News Release: Former officer charged with falsifying overtime documents; Clate Moton-Jackson pleaded guilty today to misconduct in office

A former Howard County police officer pleaded guilty today to misconduct in office for falsifying overtime documents and taking payments he did not earn from the police department. Clate Moton-Jackson, 41, of Sabillasville, was charged criminally with one misdemeanor count and has been ordered to pay $15,000 restitution as part of his plea agreement.

The investigation began internally in July 2017 when it came to the department’s attention that Moton-Jackson had provided false information to the agency. A review of his departmental paperwork by the internal affairs division revealed inconsistencies in Moton-Jackson’s overtime documentation and his actual work hours. Moton-Jackson worked at an off-site location as a computer crimes investigator in the digital forensics unit. He was transferred to an administrative assignment at the onset of the investigation.

Upon learning the scope of the case, internal investigators contacted the criminal investigations bureau for a formal criminal investigation. The case was later sent to the Montgomery County State’s Attorney’s Office for prosecution through the Howard County State’s Attorney’s Office, as the two prosecutors have a reciprocal agreement to impartially handle some criminal matters involving police officers.

The investigation revealed through video footage and key access records to Moton-Jackson’s work facility that there were multiple dates he had claimed to be working, but had never been at the building. On each of those dates, he submitted falsified pay records totaling more than $27,000.

Moton-Jackson, who was a 14-year-veteran at the rank of police officer first class, left the agency Oct. 14 as part of his plea agreement.
