check exclusion
Rep. Alexandria Ocasio-Cortez railed against a provision in the coronavirus cash assistance program that penalizes young people and offered advice on how to potentially get around that during a virtual town hall this week.
The one-time payments of up to $1,200 per person and $500 per child will help most Americans, but there are some exceptions that have frustrated the New York Democrat, including many young people between the ages of 17 and 24 being passed over.
"There are a lot of populations that are left out," Ocasio-Cortez said of the $2.2 trillion stimulus package President Trump signed into law on March 27. "And one of the most left-out populations are young people, which has been an extreme disappointment."

People weren't cashing in their paychecks because many people were laid off, as we noted, more than 14 million people in the last several weeks have lost their jobs across the county, and what we could be looking at is the beginnings of a bank run.

Law and order fears for NYC as nearly 10,000 NYPD and FDNY members call out sick amid a rise in burglaries
There are fears of a breakdown in law and order in New York as the city's key agencies feel the brunt of the coronavirus.
The NYPD has reported that up to a sixth of its force, or around 6,500 members called out sick towards the end of last week and the numbers are not expected to improve over the coming days.
Things are even worse at the FDNY with the number of those having to stay at home because of the disease even higher.
One in four members of its EMT paramedic team, about 4,000 people, are currently having to stay off work.
Among firefighters as a whole, around 17 percent are off on sick leave.

Fauci warns coronavirus could become 'seasonal' illness if not controlled soon
Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, warned that if the coronavirus outbreak does not get “globally under control,” it is likely to become a recurring problem.
Fauci echoed officials who warned that the coming week will be a bad one with the number of deaths expected to increase to a “shocking” degree, but said that social distancing practices will help flatten the curve of cases.

We've all watched what sure looks like a decline in Biden's faculties and energy in recent months, but I did see exactly one time when he still looked and sounded like the old ...er, slightly younger... Biden showed energy we hadn't seen in weeks, and if he was still spewing the same old word vomit, he was spewing it with more force. Also, he was completing sentences for the most part.
It seemed like the slower campaign pace was doing Biden some good, and fit in nicely with an idea several political writers had been pushing: Keeping Biden off the campaign trail is the best thing for him.

Governors give mixed response to Trump's handling of coronavirus crisis, but all say pandemic will get worse
Governors in some of the states hardest hit by the coronavirus pandemic have had mixed reactions to President Trump’s response to the public health crisis, but they all agree on one thing: they need more help.

Governor Hogan Takes Aggressive Action to Protect Nursing Home Residents and Staff Amid COVID-19 Outbreaks
Nursing Home Facilities Required to Provide Personal Protective Equipment for StaffFacilities Must Expedite Testing of Symptomatic Residents Through Maryland State LabSeparate Observation Areas Must Be Created for Residents Who Are Sick and Require MonitoringState Officials To Directly Coordinate Placement of Discharged Patients
ANNAPOLIS, MD—Governor Larry Hogan today enacted an emergency order to protect residents and staff at Maryland nursing home facilities, and bolster the state’s mitigation and suppression efforts amid outbreaks of COVID-19. Effective immediately, new directives will require facilities to direct all staff who interact with residents to wear personal protective equipment, create separate observation and isolation areas for residents, and expedite all testing through the Maryland State Public Health Laboratory.
“As we have been saying for several weeks, older Marylanders and those with underlying health conditions are more vulnerable and at a significantly higher risk of contracting, getting more severely ill, and dying from this disease,” said Governor Hogan. “Of major concern is that we currently have cases or clusters of cases at 81 nursing homes and long-term care facilities across the state. Our highest priority is keeping Marylanders safe, and we will use every tool at our disposal to protect the most vulnerable among us.”
On March 10, the Maryland Department of Health (MDH) issued strong guidance to long-term and continuing care facilities to restrict visitation and begin implementing infection control protocols. Today’s directives requires nursing home facilities to adjust and strengthen their policies, protocols, and procedures in line with all state and federal guidance related to COVID-19, and immediately adopt a series of enhanced protective measures:
PERSONAL PROTECTIVE EQUIPMENT FOR STAFF. All personnel who are in close contact with residents of nursing homes shall wear personal protective equipment (PPE), including a face mask, appropriate eye protection, gloves, and gown. The PPE should be worn at all times while providing care to residents in the facility and personnel should follow CDC guidance for using personal protective equipment. Facilities must use the process established by MDH to request PPE from the state.
EXPEDITED TESTING FOR SYMPTOMATIC RESIDENTS. All facilities must use the most expeditious means available for testing. This includes using either a COVID-19 test kit provided by the state laboratory or another lab to send specimens to the state laboratory for expedited COVID-19 testing of residents and staff. Symptomatic residents of nursing homes and long-term care facilities are among the patient groups prioritized by the state laboratory, alongside hospitalized patients and symptomatic health care providers and first responders.
SEPARATE OBSERVATION AREAS. All facilities must designate a unit of staff who are assigned to care for known or suspected COVID-19 residents; designate a room, unit, or floor of the nursing home as a separate observation area where newly admitted and readmitted residents are kept for 14 days on contact and droplet precautions while being observed every shift for signs and symptoms of COVID-19; and designate a room, unit, or floor of the nursing home to care for residents with known or suspected COVID-19.
PLACEMENT OF DISCHARGED PATIENTS. MDH’s Office of Health Care Quality will assist acute care hospitals, if necessary, in discharging patients who require nursing-home level care. Facilities must cooperate with the Office of Health Care Quality and hospitals in the placement of discharged patients.
RIGHT OF RETURN FOR RESIDENTS. Nursing home residents admitted or seen at a hospital for COVID-19 must be allowed to return to the nursing home as long as the facility can follow the approved CDC recommendations for transmission-based precautions. If the residents must temporarily go to other facilities, every effort must be made by the receiving and original nursing homes to transfer the residents back to their original nursing homes as soon as possible.

Toward the end of our trip, my wife and I woke to hear the coronavirus had reached pandemic proportions. I sat on our porch that afternoon and found myself thinking about my daughter and the game we played in the ocean. Her floating confidently in water too deep for her to stand was like a performance art piece for my own spiritual life.
It is so easy to become giddy with the illusion that things are in my control. I can blindly trust the thin plastic rafts of my health, ministry life, abilities and religious busyness. But as I watched infection statistics and line graphs rise like waves, all those things seemed so anemic. There was something much more powerful and untamed coming my way; something beyond my control.
Our current situation — barring a supernatural gift for denial — brings things into sharp focus. It not only reveals how flimsy the rafts upon which we tend to build our lives actually are, but how helpless we become when the air goes out of them.
If we dare to be honest, the pandemic isn’t stripping us of control. It is showing us how little control we have always had. It also reveals the God-given cry of every human heart: What is bigger than me and more powerful than me that will take care of this?

American scientists are actively working to learn the origin of the deadly coronavirus behind the pandemic now spreading around the world, but say a lack of Chinese virus samples has hampered research.
Officials and experts in virology and epidemics tell The Washington Times that researchers need to learn the origins of the virus to find treatments and vaccines and to better prepare for future pandemics.
Robert G. Darling, a medical doctor and expert on biological weapons formerly with the Army Medical Research Institute of Infectious Diseases at Fort Detrick, Maryland, said it is crucial that researchers find out where the virus originated and how it spread.
Authorities in Beijing say the virus outbreak began at a wild animal market in Wuhan, based on reports that many of those first infected worked at the market.
But the skeptics point to a Chinese scientific study that also reported that some early victims had no connection to the market.
They also note the emergence of new insights into the virus that have emerged in recent weeks both from Chinese state media and unofficial online reports, including a censored scientific paper by two Chinese researchers.
The two scientists, Xiao Botao and Lei Xiao, are with the state-run universities in Guangzhou and Wuhan. They argue in the paper that the virus may have escaped from a laboratory near the market.

Troopers Conduct Weekend Checkpoints to Continue Engagement with Out of State Travelers – Sussex County
Sussex County – The Delaware State Police conducted multiple checkpoints over the course of the weekend throughout Sussex County, as a measure to enforce Governor Carney’s order restricting out of state travelers entry into Delaware. The checkpoints occurred between approximately 9:00 a.m. and 5:00 p.m., both days, and rotated between roadways which had been identified as having a high volume of out of state travelers.

A total of 1,507 vehicles passed through the three checkpoints with 1,284 being Delaware vehicles and 223 being from out of state.
On Sunday the checkpoints took place on Rt. 113 in the area of Rt. 20, south of Millsboro, Rt. 24 in the Long Neck area and again on northbound Coastal Hwy. south of Bethany. A total of 1126 passed through the checkpoints on this day, 872 from Delaware and 254 from out of state.
As vehicles proceeded through the checkpoints, those displaying out of state tags were stopped, and the driver was then asked limited questions related to their recent travel and purpose for entering Delaware. The driver was then informed of the Governor’s declaration and explicitly advised that if they are coming into Delaware from out-of-state, they are required by law to self-quarantine for 14 days or immediately return to their home state.
The interactions with both the Delawareans who passed through the check-point, as well as the out of state drivers who were stopped, were productive and non-confrontational. Those being stopped were appreciative in being made aware of the Governor’s order and what the requirement was. During the interactions the Troopers stressed that the primary purpose of the stop was to inform and to educate as opposed to it being a criminal enforcement initiative, although violating the order does constitute a criminal offense. There were no citations issued or arrests made during the two day operation.
Directed patrols throughout the state are expected to continue. The purpose of the patrols and checkpoints is to achieve voluntary compliance with the order, through education and awareness. These stops are intended to serve the public welfare by helping to prevent and contain the spread of the Covid-19 virus.

Boris Johnson hospitalized after experiencing coronavirus symptoms, PM's office says
British Prime Minister Boris Johnson was admitted to a hospital after suffering fromcoronavirus symptoms 10 days after testing positive, his office announced Sunday.
Downing Street officials said the hospitalization was a “precautionary step” and he remained in charge of the government.
A spokesperson said: “On the advice of his doctor, the prime minister has tonight been admitted to hospital for tests. This is a precautionary step, as the prime minister continues to have persistent symptoms of coronavirus 10 days after testing positive for the virus. The prime minister thanks [National Health Service] staff for all of their incredible hard work and urges the public to continue to follow the government’s advice to stay at home, protect the NHS and save lives.”
Johnson had been showing persistent symptoms including a high temperature, Sky News reported.
Johnson has received medical advice by phone during his illness, but going to a hospital meant doctors could see him in person.

Bronx Zoo tiger tests positive for coronavirus, officials say
A tiger at the Bronx Zoo in New York City has tested positive for the coronavirus, in what may be the first confirmed case of an animal being infected with the virus in the U.S.
The tiger is a 4-year-old female from Malaysia, officials said. Three other tigers and three African lions also have developed a dry cough and were expected to recover, according to the zoo, which has been closed to the public since March 16.
The National Veterinary Services Laboratory confirmed the tiger's positive COVID-19 test.
"We tested the cat out of an abundance of caution" and aimed to "contribute to the world's continuing understanding of this novel coronavirus," Dr. Paul Calle, the zoo's chief veterinarian, said.

On Saturday, the U.S. recorded 1,320 deaths from the coronavirus, the highest daily total to date after two days of roughly similar death figures.
Johns Hopkins University researchers recorded the spike as just one of a few grim milestones that the U.S. has passed in the last few days.
For three days now, the U.S. has seen over 1,100 deaths each day, according to the data.
As of Sunday, the U.S. has seen 9,302 deaths, the bulk of which have occurred over the past five days.

The captain relieved of command of the USS Theodore Roosevelt after warning of an outbreak of the coronavirus on his ship has tested positive for the virus, a U.S. defense official told Fox News on Sunday.

President Donald Trump should appoint a military official to lead efforts at getting production and shipping done through the Defense Production Act, Senate Minority Leader Chuck Schumer said Saturday.
Officials in New York and elsewhere are having trouble getting what they need to treat coronavirus patients, Schumer told CNN.
"Just in the last day, I heard from hospitals who didn't have ventilators. Police officers who don't have masks," Schumer said. "Nurses, medical technicians on the front lines risking their lives who don't have PPE. So the system that the federal government has put in place is not working, plain and simple."
Trump already has put in limited use of the Defense Production Act, typically used in wartime, to force manufacturers to make goods to fight to COVID-19 pandemic. But he has attempted to show restraint, hoping businesses will do the right thing on their own.
Schumer said that isn't getting the job done.
"We are not going to overcome this supply problem unless we have someone, a military person in charge," he said.

President Donald Trump on Friday heaped praise on Bank of America for doing a "great job" complying with the federal government's new coronavirus pandemic stimulus plan to hand out $350 billion in loans to small businesses.
But small business owners say they’re getting the brush-off from one of the nation’s largest bankers, Fox Business reported.
Several small business owners say the loan program is hampered with defects, and that applications are being rejected for arbitrary reasons, the news outlet reported.
And bankers complain they still don't have guidance from the federal government to begin the application process even though guidance was made official Thursday night, according to Treasury Secretary Steve Mnuchin.

A Detroit ER nurse has become one of the first Michigan health care workers known to have died from the coronavirus.
Lisa Ewald died alone at her home in Dearborn — the cause of death COVID-19, according to reports. She was last heard from Tuesday. A friend found her body the next day. She would have turned 54 on Saturday.
“You always think that it can’t affect you to a degree. So this is making it real for me,” niece Carly Ewald told Fox 2 Detroit Saturday.

DC Mayor says one in seven residents could be infected with COVID-19
Washington DC's mayor said during a Friday press conference that bleak projections show that one in seven of the city's residents could be infected with the coronavirus.
Democrat Muriel Bowser said that roughly 93,000 people could contract COVID-19 in the city, according to model projection city officials are relying on.

Despite the fact that the Mueller report proved there was no collusion between Donald Trump and the Russians during the 2016 campaign, Democrats were convinced that there was more evidence out there, perhaps in the tiny fraction of the report that was redacted for national security reasons, that proved Trump actually did collude with the Russians.
It turns out that the most interesting things about Mueller's investigation were not what was redacted from the report, but what wasn't included in the first place. According to investigative reporter John Solomon, Bob Mueller hid evidence exonerating Donald Trump Jr. over the infamous Trump Tower meeting, during which Democrats were convinced he had met with a Russian lawyer to discuss dirt on Hillary Clinton.
