Washington - In the latest ratcheting up of pressure on Iran, the administration of U.S. President Barack Obama Thursday imposed new financial sanctions against Iranian and other companies whose operations allegedly support the country's nuclear and ballistic-missile programmes.
The Treasury Department said it was blacklisting 11 companies and several individuals associated with Iran's defence ministry, the Iranian Revolutionary Guard Corps (IRGC), as well as Iran's national shipping line.
It also blacklisted several companies in Hong Kong, Switzerland and Malaysia, as well as the National Iranian Tanker Company (NITC), which the treasury alleged have been used by the national oil company to evade existing sanctions against Iranian oil experts.

California County Weighs Drastic Plan To Aid Homeowners
Fontana, Calif. - Browning lawns surround the otherwise neat houses in these once-sparkling developments where foreclosures have become more common than neighborhood cookouts. Each patch of dead grass is a reminder of the inescapable truth: many homes here, as they are elsewhere around the country, are worth half what they were just five years ago.
Desperate for a way out of a housing collapse that has crippled the region, officials in San Bernardino County, where Fontana is one of the largest cities, are exploring a drastic option — using eminent domain to buy up mortgages for homes that are underwater.
Then, the idea goes, the county could cut the mortgages to the current value of the homes and resell the mortgages to a private investment firm, which would allow homeowners to lower their monthly payments and hang onto their property.

Obituary For David Bromley
David Neil Bromley, 37, of Powellville died as a result of injuries sustained in a boating accident on July 13, 2012. Born in Salisbury, MD he was the son of Ralph Wayne Bromley and Beverly Bromley of Pittsville.
David is survived by his brother Daniel Bromley and sister in law Karen Bromley; nephews Connor Hall and Luke Bromley all of Powellville; His fiancée Kelly Popp and his canine son Pollo also of Powellville; his best friend Bobby White; a special friend Laura Lowe: aunts and uncles; Jeff Brittingham of Willards; Frank and Joyce Hall of Gumboro; and Barry and Wanda Rayne of Salisbury. David also leaves behind countless friends and many other relatives too numerous to mention.
He was preceded in death by paternal grandparents Ralph and Catherine Bromley of Eden; maternal grandparents James ‘Nut’ and Dorothy Brittingham of Willards.
David was part owner of Bromley’s Auto Sales in Pittsville and loved working beside his family every day. He loved the car business and especially traveling to auto auctions. David loved life and had a great sense of humor. He loved fishing, spending time with friends and family and storytelling. He could often be found at the VFW in Powellville and American Legion in Berlin. His joy was his dog, Pollo.
David was a member of the Sons of American Legion, Salisbury Moose Lodge, The National Rifle Association and the Crooked Oak Hunting Club.
David, you were the light of our lives and we will miss you very much.
A funeral service will be held Wednesday at 1pm at Holloway Funeral Home. Visitation will be on Tuesday from 6 – 8pm and Wednesday one hour prior to the service. The Reverend Paul Sherwood will officiate.

Emmanuel Lamont Jones, 37yo of Salisbury, MD was arrested and charged with Possession with Intent to Distribute Cocaine, Possession of Cocaine (2 counts), Possession of Marihuana, Possession of CDS Paraphernalia, and Fail to Obey a Lawful Order.
On July 12, 2012 at approximately 11:00pm, officers were on patrol in the 600 block of East RailRoad Ave. The officers observed a group of subjects standing outside of a residence. As the officers exited the patrol vehicle to investigate, they observed Jones start to leave the area at a quick pace. Injured Owl
Joe,
This beautiful owl has been in the back yard of our house for several days, he sits on the ground or any low item it can find to perch. At times it appears his wing might be injured but can’t be sure. I find it odd that an owl would run around during the day and be a ground based animal. We contacted all the numbers you would expect and were referred to a Bird Rescue group in Newark Del. They asked that we capture the bird and meet them in Delaware. We are not prepared to capture an animal like this and don’t want to bother him if nothing is wrong.
Hoping one of your readers may have some insight, experience or ideas on what to do.
Publishers Notes: I would start by contacting the Salisbury Zoo. They have incredible resources in this area and they may even have some interest in the Owl. Many of the animals at the Zoo are injured animals that could not survive in the wild.

As you digest these mind-boggling figures, keep in mind that in spite of these astronomical tax rates, these countries are still not financing their social welfare programs exclusively from tax revenues! They are deeply mired in public debt of gargantuan proportions. Greece has reached the point where its debt is so huge it is in imminent danger of defaulting. That is the reason the European economic community has intervened to bail them out. If you're following the financial news, you know Spain and Portugal are right behind Greece.
The United States is now heading right down the same path. The VAT tax in the table is the national sales tax that Europeans pay. Stay tuned because that is exactly what you can expect to see the administration proposing if the Democrats win the fall elections. The initial percentage in the United States isn't going to be anywhere near the outrageous numbers you now see in Europe. Guess what, the current outrageous numbers in Europe didn't start out as outrageous either. They started out as minuscule - right around the 1% or 2% where they will start out in the United States. Magically, however, they ran up over the years to where they are now. Expect the same thing here.
It is the very notion that with hard work and perseverance, anybody can get ahead economically here in the USA. Do you think that can ever happen with tax rates between 60% and 80%? Think again. With the government taking that percentage of your money, your life will be exactly like life in Europe. You will never be able to buy a home. You will never buy a car. You will never send your children to college. Let's not shuffle the battle cry of the socialists under the rug either. It's always the same cry. Equalize income. Spread the wealth to the poor (whoever they are). Level the economic playing field. Accomplish that and everything will be rosy.
It's time to take a really hard look at reality. Greece is a perfect example. Despite the socialism system that has ruled this country for decades, with a 65% tax rate, they are drowning in public debt, would have defaulted without hundreds of billions in bailout money from the EU, and still . . . 20% of their population lives in poverty. Solar Panels At Jail Expected To Save $10,000 Per Year
A jail in Frederick County is installing solar panels that will be used to heat water for the facility.
The Frederick News-Post reports the project at the Frederick County Adult Detention Center is being paid for almost entirely by a grant from the Department of Energy.
The cost of the project is about $266,000.

Tomatoes, Shoes Thrown at Clinton in Egypt
Egyptian protesters threw tomatoes and shoes at U.S. Secretary of State Hillary Clinton's motorcade Sunday and shouted, "Monica, Monica, Monica" as she left the newly reopened U.S. Consulate in Alexandria.
Clinton said she was in the city to answer critics who believe Washington has taken sides in Egyptian politics. There were already vocal protesters at the start of her visit to the consulate, forcing the ceremony to be moved inside.
"I want to be clear that the United States is not in the business, in Egypt, of choosing winners and losers, even if we could, which, of course, we cannot," Clinton said at the ceremony to reopen the consulate, which was closed in 1993 because of budget constraints.

HHS made the announcement in a policy memo Thursday, news that slipped well below the radar amid a raucous day on the presidential campaign trail. Va. One of Strictest States in Felon Voting Rights
With the presidential election only months away, things continue to heat up in the race to the White House. However, a new study finds there are millions of Americans who won't be allowed to vote.
A new report estimates that nearly 6 million Americans will not be voting because they've been convicted of a felony. That translates into 2.5 percent of the U.S. voting age population.
The Sentencing Project , a D.C. advocacy group that pushes for voter restoration, conducted the report by breaking down the disenfranchisement numbers state by state for the year 2010.

It is an absolute fact that no matter which of the two major parties in Washington, D.C., is in power, the freedoms and liberties of the American people continue to be eroded. However, this does NOT mean that there are not basic differences between the two parties. The two parties differ greatly on HOW government will take our liberties. Where they are similar is in the fact that neither of them has any interest in preserving liberty. Until the American people awaken to this reality, whatever freedoms we have left in this country are doomed.

U.S. Olympic Diving Team Gears Up For London
With less than two weeks until the opening ceremonies of the 2012 Olympic Games in London, the USA Diving Team is gearing up with a four-day training session at the Montgomery County Recreation Center in Rockville.
The 11-member team will depart Sunday evening for the U.K. after its final practice.
The U.S. has not won a diving medal since the Sydney Games in 2000, but four-time Olympian Troy Dumais is optimistic that could change with this group.

But after the rubble was cleared and the dead buried, what the quake laid bare was the depth of Haiti's dysfunction. Today, the fruits of an ambitious, $1.8 billion U.S. reconstruction promise are hard to find. Immediate, basic needs for bottled water, temporary shelter and medicine were the obvious priorities. But projects fundamental to Haiti's transformation out of poverty, such as permanent housing and electric plants in the heavily hit capital of Port-au-Prince have not taken off.

Eastern Shore Tornado Downs Trees, Damages Homes
No one was injured when a tornado touched down in Accomack County on Saturday afternoon.
The twister was sighted near Custis Neck Road and Drummondtown Road on the Eastern Shore, east of Onley, according to a National Weather Service news release.
Sgt. Michelle Anaya, a spokeswoman for the Virginia State Police, said the tornado touched down in Locustville at 1:02 p.m.

Martin O'Malley, Democratic Governors Chair, Ties Health Care Reform To Job Creation
WILLIAMSBURG, Va. -- The head of the Democratic Governors Association, Martin O'Malley, said that while tackling economic issues is at the top of the list for Democratic gubernatorial candidates around the country, implementing the Affordable Care Act is also high on the list because it connects to job creation.
At the National Governors Association gathering here on Saturday, O'Malley, governor of Maryland, said that he sees health care reform and job creation going hand-in-hand as health care reform frees up state funds for other purposes. He made the comments after a health committee meeting that centered on controlling the cost of Medicaid.
"As Democrats, we should do a better job of saying that in order to be competitive, we need to stop wasting money on rising, out-of-control costs," O'Malley said.

California Pain Doctor Duped by Dog X-ray in Sting
Investigators say a Southern California doctor saw enough from an X-ray to prescribe pain killers to an undercover cop but missed the tail showing it was an image of a dog.
Police and Los Angeles County deputies on Thursday raided the Glendora urgent care clinic of 69-year-old Dr. Rolando Lodevico Atiga after a two-month investigation that included three undercover deputies posing as patients.
One of the undercover deputies showed Atiga an X-ray to prove she needed pain killers. The scan of her German shepherd clearly shows the dog's tail.
GUN SHOP VETO DRAWS LEGAL FIGHT
The latest location where the Second Amendment Foundation has taken its fight against unconstitutional limits on gun ownership is Alameda County, Calif., which changed the rules as three businessmen were trying to open a gun shop.
The Second Amendment Foundation was integral in the landmark McDonald v. Chicago Supreme Court case which determined that the Second Amendment provisions that individuals can have and own weapons applies to states.
That ruling followed a key decision in Washington, D.C., that earlier said the Second Amendment applied to individuals, not just militias.

Philadelphia Mayor Michael Nutter drew sharp criticism after attempting to ban community organizations from feeding the hungry and homeless in city parks in March. One charitable group even offered to pay the fines of all those who violated the measure.
While Nutter claimed the ban would “protect the dignity of the homeless, cleanliness of the parks, and eliminate food health concerns,” Reverend Brian Jenkins of Chosen 300 Ministries commented: “These regulations are clearly designated not with the intent of protecting the health and dignity of the homeless, but are designed to tuck the homeless in a corner and pretend that the problem does not exist in our city.”
NEW TROOPERS GRADUATE FROM STATE POLICE ACADEMY
(SYKESVILLE, MD) – Lt. Governor Anthony Brown today joined Colonel Marcus L. Brown to congratulate the more than 80 new troopers who graduated from the Maryland State Police Training Academy and are ready to assume their new roles as state troopers.
After six months of intense academic and physical training in a residential police academy, the members of the 138th Maryland State Police Trooper Candidate Class graduated this morning during exercises held at Century High School in Sykesville, Md. There were 82 graduates in the class, including 16 military veterans and 16 who had a close relative who was or is a law enforcement officer. Twenty-four members of the class are enrolled in a concurrent degree program with Frederick Community College and will receive their associate of arts degree in criminal justice after completing a few additional courses.
“Our state and local law enforcement agencies are some of the finest in the country and have had a tremendous impact on reducing crime throughout Maryland to the lowest recorded levels since 1975,” said Lt. Governor Anthony G. Brown. “This new class of troopers is the largest in our state’s history, and I know they will work hard to protect our communities and continue to make Maryland a wonderful place to live and raise a family. While Governor O’Malley and I have supported public safety initiatives such as the Maryland FiRST interoperable communication system, cross border crime information exchange programs, fugitive task forces, and the deployment of new State Police helicopters, today’s graduation represents the most significant investment of all: the men and women who wear our State Police uniform.”
“Your mission is to help and protect people,” Maryland State Police Superintendent Colonel Marcus L. The members of Class 138 set amazing standards for charity involvement and support during their six months of training. They raised more than $25,000 to support Special Olympics Maryland. They participated in the Maryland State Police Polar Bear Plunge for Special Olympics and ran in the Maryland Law Enforcement Torch Run to raise awareness for Special Olympics.
The oldest member of the class will be 43 next month and joined the State Police after retiring from a career in the military. The youngest member of the class turned 21 yesterday.
This trooper candidate class was the first police academy class in the state to receive specialized training in autism, including how to recognize the signs and how to appropriately respond to someone with autism. Their legal training encompassed instruction that ranged from constitutional law to what the new laws regarding scooters in Maryland are that take effect October 1.

After six months of intense academic and physical training in a residential police academy, the members of the 138th Maryland State Police Trooper Candidate Class graduated this morning during exercises held at Century High School in Sykesville, Md. There were 82 graduates in the class, including 16 military veterans and 16 who had a close relative who was or is a law enforcement officer. Twenty-four members of the class are enrolled in a concurrent degree program with Frederick Community College and will receive their associate of arts degree in criminal justice after completing a few additional courses.
“Our state and local law enforcement agencies are some of the finest in the country and have had a tremendous impact on reducing crime throughout Maryland to the lowest recorded levels since 1975,” said Lt. Governor Anthony G. Brown. “This new class of troopers is the largest in our state’s history, and I know they will work hard to protect our communities and continue to make Maryland a wonderful place to live and raise a family. While Governor O’Malley and I have supported public safety initiatives such as the Maryland FiRST interoperable communication system, cross border crime information exchange programs, fugitive task forces, and the deployment of new State Police helicopters, today’s graduation represents the most significant investment of all: the men and women who wear our State Police uniform.”
“Your mission is to help and protect people,” Maryland State Police Superintendent Colonel Marcus L. Brown told the new troopers. “You are to be involved in ‘purposed policing,’ meaning everything you do as a trooper must be for a reason. Our ultimate goal is to impact the areas where crime is highest, where traffic issues are worst, and where help is needed most. You are to protect our citizens, prevent criminal acts and traffic crashes, and provide the highest quality of law enforcement services available anywhere.”
The members of Class 138 set amazing standards for charity involvement and support during their six months of training. They raised more than $25,000 to support Special Olympics Maryland. They participated in the Maryland State Police Polar Bear Plunge for Special Olympics and ran in the Maryland Law Enforcement Torch Run to raise awareness for Special Olympics.
The oldest member of the class will be 43 next month and joined the State Police after retiring from a career in the military. The youngest member of the class turned 21 yesterday.
This trooper candidate class was the first police academy class in the state to receive specialized training in autism, including how to recognize the signs and how to appropriately respond to someone with autism. Their legal training encompassed instruction that ranged from constitutional law to what the new laws regarding scooters in Maryland are that take effect October 1.

SUSPECT IN CUSTODY IN CARROLL CO. SHOOTING THAT KILLED ONE AND WOUNDED ANOTHER
(ELDERSBURG, MD) – A suspect has been arrested in connection with a Carroll County shooting early this morning that left one man dead and another injured.
The suspect is identified as Jacob B. Bircher, 24, of the unit-block of Wimert Ave., Westminster, Md. He was arrested by Maryland State Police just after 7:00 a.m. today on a church parking lot on Rt. 140 at Rt. 97 in Westminster. He is being held on a temporary felony warrant charging him with first degree murder. Additional charges are pending after consultation with the Carroll County State’s Attorney’s Office.
The deceased victim is identified as David J. Garrett, 36, of the 2100-block of Carmae Rd., Sykesville, Md. He was pronounced dead at the scene. His body has been transported to the Office of the Chief Medical Examiner in Baltimore for an autopsy.
The injured victim is identified as Gary Hale, of the 3500-block of Granite Rd., Woodstock, Md. He was transported to the University of Maryland Shock Trauma Center where he is being treated for what is believed to be a non-life threatening gunshot wound.
Just after 12:00 a.m. today, Maryland State Police at the Westminster Barrack responded to a 911 call for a shooting at the Harvest Inn Restaurant and Bar, in the 2000-block of Liberty Road, Eldersburg. When troopers arrived, they found Garrett and Hale lying in the parking lot just outside the doors to the restaurant. Garrett was deceased and Hale was wounded.
The scene was secured and investigators from the Maryland State Police Homicide Unit and the Westminster Barrack Criminal Investigation Section responded to conduct interviews with the more than two dozen patrons who were in and around the restaurant at the time of the shooting. Maryland State Police crime scene technicians responded to process the scene.
The preliminary investigation indicates several people, including Garrett, Hale, and the suspect, Bircher, were standing outside on the parking lot talking when, for unknown reasons, Bircher began shooting at them. Witnesses said Bircher left the scene in a dark colored compact vehicle.
Troopers learned no one at the scene seemed to be familiar with Bircher prior to the shooting. It is unknown at this time what, if any, connection he had with the two victims.
Through interviews and evidence left at the scene, State Police investigators were able to identify the suspect as Jacob Bircher. Investigators from the Maryland State Police State Apprehension Team were called out and began a search for Bircher. They were eventually able to reach Bircher by phone. Troopers convinced him to give himself up, which he did on the church parking lot in Westminster. He was arrested without incident.
A gun has not been recovered by State Police. The investigation is continuing.
