So it looks like anybody that acquires items that are for sale in a "booth" at one of the "antique malls" will have to abide by this proposal. The paperwork will be a real pain!

Sounds good but I am MORE impressed that SOMEONE finally admits that property crime and drugs are rampant in Wicomico County! Now...if the city would admit to crimes being up and start doing something about it, just maybe the light at the end of the tunnel would be visible again.

This is locking the door after the crime. Why not increase patrols, and arrests? Prevent crimes, not react after they have been committed.
What he is doing is putting the work onto the clerks, so Law enforcement can sleep and eat more donuts.

Great ideas I am for it he is for something as he has stated other counties have already been doing. This man uses everything at his disposal to thwart drugs in our county. The big question is why hasn't our mayor, SPD and State Police and Chief Hug a Thug Duncan not thought of this. The same reason they don't file for grants to save us taxpayers money when make large purchases!!!!!!!!!!!!!!!!!

So the regulation is going to be on the people who are trying to abide by the law already. I sell in an antique booth, most of my stuff is bought at auction I have no idea where it came from before it came to the auction house. Most of what I buy isn't even sold in Wicomico County I buy it in Delaware or in Virginia. I may go out on a Saturday morning yard saling or to the parking lot there behind the State's Attorney's office. Seems to me the regulation needs to be on these people not on the sellers that consigned to the antique stores. Maybe there does needs to be some regulation on single owner antique stores that advertise that they buy and sell or to the dealers that advertise wishing to buy silver, gold or house lots. The stores that I am in, there are no sales across the counter. If someone comes in wanting to sell something they're referred to one of the consigners that sells items similar to what the person wishes to sell. There is no fast money and it is a private sale. I'm not saying I don't think I've never bought a stolen item. I'm sure that's happened but most of the people selling at the antique stores do not deal with the junkies that are stealing and selling so they can get their fix. The only thing this is going to do is drive more business out of Wicomico County.

If your conclusion, Crime is up in Salisbury, comes from the weekly Call Report, then I believe you are incorrectly interpreting the report. The Call Report is all calls received by the department. Not each call is reporting a crime. Here is a copy and paste found on another post concerning a 4 week average of the Call Report

Until the math kerfuffle with this posting, I did not realize these reports are a CALL FOR SERVICE, not a CRIME REPORT per se. So IMO the report is misleading I broke it down into what I feel is a crime and your definition could well be different. I believe we can agree that not all the listed calls were actual crimes.

How does an officer arrest someone BEFORE the fact. BEFORE the fact, no crime has been committed. That to me would be the same as punishing my children BEFORE they act out. 10:43, go to the station and follow an officer around for a day. You'll soon learn your sleep and donut store are a figment of your imagination.

here's the big flaw (and why pawn dealers are getting away with huge scams).
They track who SELLS it, but not who buys it.
My girlfriend had a $15,000 diamond and ruby ring (and about $15
-20,000 more in miscellaneous jewelry) that was stolen and then pawned at that pawn shop by Barnes and Noble. Plus some guns stolen from me.
The owners KNOW who they bought it from. But they just couldn't tell us who BOUGHT the stolen item. They take the pieces like that ring, buy it $500 and give it to their wife. But, if they had to show who bought it, they would lose the stolen ring AND what they paid for it.
They KNOW (absolutely know) they deal with a lot of stolen merch...they just don't want to reveal WHERE their stolen merch went. It would crash their whole low-life business scheme.
FIX THAT, SHERIFF. Protect the citizens.

Great idea I've had more equipment and expensive tools stolen from my business than I would like to count not because they are not locked up but this area is so over run with worthless loser's that would rather steal than work. There's nothing I can do if I go into a pawn shop and see my things and they will not give the police any information unless they have a warrant. So stick your coin's flea markets, pawn shops and yard sales up your@$$. Stop the drugs from getting this far build a dam wall, bring your kids up right and you would never have to deal with this law in the first place.

We have some very similar laws at present , we need to enforce the laws we have now in addition to all new laws. When I say enforce I would like to see the time fit the crime , no more smack on the wrist. Get rid of most lawyers judges , they won't do a damn thing to criminals

So will they shut down the yard sales at the Civic Center? No because it is run by the county. Lets make this law fair if it happens. Make it apply to all auctions, flea markets, yard sales and online sales. Do not punish good business people who run honest stores.

We were broken into and robbed, when the Wicomico County deputy arrived the first question he asked was do we have insurance. When my husband said yes his reply was good that will make it easier on all of us. They showed no interest in trying to solve the case.

Sorry I do not agree with this law, yes Wicomico County and Salisbury MD have a huge problem with crime but this is not going to help solve any of their problems. Most of the time any valuable items are sold on eBay, Craig's List or one of the other sites so making a local second hand dealer responsible for tracking all their purchases is just more work and one more attempt to harm small businesses and do away with retail arbitrage for honest sellers. I am tired of it I long for the early 2000's when if you purchased something you did not have to answer to everybody as to where it came from and what you intended to do with it and you were not forced to be the cheapest person on the planet.

City also wants venders such as flea market sellers to be bonded and licensed. Mayor wants to shut down the flea market, develop the lot for more "affordable" housing. Nevermind the flea market fees support third Friday.

Most of the people that rent the booths or own these small shops are retires,they very likely do not make much money and they will probably not put up with the trouble so places like Seasons Best or the Goose will have to close. More empty buildings and less sales tax paid to the state. But the government employees that make up these laws will still get their big retirements.

How is this going to be regulated. So someone buys something at a yard sale and had to register it to make sure it wasn't stolen? How about the auctioneers, do they have to as well. I guess Mike and Frank from American Pickers won't be stopping in Wicomico County ever. Seemingly a good idea, however I think the pawn shop owners are quite jealous of the Ebay and Antique store crowd making a go at it. Fortunately for the pawn shop dealers, capitalism is dying in America and most specifically Wicomico County and the City of Salisbury. Good Luck to the LEO on enforcing this one.

Anything Mike Lewis proposes or establishes is doomed to fail miserably. Mike Lewis is probably the most incompetent sheriff that was voted in to office. He rules by fear and intimidation. The sheriff's office has more unmarked vehicles than ever so they can sneak up on citizens. How about marking some of your vehicles so when people need help they can locate a police car? Small town sheriff with small thoughts.

Also we should stop selling gasoline to prevent drunk driving. What a jerk putting all of that on people selling at antique shops. I know of two that will close for good. Here is and ideal, when you catch these druggies put them away instead of slapping them on the back of there hand and setting them free because you say they are non violent.

Another joke by this moron. Sorry Mike. The sole enforcement agency as written is the WCSO. Just more busy work and more excuses to increase his budget. Adding another "law" isn't going to make up for his incompetence in dealing with the heroin problem and crime in general here in Wico. county.
Have to mention, the actual document is full of errors and mis-spellings. That is in keeping with the intellect of the Dept. too. Why do they let him carry a gun? Nice guy, but he's an idiot. This is proof.

Amother additional feel good law that will do little to prevent the problem it is supposed to address, and penalize the ones who try to do right. Plus there'll be permitting fees to add to the extra paperwork. It will be like the state requiring a spent cartridge with every handgun sale, All the time and money wasted to collect and scan them and they never helped solve one crime, because they only regulated legal sales of law abiding citizens. If you want to actually do something, patrol the flea markets and auction houses. and any store that says "we buy" like the single owner stores, Most consignment and rental space shops have numerous people who buy all over and sell out of a booth. Few crimes will be solved from this, snd the only result will be driving businesses out of Wicomico county.

I already pay for a county business license to sell in a antique booth, now they want me to pay for another permit and jump through hoops to try to provide collectible items for buyers and still make a profit. Only going to drive businesses out of the county.

There are "hot" (stolen) items sold daily on the local facebook sites, like eastern shore trash and treasure, upscale resale, and many more sites. i can tell you the store much of it comes from.
people can't sell $250.00 of brand new jewelry for $50.00, or brand new unopened 32 inch smart t.v.'s for $100.00 that cost $350.00 at best buy..
k-mart has no security. (yes, they have fake cameras set up. but they have no security). I've seen tons of items sold on these sites cheap, that came from k-mart and were brand new.

Coins are still legal tender and currency and as such it is illegal to hold someone money with out cause.
