Date of Incident: 5 May 2020
Location: 900 block of Scarlet Oak Drive, Salisbury, MD
Suspect: Tiair T. Bibbins, 18, Parksley, VA
Narrative: On 5 May 2020 at 8:34 AM, a deputy approached a vehicle during an investigation into illicit drug activity. Upon detecting the odor of raw marijuana emanating from within the car, the deputy instructed the driver, Tiair Bibbins, to step out. During a subsequent search of the vehicle, the deputy located a 9mm semi-automatic handgun under the driver’s seat.
The handgun was discovered to be loaded with a chambered round ready to fire.
Further search of the vehicle revealed crack cocaine in individually wrapped baggies and a digital scale. The amount of crack cocaine and the manner of packaging was indicative that it was intended for distribution.
Bibbins was placed under arrest and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Bibbins in the Detention Center without bond.
Charges:
- Handgun on Person
- Handgun in a Vehicle
- Possession of a Regulated Firearm by a Person Under 21
- Carrying a Firearm During a Drug Trafficking Crime
- Possession of Crack Cocaine with the Intent to Distribute

They failed to put on there about the governors orders like they did on all the rest of them... Shame on them for not putting more charges on this young man who is trying to make ends meet by this terrible virus
obviously he found out that jake days wife will buy drugs from anyone,even a high school kid, so he figured it was worth the drive to come all the way up here from virginia to try and make some big money selling drugs to the mayors wife.
It's a good thing he wasn't on a boat or on the beach! He'd be going away for life.

Northwest Woodsman: Another Maryland entrepreneur who was concentrating on his business and couldn’t find time to legally purchase a handgun and apply for a concealed permit in compliance with the law. I’m sure he claimed that the drugs and paraphernalia were not his and he didn’t know how they got into his vehicle. As an aside, my guess is that he didn’t have a valid license or ID, nor a properly registered and insured vehicle. Some of this is conjecture based upon my prior experience with businessmen of this type.
