It should not be rebuilt. I lived in Ellicott city in 1972 when we had a tropical storm come thru. It was just as bad. The Patapsco ran over it's banks and ruined the donut factory. Many roof rescues were needed, our basement had about 8 inches of water, but our neighbors was 2 feet, he gave up, and gave us his sump pump, and he called the fire dept. This city is built on earth that is not going to be corrected by man. Rebuild and it could happen again in a year, or for that matter a month. Not a 1 in 1000 yr. event.

What a bad sight to see we all knew that it could happen again, it was a gamble that didn't pay off.
