Former FOP President Marty Fisher Found Guilty For Stealing $74,000.00 From Police Officers

The former President of the local FOP was found guilty of stealing $74,000.00 from local Police Officers and sentenced to 10 years. HOWEVER, Judge Jackson removed all but 18 months from that sentence and demanded Fisher pay back $50,000.00 of the $74,000.00 that he stole.

So let's see. Become a Police Officer, steal from your fellow brothers and sisters, he'll probably only serve 6 months and PROFIT $24,000.00.

Sheriff Mike Lewis sent Judge Jackson a direct letter asking for a "harsh sentence" and described just how much Fisher hurt Law Enforcement.

Look, I have a feeling this is going to draw a lot of comments, AS IT SHOULD! For me personally, this is a load of crap. Young kids are getting extremely long sentences for minor things and a grown man who absolutely knows right from wrong gets a slap on the wrist. Come on now!

It all makes sense now.he was the investigator for our 15 year old daughter,in his words being groomed by a 33 year old married man at our local church in Salisbury, but couldn't come up with enough evidence for a crime.hmmm, maybe he was to busy covering his butt of his crime.Kevin

Good ole boy system works every time! Somerset does the same crap with its elites that steal or use drugs and they go right back to work like nothing happened.

Anyone seen the movie "Negotiator"?

The local 111 has been in trouble with funds for many years. In 2006 Neil Bayne was the treasure and was helping his self to any and all things . Nothing was done then , reminds me of this .

He used to by a great guy, but looks like gambling got the best of him. Sad to see.

As a former treasurer of various organizations over the years, I had many opportunities to steal if so inclined. Never understood how people live with themselves after breaching the trust that others placed in them.
In the beginning, they often justify it as a loan that they will pay back. As the stolen amount increases it is justified as understated compensation for all of their volunteer services. Amazing how people can lie to themselves and believe their own BS.

FOP is a racket from way back. I had many solicitation phone call from them over the years. One time after I politely declined, the begger proceeded to berate me. If I had ever been inclined to give that behavior nixed it forever. FOP = sham.

Martin Fisher is and has always been a habitual liar! He has ruined peoples lives and should have received a sentence of much more time and pay the $74,000 in full! What a joke next he will get work release just watch!

Anyone else would have gotten a pbj or stet doc. White cop gets 10 years ? 18month is the big house across the bridge. He will have to survive initial intake as a x cop. Then spend 10 months in 24 hr solitaire confinement because he is a xcop. This is totally RIDICULOUS. Since WHEN does Mike Lewis demand JAIL time to the judge??

I'm not an FOP member, but I would agree the sentence should be harsher and payback should be in full. It's one thing to make a mistake or to break the law in a way that you aren't affecting or hurting anyone but yourself. It's another when you steal from friends, money's that are used to help and assist others, and you do it over a period of time.

I'd like 0832 to be a bit more specific about what he alleges happens in Somerset, that interests me more. Instead of insinuating some vague comment about something they think happens, give us some names and examples of what's occurring. I've lived here most of my life and been involved in law enforcement. I can think of times when some have been let off easy, as in this case, but I don't recall any sweeping under the drug incidents. Do tell!

As a general rule, embezzlement cases draw the wrath of the sitting judge. When the perpetrator is a "public servant", it usually results in significant jail time. Therefore, there are some aspects on this case that are unusual.
That being said, he has lost his employment and cannot be certified as a police officer ever again. The life he knew is in tatters, and whatever was left of his reputation is destroyed. A few months more or a few thousand more probably means little at this point.

The lesson to be learned is this:
All organizations that collect money need to have two signatures on their checks. If you are a treasurer of such an organization, you should demand that there be two signers for your own protection. Clearly, this was not caught quickly which would imply that independant audits may not have been a regular occurance.

Learn from others and remember this...cops have no respect for those who tarnish the badge.

Just wish his biotch wife was charged as well. She HAD to know what was going on. How else can you explain an extra $74,000 of income? She claimed she was a "trained investigator" when she was at MSP. Yet, she couldn't see or chose NOT to see an extra $74,000 being used by her HUSBAND right in front of her face. Guess she was too busy being a racist. That is what got her charged and ultimately forced out of MSP.

Carla Moore got more time for stealing less in Pittsville. Need I say more?

Not understanding-- Why not the Full payback???
What the heck is wrong with the judge.

And Joe by the way he gets to keep his retirement! Taxpayer funded criminals need to be sentenced in a way that states this should not happen is this county ever again! 10 years and serve everyday would have been to light a sentence!

Carla Moore got 7 years for $128,524.13
I bet there was more but this was all the could find documents for.
Need to find out why Mr. Moore got health insurance on taxpayers dime. Rumor has it that taxpayers ate still paying for his widows insurance. Stuck the taxpayers with the lions club building too. Not sure what issues with cemetery as heard there is no money in that fund to cut grass thus year. Joe maybe you can research the insurance and cemetery rumors.

If u want to live a life doing criminal activities and not go to prison for it, become a police officer.

9:29 AM How about all the cases where Fisher lied in reports and gave sworn testimony that was also lies and ruined peoples lives? I believe this case should be investigated in those regards as well. The evidence of Fisher's lack of truthfulness is well known at the WCSD. The 18 month sentence is to be served in WDC he will be out on work release in no time and a free man in 6-8 months just watch!

Sending prayers to the family . So very tragic , I would of never thought of this happening . SINCE it has the only thing good about it , is knowledge to everyone else that walks on the beach at night to be more safe and realize that this could happen . Hopefully beaches put a warning post for this , to make people aware . Rip young lady , to young ☹

What about the retired deputy (mike Elliott?) that was arrested for embezzling from a de rv park he managed? Those charges got swept under the carpet.

Must be something about fop treasurers with gambling addictions, what was the one from spd?

You obviously came to a crossroads during your tenure and HAD thoughts about it and SUPPOSEDLY made the right choice. For someone to boast and brag usually means just the opposite, maybe you replaced the funds before noticed?

The idea that he was ARRESTING people for crimes while stealing and conspiring to steal.
Prancing around like some hero to the people and telling everyone how dangerous his job is.....
What? Some paper cuts from stuffing stolen money in your pocket???
Hand cramp up from entering false info into the accounting records??
Anxiety from losing sleep over how to cover up all that theft?
Not a single cop around him notice ANYTHING????
Uh huh.
They notice when you "look down" (from across the street, going in the opposite direction, at 50 MPH, in heavy traffic).
But no one saw him doing anything suspicious? And no one could 2 & 2 together??
Come on, man......really?

Cops who steal from their fellow cops should get triple the jail time not less. One good thing is now he can sit in prison with all the people he's arrested and roughed up over the years. Should be entertaining to watch if they are smart enough to put him in general pop where he belongs.

When ever I get a phone call from the FOP asking for money I hang up on them.

Anonymous said...

He must of rubbed one of his fellow corrupted partners wrong!!! No Country Club For You My Fella!!

Does anyone know how to get the FOP to stop calling your unpublished phone number? If you tell them to stop calling they continue to call! There are too many corrupt police for me to even consider giving to them. What a shame. Then they wonder why they are no longer respected. They cover for each other and lie under oath everyday in this country.

The judge (and others like him, are) IS THE problem...the balance should come out of the judges (over) pay.
