Incident: Driving Revoked / Attempt to Flee
Date of Incident: 10 November 2019
Location: Beaglin Park Drive, Salisbury, MD
Suspect: Nicholas D. Lopez, 21, Bivalve, MD
Narrative: On 10 November 2019 at 5:38 PM, a deputy attempted to strop a vehicle operated by Nicholas Lopez for erratic driving and crossing the center line. As Lopez pulled to a stop, he jumped from the vehicle and attempted to flee on foot. The deputy caught up with and quickly detained Lopez before he got too far.
The deputy discovered that Lopez’s privilege to drive a vehicle was both suspended and revoked and Lopez stated that he attempted to tun away because he feared going to jail.
The deputy transported Lopez to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Lopez on a $3,000 unsecured bond.

Stuart and Starns
Incident: Possession of Crack Cocaine
Date of Incident: 11 November 2019
Location: Rt. 50, Parsonsburg, MD

Suspects:  
  • Jeffery McKinley Stuart, 57, Pittsville, MD
  • Brittany Nicole Starns, 30, Salisbury, MD
Narrative: On 11 November 2019 a deputy stopped a vehicle driven by Jeffery Stuart after observing that Stuart did not have his headlights on in a mandatory headlight zone of Rt. 50. During the stop, a WCSO Drug K9 team arrived and scanned the vehicle for the presence of the odor of illegal drugs. Following a positive alert by the K9, the deputy began a search of the vehicle and recovered what was identified as crack cocaine. During a search of Stuart’s passenger, Brittany Starns, it was discovered that Starns had hidden a smoking device in her underwear.
The deputy placed both Stuart and Starns under arrest and transported them to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. Following an initial appearance, the District Court Commissioner released Starns on Personal Recognizance while releasing Stuart on an unsecured bond of $20,000.00.

Smith, Heather
Incident: Possession of Crack Cocaine
Date of Incident: 11 November 2019
Location: Old Ocean City Rd at Main Street, Pittsville, MD
Suspect: Heather A. Smith, 32, Pittsville, MD
Narrative: On 11 November 2019 a deputy stopped a vehicle on Old Ocean City Road after observing the vehicle traveling unusually slow and impeding the flow of regular traffic. Upon contacting the two occupants, the deputy observed they were both overtly nervous in the presence of the uniformed deputy. During an investigation into the occupant’s activities, the deputy requested the passenger Heather Smith to step from the vehicle. It was at this point the deputy noticed that Smith was visibly shaking as she exited the car. During the subsequent encounter, the deputy recovered a smoking device, crack cocaine and other related paraphernalia from Smith.   SBYNEWS
The deputy placed Smith under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Smith on Personal Recognizance.

I took my car in for service and I always have the headlights on automatic.
For some reason they always turn them off
So I am driving around with no headlights wondering why it is so dark before I realized what has happened.
Why can't they just live my settings alone?
Its not like it takes that long to do an oil change.

On that second one I saw the picture and thought "Oh my God that boy couldn't be over 15". Turns out it's a 30 yo woman.
