Obama To Unveil Plan To Add Troops In Afghanistan
He is expected to make his case to the nation in a Tuesday night speech, even as the military completes plans to begin sending in reinforcements in the spring.
Eight years after the Sept. 11 attacks led the U.S. into Afghanistan, Obama said it is still in America's vital national interest to "dismantle and destroy" al-Qaida terrorists and extremist allies. "I intend to finish the job," he said.
Obama said he would announce after Thanksgiving his decision on additional troops, and military, congressional and other sources said the occasion would be a Tuesday night televised speech laying out his plans for expanding the Afghan conflict — and then ultimately ending America's military role.

New War Tax For Rich May Be Needed To Fund Afghan War

Higher-income Americans should be taxed to pay for more troops sent to Afghanistan and NATO should provide half of the new soldiers, said Carl Levin, chairman of the Senate Armed Services Committee.
An "additional income tax to the upper brackets, folks earning more than $200,000 or $250,000" a year, could fund more troops, Levin, a Michigan Democrat, said in an interview for Bloomberg Television's "Political Capital With Al Hunt," airing this weekend.

Incident: Possession of Crack Cocaine with the Intent to Distribute
Date of Incident: 21 November 2009
Location: 700 block of Olivia Street, Salisbury, MD
Suspect:
1. Andre M. Niskey, Jr., 23, Salisbury, MD
2. Keandra L. Hargis, 20, Salisbury, MD
Narrative: On 21 November 2009 at 1:29 AM, a deputy on patrol stopped two individuals, Andre Niskey Jr. and Keandra Hargis, walking on Olivia Street in Salisbury. Because of circumstances that that existed that seemed suspicious to the deputy, the deputy checked the area where the two individuals had been standing. Upon doing that, the deputy located a baggie containing 12 individually wrapped baggies of crack cocaine. Based on what the deputy found, it appeared that both individuals were involved in the distribution of the recovered crack cocaine.
Both Niskey and Hargis were arrested and transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, both subjects were detained in the Detention Center by the Commissioner in lieu of $5,000.00 bond.

Location: 1700 block of Wilson Lane, Salisbury, MD
Suspect: Russell Kendrick Griffith, 34, Salisbury, MD
Narrative: On 21 November 2009 at 10:29 PM, a deputy from the Wicomico County Sheriff’s Office attempted to stop a Cadillac later found to be operated by Russell Griffith of Salisbury for speeding on Jersey Road. Upon initiating the traffic stop, Griffith turned onto Bailey Lane in an apparent attempt to elude the deputy. Griffith then turned on to Wilson Lane and bailed out of his vehicle, continuing his attempts to elude the deputy by fleeing on foot. While pursuing Griffith on foot, the deputy lost sight of him behind a residence.
During his subsequent investigation the deputy managed to positively identify Griffith as the driver who fled on foot. The deputy obtained a warrant for the arrest of Griffith and located him the next day. Upon arrest Griffith stated that he fled from the deputy because he knew his license was suspended and he was scared of being caught while in that status.
Post arrest, Griffith was transported to Central Booking where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Griffith was detained in the Detention Center by the Commissioner in lieu of $3,000.00 bond.

Location: 700 block of Church St, Salisbury, MD
Suspect: Walt R. Schirling, 49, Seaford, DE
Narrative: On 19 November 2009 at 2:25 PM, a deputy was on Church Street in Salisbury, MD when the deputy recognized an individual that the deputy knew to be wanted on two outstanding arrest warrants. The deputy approached the individual, Walt Schirling, when Schirling ran behind a nearby house. The deputy pursued Schirling on foot down an alley between Barclay St and Charles St. and Schirling was apprehended when he tried to hide behind a parked car.
Schirling was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Schirling was held on $5,000.00 bond.
Additionally, Schirling was served with a Circuit Court Violation of Probation arrest warrant and a District Court Arrest warrant for Assault.

Location: 200 block of Main Street, Mardela Springs, MD
Suspect: Christopher L. Everage, 25, Mardela Springs, MD
Narrative: On 20 November 2009 at 4:33 PM, a deputy from the Wicomico County Sheriff’s Office saw an individual that he believed was wanted, exit a vehicle and enter a residence in the 200 block of Main Street in Mardela Springs. The deputy was able to run a query on the vehicle and the registered owner utilizing his in car mobile data terminal which confirmed that the subject, Christopher L. Everage was in fact wanted on an outstanding arrest warrant for Distribution of CDS. The deputy confronted Everage when he exited the residence and placed him under arrest. Post arrest, the deputy discovered marijuana and Oxycodone in Everage’s possession.
Everage was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance on the on view charges and the outstanding arrest warrant, Everage was released on Personal Recognizance.

Narrative: On 20 November 2009 at 3:26 PM, a deputy from the Wicomico Count Sheriff’s Office began an investigation into the burglary of a residence undergoing renovation in the 1000 block of Kenosha Avenue in Salisbury. During the investigation, the deputy located items inside the residence with the name of “Tasia Jones” on them. The deputy located Jones the following day in Salisbury and when confronted about the incident, Jones admitted to the deputy that she had entered the residence unlawfully.
Jones was arrested and transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Jones was released on Personal Recognizance.

Suspect: Kevin R. Wallace, 24, Landover, MD
Narrative: On 22 November 2009 at 1:30 AM, a deputy from the Wicomico County Sheriff’s Office observed a large crowd in the parking lot of the Wawa convenience store located in the 600 block of S. Salisbury Blvd. The deputy pulled into the parking lot and attempted to address an individual who was standing in the parking lot with an open container of beer. During the encounter, a third subject, Kevin Wallace, approached the deputy using belligerent and profane language towards the deputy. The deputy advised Wallace to leave the area. Wallace came back twice continuing his belligerence towards the deputy. At one point Wallace was standing in the entrance to Wawa, blocking entrance and egress for other patrons, while Wallace yelled at the deputy.
The deputy placed Wallace under arrest and transported him to the Central Booking Unit where he was processed. After an initial appearance, Wallace was detained by the Commissioner in the Detention Center by the Commissioner in lieu of $10,000.00 bond.

Suspect: Carlos O. Walton, 25, Exmore, VA
Narrative: On 24 November 2009 at 12:46 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Carlos Walton of Exmore, VA, on Ebenezer Drive in Salisbury. The deputy stopped Walton’s vehicle for displaying a tag belonging to another vehicle. Upon stopping Walton, the deputy initiated a search of the vehicle and located a 9mm handgun in the trunk of the vehicle. Corresponding 9mm ammunition was then located in the passenger compartment of the vehicle. During questioning, Walton admitted that he knowingly drove from Exmore, VA to Salisbury with the handgun in the vehicle.
The deputy placed Walton under arrest for the illegal possession of the handgun and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Walton was detained by the Commissioner in the Detention Center in lieu of $5,000.00 bond.

Suspect: Matthew C. Loomis, 18, Salisbury, MD
Narrative: On 22 November 2009 at 4:50 AM, a deputy from the Wicomico County Sheriff’s Office responded to a reported burglary call in the 100 block of May Drive in Salisbury, MD. Upon arrival the deputy discovered that the homeowner was awaked by Matthew Loomis attempting to enter his residence. The homeowner stated that Loomis came to the front door and began knocking and ringing the doorbell. When the homeowner did not open the door, Loomis went to the rear door and began turning the knob in an attempt to open the door.
During the deputy’s encounter with Loomis who was still on the property upon arrival, the deputy observed that Loomis was visibly under the influence of alcohol. The deputy placed Loomis under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial encounter, Loomis was detained by the Commissioner in lieu of $10,000.00 bond.

Circling Sharks Smell American Blood
Beijing is worried about owning so much American debt. Tokyo is tiring of an American military base in Okinawa, and wants to redefine its relationship with us. Seoul is starting to doubt American commitment to keep it safe from North Korea.
Why all the sudden pushback to our charismatic president?
Our dollar is crashing, while the price of gold is soaring. The budget deficit has never been worse — and the president wants to float even more debt for healthcare and energy initiatives.
By the end of this presidential term, we may add another $9 trillion to our already astronomical $11 trillion debt. Unemployment has already topped 10 percent. This quarter's trade deficit reached a near-historic high. Our debtors and oil exporters talk of scrapping the dollar as the common international currency.
American hesitation abroad reflects the shaky economic news. In Afghanistan, we can't decide whether to seek victory or admit defeat — or simply vote present by keeping the status quo. President Obama reached out to enemies like Mahmoud Ahmadinejad of Iran and Hugo Chavez of Venezuela. But so far they remain unimpressed, despite his apologizing for an assortment of supposed past American sins.
The Chinese don't listen all that much anymore to our sermons on their human-rights, coal-burning and free-trade abuses — not when they hold $1.5 trillion in U.S. assets. The president took a lot of flak for bowing to Saudi royals and the Japanese emperor. But why wouldn't he show deference — given America's huge dependence on foreign oil and Japanese imports?

The James M. Bennett High School Band will perform at the Fruitland Tree Lighting Ceremony outside the Fruitland City Hall, 6:30 p.m. Various groups, including the JMB Band, will perform. The evening will close with a visit from Santa on a Fruitland Fire Truck.

HOLIDAY DRIVING - NO TIME FOR TURKEYS

(Pikesville, MD) – While the YouTube video of a turkey actually driving a car has yet to be found, the practice of calling discourteous or unsafe drivers ‘turkeys’ is often employed by frustrated drivers traveling for the holidays, especially if the kids and/or grandmother are in the car. Maryland State Police are hoping the talk of turkeys this week remains aimed at either the guest of honor at Thursday’s table, or the actions of football players as described by armchair quarterbacks.
To help keep Maryland roads safe, State Police Superintendent Colonel Terrence B. Sheridan has directed patrol troopers across the state to focus their efforts on traffic enforcement aimed at drivers endangering the safety of others. “Our road patrol priorities this week and through the New Year will be initiatives focusing on aggressive drivers, drunk drivers, those driving above the speed limit, and those committing other violations that endanger our citizens and those visiting Maryland during the holidays,” Colonel Sheridan said. “The potential for traffic fatalities and injuries is higher during the coming weeks due to increased automobile travel and an increase in the consumption of alcoholic beverages. We will do all we can to diminish that potential and keep our highways safe.”
State Police Field Operations Bureau Chief Lt. Colonel G. Rob Turano has ordered commanders at all 22 barracks to employ high visibility patrols, especially for speed enforcement on Maryland interstates. Special teams of troopers will also be saturating areas known to have a high frequency of DUI arrests or drunken driving related crashes.
When not handling calls for service, all patrol troopers will be involved in traffic enforcement efforts. They will be supplemented by additional troopers working on overtime speed and DUI enforcement details. Overtime will be funded through special federal and state speed/aggressive driver enforcement and DUI enforcement grants.
Troopers are also asking for the public’s help in locating drunk drivers. If a possible drunk driver is observed, motorists are asked to call 911 when safe to do so.
Shoppers should also expect to see more troopers making regular patrol checks around shopping centers. Troopers will be working with local law enforcement agencies in combined patrols at shopping centers and malls across Maryland.
Troopers hope those drivers who might be identified as “turkeys” change their unsafe driving behavior. And, of course, if an actually turkey is found driving a car, troopers will make the apprehension and turn the bird over to animal control. Dash-cam footage will be immediately forwarded to YouTube.

Salisbury’s undefeated middleweight, Fernando “El’ Guerrero 16-0 , 13 KO, looks to go after his 17th victory. Fernando is scheduled fight on December 18th at the Grand Casino in Hinkley Minn. and will face a tough Jessie “The Beast” Nicklow 19-1-2 7 KO of Baltimore Md. The two have faced each other a number of times in their amateur career. The event will be televised nationally on ShoBox.

Offices Closed as Part of the State’s Furlough and Temporary Salary Reduction Plan
ANNAPOLIS, MD (November 24, 2009) - As part of the State's Furlough and Temporary Salary Reduction Plan, most State government offices will be closed on Wednesday, November 25. The service reduction day will close state office buildings through Thanksgiving weekend for additional savings. State office buildings are also closed on November 26 and November 27.
Please note that the Maryland Department of Transportation offices will be open and operating on a normal schedule on Wednesday, November 25.

Got these photos today while sitting at the courthouse. The fire vehicle was running and two people were inside with the headlights on.
The vehicle was parked in a no parking, loading only zone, which is the sign right beside the car. Also, the curb is painted yellow. The tag on the vehicle was LG85125. There was a gentleman in a white shirt with gold badge driving, talking to a gentleman in a blue suit (seen exiting in one photo). Now, the interesting thing about this is that during the time they were sitting there, a Staples truck arrived,
and the fire vehicle refused to move, causing the Staples truck to park in the handicapped parking spot (as seen in the photo) to unload it's packages for delivery. Also, several citizens walked by and the look of disgust was clearly on their face.
Don't miss the special meeting tonight at 6:00 PM to meet the applicants for the new Fire Chief position in the Flanders Room at the Civic Center at 6:00 PM. Some Firefighters are claiming they kept the names secret this long so no one could investigate these individuals, as they have done in the past for many years. Firefighters are NOT happy.
GlaxoSmithKline Recalls H1N1 Vaccine In Canada Over 'Life-Threatening' Allergy Risk

She says the affected batch contains 172,000 doses of the vaccine. She declined to say how many doses had been administered before the advice to stop using them was given.
White says GlaxoSmithKline wrote to Canadian healthcare professionals advising them to stop using the batch on Nov. 18. She says a total of 7.5 million doses of the vaccine have been distributed in Canada.
Webster, Like It Or Not Ireton Restructures Salisbury Police Department
The Salisbury Police Department is putting Officers back on the streets to get to know their citizens, just like the old days. Why, because it works and everything Webster has delivered over the past 12 years has proven to fail.
While Mayor Ireton set the bar last night on class, he never once stated he has demanded an immediate change and things will be done his way, or else. That was my impression considering all of the promises he made during his campaign.
Sub Stations will be found in two key areas of the City and while we all looked at last nights performance with heavy interest, the only one who gave up any solutions was Mayor Ireton. Citizens have been screaming for years to get Officers back on foot patrol and the Mayor delivered.
I sat back watching the entire show thinking to myself, could Comegys and Chiefy look dumber than Dumb and Dumber? Bubba with his Bubba Math challenging a true Engineer with Degrees, while Bubba received a title with the SHA and to his own admission stated, "I don't do percentages." Remember when he screwed up the "double digit tax increase" and said that.
He and old Chiefy thought they had it all together by challenging Mark McIver and myself but what they really said was, WE WATCH THE JOE ALBERO SHOW and rather than being PROACTIVE they became REACTIVE. For what it's worth Chiefy, that's a pretty scary position to take as a Police Chief but thanks for showing just how ignorant you truly are.
You see Folks, the stats work as follows. If you were to use RAW numbers alone, (NOT PER CAPITA) there are 741 Cities across America similar in size to Salisbury. Factually, however, the FBI placed Salisbury in the 25,000 to 50,000 category. Salisbury actually has around 27,000, so we're at the low end of those numbers, (just to be fair).
OK, of the 741 Cities across America, Salisbury is the 6th Most Violent/Dangerous City in America in 2008. No one EVER said Salisbury was the 2nd most dangerous City in America for MURDER Chiefy! When you break down the numbers per capita out of the 741 Cities, Salisbury is ranked #2. Now, that being said, if you were to look at rape, (for example) we might have rape numbers 4 times that of other Cities similar to our size, yet we're not pouncing on old Chiefy for those kind of numbers, nor any others for that matter. We're simply delivering FACTUAL numbers and Chiefy knows it.
His performance last night with murders was absolutely stupid, or should I say, reactive. Nevertheless, let's turn this around one more time old Chiefy. Even though your statistic figures were overly dramatic, even though younger Students from SU spanked you last night by stating even 4 is 4 too many, try this one out for size Folks....... Of the FOUR murders in Salisbury compared to 741 other Cities our size, HOW MANY MURDERS IN SALISBURY WERE ACTUALLY SOLVED?
For what it's worth Folks, I'd like to deliver articles like this one with endings that are good for the community. That being said, I don't believe any one of the four murders in Salisbury was actually solved. Many have asked me to finish articles like this one with a solution. There's only ONE solution I can come up with and it's the removal of the Police Chief. How that man could stand up there and knowingly deliver false numbers and then stand there knowing the SPD has not solved any of their murders, well, Folks, that's quite scary if you ask me.
Mayor Ireton has said from day one, I want more Officers on foot patrol. I want more Officers involved with the community. I want more Officer is Sub Stations. Last night Chiefy clearly stated he was going to deliver EVERYTHING Mayor Ireton wanted because he knows his job is clearly on the line. I don't want to hear any more crap that his Officers are on the streets working hard every day, we already know that. To get defensive as if Salisbury News or Joe Albero is attacking the Officers, he's clearly mistaken. It's the lazy A$$es on the third floor pushing Officers to their absolute limit that disgusts me. 3 Officers recently quit the SPD and many other veterans on the Force also left because of all the BS they have to deal with by incompetent leaders.
Oh, let me also make mention of Webster's desire to add a K-9 to the Force. VERY STUPID! I happen to know that he's starting with one but plans on adding more and more because Webster feels the Sheriff's Department is entirely too slow to arrive on the scene with their K-9 Units. BS! Nevertheless, do any of you realize just how overworked this Police Officer and K-9 Dog will be pushed! One Dog, one Officer, 24 hours in a day and seven days in a week. You talk about overtime!!!!! Webster continues to DIVIDE Law Enforcement and anyone who knows what's going on out there cannot disagree with me.

"Precious" Hits The Screen With Heartbreak, Hope - A Must-See Film

Precious, which opened Friday in New York, Los Angeles, Chicago, and Atlanta, is based on the novel Push by Sapphire and executive-produced by Oprah Winfrey and Tyler Perry, who came on board after its screening at Sundance. The film is set in late 80s Harlem, where 16-year-old Claireece Precious Jones (Gabourey "Gabby" Sidibe) is facing more hardships than it seems one person should ever endure. Her mother Mary (Mo'Nique) physically and emotionally abuses her and she's pregnant by her drug addict father for the second time. She's illiterate and mostly quiet (at first), but has an elaborate inner life the film portrays in fantasy sequences. When Precious is threatened with expulsion because she's pregnant she's offered the chance to transfer to an alternative school. Her new teacher, Blu Rain (Paula Patton), and Mrs. Weiss (Mariah Carey), a social worker, help Precious begin to deal with the abuse she's suffering.
While a less elegantly done movie could have fallen into several syrupy clichés about underprivileged kids learning to love themselves with the help of an attentive mentor, critics say the film avoids these pitfalls. The story is inspirational and (as Latoya writes) surprisingly hopeful, but it doesn't gloss over the ugliness of Precious' life and she doesn't overcome a lifetime of abuse in two hours.
Critics mention all the main leads as Oscar contenders, particularly Sidibe and Mo'Nique. Happily, most of the reviews focus on Sidibe's incredible performance rather than her size, with the notable exception of David Edelstein's New York Magazine review, which some found infuriating. A few critics question why all of the positive protagonists are portrayed by light-skinned actors and Slate's review calls the depiction of Precious' reality "poverty porn".

The investigation revealed that individuals arrested in this incident were conspiring with the remaining suspect, Mr. Russell A. Griffin, III, 32, of 18000 Block of Butler Avenue, Lincoln. Mr. Griffin alleged that the 34-year old victim in this incident was responsible for sexually assaulting his girlfriend.
As a result of this allegation, Mr. Griffin contacted the above named defendants and developed a plan to have Ms. Alevato, 30, of the 500 Block of NE 5th Street, Milford, lure the victim from his home while the remaining male defendants would grab the victim and bring him to Mr. Griffin’s location.
Ms. Alevato contacted the victim and he agreed to meet with her at his home. Ms. Alevato traveled to the residence and allowed the remaining defendants to follow her to the residence and subsequently hide on the property. The victim exited the residence intending to speak with Ms. Alevato at which time he observed two white males approaching with baseball bats. The victim fled back into the residence.
One of the defendants then kicked in a side door, prompting the victim to flee out of the rear of the residence at which time he was confronted by the four male defendants. An unknown roommate also fled the residence on foot and contacted 911 and an off-duty police officer who resides in the area.
Fearing for his safety the victim complied with the demands of the defendants. The victim was bound and as they started to escort the victim to a parked vehicle in the vicinity of the residence the defendants were confronted by and ordered to the ground by an off-duty police officer. Three of the defendants complied and one fled on foot. The individual that fled on foot later identified as Mr. Dennis Foskey, Jr., 26, of the 200 Block of Commerce Street, Harrington, was later observed attempting to depart in the vehicle that was parked near the location of the incident. Mr. Foskey, Jr., was taken into custody by an assisting police agency without incident.
All five defendants were transported to Delaware State Police Troop 3 where they were formally charged with the following crimes:
Kidnapping 1st Degree (Felony)
Possession of Deadly Weapon During Commission of a Felony (Felony)
Conspiracy 2nd Degree (Felony)
Criminal Trespass (Misdemeanor)
Mr. Foskey, Jr., Mr. Siko, Mr. Kopp, and Ms. Alevato were all issued a $41,250.00 secure bond. The juvenile involved in the incident was issued a $10,750 unsecure bond. The adults were remanded to James T. Vaughn Correctional Center, Smyrna. Ms. Alevato was transported to the Women’s Correctional Center.

SALISBURY'S SEWAGE PLANT LAWSUIT MAY BE DECIDED IN A BALTIMORE COURTROOM

Salisbury is being represented by the same lawyers who negotiated the City's contract with O'brien & Gere and handled the dealings with the engineers, the City attorney and the law firm in Richmond, Virginia that is the City's special counsel for environmental matters.
As recently reported on this blog, the case is no longer in the Circuit Court in Salisbury. O'brien & Gere's attorneys have had it taken to the federal district court in Baltimore. That will avoid the "home field advantage" that the City would have had if the case were tried before a local jury in the Wicomico County Courthouse. In the federal court, the jurors come from a number of counties, so it is unlikely that more than one would be from here. It also puts the case in a court that has more experience with complex and technical cases and shifts the burden and cost of the litigation in favor of O'brien & Gere.
The City can anticipate a strong defense that will use every possible factor and error by the City to the advantage of the engineers. One aspect that may result in an early negotiated settlement is a provision in the contract that limits liability of O'brien & Gere to just $1 Million. The City is already arguing that this limit should be thrown out, but the engineers will surely take the opposite position. A ruling on that point, if the limit is upheld, could cause the City to settle for just a small fraction of the amount needed to make the sewage plant work properly.
If the case does continue to trial, the City's legal and other expenses will be huge and probably well in excess of $100,000.
In case you're wondering: federal law allows certain lawsuits against a non-resident to be removed from a state court to the federal courts if the claim is for more than $75,000 -- see the discussion of "diversity jurisdiction" on the wikipedia.org. website. The parties to a contract can waive the right to remove a case to the federal courts, so that it must be held in the state courts. Apparently the City's contract with O'brien & Gere does not contain such a provision.

Mexican Drug Smugglers Taking Advantage of New Program That Speeds Truckers Across The Border
Most trucks enrolled in the program pause at the border for just 20 seconds before entering the United States. And nine out of 10 of them do so without anyone looking at their cargo.
But among the small fraction of trucks that are inspected, authorities have found multiple loads of contraband, including nearly 13 tons of marijuana seized in a three-week period last spring.
The program works like this: Participating companies agree to adopt certain security measures in exchange for fast entry into the U.S. They are required to put their employees through background checks, fence in their facilities and track their trucks.
They also must work with subcontractors who also have been certified under the program, which is run by the U.S. Customs and Border Protection agency.
The government keeps the list of participants secret, citing national security and trade secrets. But some of the 9,500 companies who are part of the system advertise their membership to drum up business, making them targets for smugglers, who can then threaten drivers or offer them bribes.
Stephen Flynn, senior fellow for Counterterrorism and National Security Studies at the Council on Foreign Relations, said truckers do not feel safe rejecting bribes, no matter what agreements their companies have made with the U.S. government.
"The basic vulnerability for a truck driver remains the 'plata-or-plomo' dilemma," Flynn said, using Spanish shorthand for taking a bribe or a bullet.

Obama's Nice Guy Act Gets Him Nowhere On The World Stage
There were only a few hours left before Air Force One was scheduled to depart for the flight home. US President Barack Obama trip through Asia had already seen him travel 24,000 kilometers, sit through a dozen state banquets, climb the Great Wall of China and shake hands with Korean children. It was high time to take stock of the trip.
Barack Obama looked tired on Thursday, as he stood in the Blue House in Seoul, the official residence of the South Korean president. He also seemed irritable and even slightly forlorn. The CNN cameras had already been set up. But then Obama decided not to play along, and not to answer the question he had already been asked several times on his trip: what did he plan to take home with him? Instead, he simply said "thank you, guys," and disappeared. David Axelrod, senior advisor to the president, fielded the journalists' questions in the hallway of the Blue House instead, telling them that the public's expectations had been "too high."
The mood in Obama's foreign policy team is tense following an extended Asia trip that produced no palpable results. The "first Pacific president," as Obama called himself, came as a friend and returned as a stranger. The Asians smiled but made no concessions.

Global Warming Meltdown: Climategate!
The hoax has its roots in the Intergovernmental Panel on Climate Change (IPCC), an instrument of the United Nations Environmental Program, for whom global warming was the open sesame to achieving a one-world-government by scaring nations into signing a treaty that would control their use of energy, the means of producing it, and require vast billions to be sent to less developed nations in exchange for "emitting" greenhouse gases.

For years the IPCC has been controlled by a handful of the worst liars in the world, utterly devoted to taking actual climate data and twisting it to confirm the assertion that the Earth was not only warming dramatically, but that humanity was in peril of rising oceans, melting glaciers and polar ice caps, more hurricanes, the die-off of countless animal species, and every other calamity that could possibly be attributed to "global warming", including acne.
So, around November 20, when some enterprising individual hacked into the computers of the University of East Anglia's Climate Research Unit (CRU), making off with thousands of emails and documents that demonstrate the level of collusion and deception being practiced by its scientists.
It's a climate hoax expose that some are calling the revelations a "little blue dress" while others are comparing it to the Pentagon Papers. It has also been dubbed "climategate."
As James Delingpole wrote in the Telegraph, one of England's leading newspapers, "Conspiracy, collusion in exaggerating warming data, possibly illegal destruction of embarrassing information, organized resistance to disclosure, manipulation of data, private admissions of flaws in their public claims and much more" was revealed in the 61 megabites of confidential files released on the Internet for anyone to read.

Thank you for sharing your thoughts about the American Clean Energy Jobs and American Power Act (S. 1733). I understand your concerns about the impact such legislation will have on Americans. At the same time, I believe that global warming is real and needs to be addressed. The good news is that S. 1733 can be a cost effective way to address this threat and help us develop a clean and sustainable economy.
Senators John Kerry (D-MA) and Barbara Boxer (D-CA) introduced S. 1733 on September 30, 2009. In addition to addressing greenhouse gases and energy use, legislators worked hard to address many of the concerns that you raised, including costs to consumers. The bill includes provisions to provide reimbursements to households, particularly low-income ones, to offset any higher energy costs. As a result, the Congressional Budget Office estimates that the legislation will cost each household less than 50 cents per day in 2020. On October 27, the Consumers Union, AARP, the National Consumer Law Center and Public Citizen all wrote to Chairman Boxer saying, "S.1733 includes several significant consumer protection provisions advocated by our organizations."
Chairman Boxer went through great efforts to make the legislative process of this bill as open and as transparent as possible. She held numerous hearings and heard from dozens of witnesses. In addition to working with all members of the committee for months to incorporate their concerns into the bill, she made the legislation available to all senators 10 days before the start of the legislative mark up.
I believe that this bill will help America rebuild its economy by providing incentives for businesses to invest, create new, good paying jobs, and save Americans billions of dollars in the long run. Investments in clean energy will generate approximately 3 times as many jobs as the equivalent amount spent on carbon-based fuel.
A recent report released by the Union of Concerned Scientists found that if emissions are reduced by 56 percent by 2030, the resulting savings on energy bills would produce net annual savings for households, vehicle owners, businesses, and industries of $255 billion. The Political Economy Research Institute estimates that the passage of a climate and energy bill would produce 1.7 million new jobs - 26,605 in Maryland alone. These jobs will be permanent, good paying, and will help rebuild our manufacturing sector.
Many of America's leading companies support this move to a new energy economy. The United States Climate Action Partnership is an alliance of major businesses that have come together in support of strong national legislation to require significant reductions of greenhouse gas emissions. This partnership includes major companies such as General Electric, Ford Motor Company, Shell, John Deere, DuPont, and PepsiCo.
If left unchecked, the impacts of global warming - increased hurricane damage, real estate losses, and energy and water expenses - could cost our economy an estimated $1.9 trillion annually by the end of the century. The stakes are particularly high for Maryland, where scientists predict that warming will cause sea level to rise by as many as three feet before the century's end. Warmer seas will produce more severe tropical storms and hurricanes-causing damage to towns along the Chesapeake Bay and more floods throughout the state.
A central element of S. 1733 is a cap and trade program to control harmful carbon dioxide emissions and lower costs of the overall bill. Unlike a carbon tax, the cap and trade model provides businesses and corporations with the most flexibility, enabling market-driven forces to minimize overall costs and achieve maximum efficiency in reducing emissions. This model has been successful in curbing other pollutants in the past.
The Environmental Protection Agency under President George W. Bush estimated the benefit-to-cost ratio of the sulfur dioxide cap-and-trade program at 40-1. Praised by businesses and environmental groups alike, cap-and-trade programs offer a pragmatic approach that meets both our economic and environmental goals.

New Castle Man Charged With 4th Offense DUI & Indecent Exposure In Lewes

Suspect(s): Mr. Francis A. Ashley, 53, of Valley Forge, New Castle, DE
Resume:
On Monday, November 23rd, 2009, the Delaware State Police dispatch center received a 911 call from a concerned motorist reference to a possible intoxicated subject traveling on SR 9 near Dairy Farm Road. The motorist observed the driver of a pick-up truck, later identified as Mr. Francis A. Ashley, 53, with a listed address of Valley Forge, New Castle, operating his motor vehicle in an unsafe manner prompting the call to 911.
The caller then observed Mr. Ashley pull to the shoulder of the roadway and exit his vehicle. The caller also pulled to the shoulder at a safe distance from the suspect's vehicle. Upon exiting the vehicle, Mr. Ashley proceeded to expose his genitals and urinate into the roadway. Mr. Ashley then returned to his vehicle at which time a Delaware State Police Troop 7 patrol unit arrived. The patrol Trooper contacted the caller and obtained the information pertaining to the incident. The Trooper then contacted Mr. Ashley seated in his vehicle.
The Trooper observed several contributing factors indicating that Mr. Ashley was under the influence of alcohol. Mr. Ashley would not cooperate with field sobriety tests at which time he was taken into custody and transported to Beebe Medical Center.
A computer check was conducted by the patrol Trooper which revealed that Mr. Ashley had three previous convictions. While at the hospital, Mr. Ashley became increasingly more disorderly with the Trooper and hospital staff.
Mr. Ashley was then transported to Delaware State Police Troop 7 where he was formally charged with the following charges:

Indecent Exposure (Misdemeanor)
Disorderly Conduct (Misdemeanor)
Failure to have Insurance in Possession (Traffic Charge)

CITY TO HOLD GROUNDBREAKING CEREMONY
This project is the first step towards reducing flooding on the Fitzwater Street Corridor by upgrading the existing storm drain inlet at the corner of Fitzwater Street and Delaware Avenue. The new storm drain inlet will be connected into the existing drainage system with a 12-inch pipe and include a filter system to prevent floatable debris from entering the Wicomico River.
This project is funded by a $38,000 grant from the Maryland Department of the Environment, using American Recovery and Reinvestment Act of 2009 money. The project will begin in early December and is expected to take less than two months to complete.
“When I was first elected to office, a foremost item of concern was the flooding issue on Fitzwater Street, Lake and Germania Circle,” said Councilwoman Shanie Shields. “A study was done, and there are several other areas that have the same problem. This is a positive step in the right direction and hopefully some relief from flooding will be the end result. With the filter in place this will also help with the debris that enters the Wicomico River. I am quite pleased with this project.”
“I echo the sentiments of Councilwoman Shields,” said Mayor Ireton. “This area of our downtown, both commercial and residential, has been in need of relief for far too long. These American Recovery and Reinvestment Act monies will stimulate our local economy and create or save jobs. It will be a great day to break ground on the new Fitzwater Street Storm Drain Project.”

On 11-21-09 at 8:00 AM an officer of the Delmar Police Department was contacted by a resident whom resides in the 200 block of E. Walnut St., Delmar, MD. The resident advised that their vehicle had been stolen sometime after 11:30 PM on Friday night and before 7:40 AM on Saturday morning (11-21-09). The resident described the vehicle as a 2005 Honda Element, Dark Blue in color with Maryland Registration. The resident advised that an extra set of keys were located within the Honda. The Delmar Police officer subsequently recovered vehicle in the 100 block of E. Pine St., Delmar, MD, however, the keys were not located with the vehicle. The vehicle was processed for finger prints and released to owner. The investigation is continuing. On 11-21-09 at 1:00 PM, an officer of the Delmar Police Department responded to 207 E. Chestnut St., Delmar, MD in reference to a Burglary. Upon arrival the officer met with the home owner whom advised that sometime between 8:00 AM and 12:50 PM on 11-21-09, unknown persons entered his residence and removed several tools from within. The officer processed the residence for fingerprints. The investigation is continuing. Some doctors say that flu in the country has shown unprecedented symptoms, creating the effect of burnt lungs. “Over the last month, only a handful of news outlets have reported on the recent health crisis occurring in Ukraine, which has now infected.4 million people with the mysterious influenza and now three viruses have mutated into a plague,” reports Digital Journal.

He said the official count of seven H1N1 deaths is inaccurate, but patient rights laws prohibit him from giving specific numbers.
