Ive been trying to warn ya. The intentions of this Bill will: make average guns worthless, make shooting sports obsolete as training and teaching will become unlawful for the most part...scary deterrent for the average citizen, you cant lend /borrow a gun on a day afield hunting unless your in close contact the entire time. These Bills coming are to deter any and all gun sports, they're purposely making it to risky, to confusing and to expensive to even pass your heritage to your friends or family. Their not even waiting for "gun bill days" as in past sessions, only allowing 90 seconds to testify. They have no intentions to listen or govern with facts, they only desire to rule. In 2013 over 3000 people testified against those gun bills...it all fell on deaf ears...minds already made up, most all of it passed anyway.
Supreme court deafening slow, legislators ignoring all facts, constant conspiring to violate civil rights and the constitution, taxation without representation. Whats a citizen to do.

As far as I could tell, this bill was originally presented by Delegate Dereck Davis in 2016 as HB0692 [text]. It was withdrawn.
Delegate Davis brought it back as HB1448 in 2017 [text]. It died in committee.
Delegate Atterbeary resurrected it (as HB0786) with an added LGQL in 2019. [text]. It was cut back on third read [text] to essentially what it was in 2017. It never made it to/out of conference and time ran out.
2020
The 2020 version appears to be the same as what made it through to the end of the process last year. They are not waiting for "gun bill days".
This is a bill that would place a dealer/FFL in between parties of a private transaction involving "A SALE, A RENTAL, A FURNISHING, A GIFT, A LOAN, OR ANY OTHER DELIVERY,WITH OR WITHOUT CONSIDERATION" of a RIFLE or SHOTGUN for the purposes of conducting the transfer with a background check.
It does exclude immediate family members defined as: "A SPOUSE, A PARENT, A STEPPARENT, A GRANDPARENT, AN AUNT, AN UNCLE, A SIBLING, A STEPSIBLING, A CHILD, A STEPCHILD, A GRANDCHILD, A NIECE, OR A NEPHEW, AS RELATED BY BLOOD OR MARRIAGE."

Correct in your concerns
In Wicomico County, my nut job ex placed a restraining order on me after I found out she was fooling around.
In the Court parking lot; Because my opiate dependent Ex was crying to the Judge,
The Wicomico County Sherrifs office surrounded me ; swarming like bees around me .
Lewis Gestapo had a list of every gun I ever owned to include Handguns I used in Fort Meade Competition Shoots 37 years ago when I was assigned to that region.
Lewis Gestapo kept circling me demanding to know where all my guns were as they flashed papers to guns I registered since I was 18 over 44 years ago.
My attorney saw the Ruckus and stepped between the Distraught Gestapo demanding answers and told Lewis's Gestapo to back off.
The Government has knowledge of Citizens who own firearms and where you live.
In conclusion, with exception of two of my shotguns; a over and under 410, and a pump 410, I retrieved all my weapons back from Lewis's Gestapo, after the Judge saw through the lunatic behavior of the Ex Wife , who hired 6 local lawyers to go against me.
I say all this , because we live in perilous days where the Government agents want to confiscate your guns to Render you defenseless, and use Statutory Laws to try to undermine the United States Constitution.
