LET ME MAKE THIS VERY CLEAR TO ALL OF YOU

My questions are in black and the County's responses are in red. There is one typo in my question referencing did the City pay the $1.00, (not $100.00). The County however did understand it was supposed to say one dollar.

The City wants the County tax payer to give more to Fire/EMS or they will not venture into the County or charge the County for their services. It appears the City should be charged accordingly for services provided by the County and collect interest on past due accounts of 30 days or more. The interest alone should allow County taxes to be lowered. Salisbury is taking advantage of the County like Baltimore City is taking advantage of the State of MD.

Great work Joe! Is the City not paying as some kind of "protest" over the fire department issue?

It is incredible that paid employees and elected officials have allowed this to happen. Talk about needing to drain the swamp! The government gravy train must be great, because it seems all who enter lose all ethics and responsibility to the taxpayers.

Great questions and replys Joe!!! I have a difficulty with Strausburg saying these items are out of the scope of the audit????? It's a contractual agreement.....should have some kind of paper trail to the audit....are other County leases being enforced or are they falling through the cracks??

The city waste water treatment plant is not the responsibility of the county! Oh really! What a bunch of idiotic misfits! The city waste water treatment plant is most certainly their responsibility and they should be on the city constantly to correct any problems.
It's no wonder the county is a toxic waste dump where no one wants to relocate even though it's prolixity to the ocean. No wonder housing prices are one of the lowest in the state and so much blight. The river and it's tributaries branch out all over the county. What a bunch of stooges.

Ask and you will receive is an audit-Genius. Yeah WicCo just like the city has some real geniuses at the wheel. Be funny except the tax payers are getting screwed royally but the gross incompetence.

So City of Salisbury hasnt paid for shit since Tilghman was in office.... Typical Liberal bullshit, adn County has done nothing about it.

It's completely obvious from just these scratches on the surface that this situation deserves more attention and investigation. The city at the mayor's level (especially during Ireton's two terms and Tilghman's three, with her pocket councils) has not been forthcoming with its obligations to the county. It's been a quiet but relentless push to have the city vacate the building and construct a new city hall, most likely enriching favored contractor friends and putting the tens of millions in new and unnecessary expenses on the city taxpayers.

Looks like a lot of loopholes left open and bills not paid. If this were the average taxpayer, would the County have allowed the bill to slide this long? And, yet, the City is calling for more relief from the County. Perhaps, the County should agree to "paying" the City a couple million more a year for the Fire Agreement, just pay in the same manner....never!!!! Or, the County may find the City is already getting that money by just not paying their bills. Some heads need to roll; 1)in the City for not paying these bills, and, 2)in the County for allowing this non-payment to continue unabated. Not acceptable, on any level.

12:20, There's so much more coming in the near future on SBYNews. However, the County was not aware of these items I asked about. All of it stems from PREVIOUS administrations. Now that the county is aware of the answers to my questions they will immediately resolve these matters. Stop pointing fingers at Bob Culver.

Let me add. Under Rick Pollitt, Barrie Tilghman and Jim Ireton, NONE of my questions would have been answered, THINK ABOUT THAT! Culver has been 100% forthcoming with his response and interest in these matters.

Pointing fingers at Creamer and Baker. They spanned the administrations and Creamer was the Council administrator up until, what - 5 minutes ago! The memo you posted states they were being copied - so THEY KNEW!

Come on Joe - fingers need to be pointed. Maybe those who ignored this and retired on FAT payments each month should have to pay a portion back to the County for their lapse of judgement or collusion in all of this. Sick of how this county works!

No it's not 2:26. Any potential problems with the plant can have and most likely would have a negative effect on the county's natural resources and a financial impact. It is imperative that the county keep up to date on the plant and it's problems. It's called being proactive. It's prudent to be proactive instead of when something happens feigning shock and outrage. To say it isn't the county's responsibility to keep abreast of the plant shows gross incompetence.

We should be asking about the fire agreement as well. The salisbury fire chief has took it apon him self to discuss departmental issue like this fire agreement and it's purpose. That fire chief has told family members that it was to get more to do away with the volunteers. Dumb if you ask me . WICOMICO NEEDS TO STEP IN THERE AND BUILD A NEW FIREHOUSE IN THE COUNTY. Also has stated that it worked in there favor and shows no need for a new firehouse, so the city can build two more ? One near Hobbs road and one in North end . So get a study to lie to wicomico just so you can sneak 2 more in. With dealing with the fire company's the city and the county should have no ties.The current volunteers there now which are County volunteers need to fundraiser and get out of the city . Also the city needs to worry about its own bills before seeking more money from the county .

While the responsibility of the WWTP may be the city's any malfunctions can quickly become a problem for the county. For the man to brush the question off as he did does shows incompetence.

Should hold all the ones that were / are responsible for this malfeasant in office even if that means stopping / deny retirement payments and all other benefits. Also anything that deals in monetary / goods / contracts falls under audit. So where is the call for a forensic audit ASAP on the County and City since they are related?

Here's a FOIA list suggestion for the city:
Since the original agreement and construction of the GOB, how many budget items have been approved as payment to the county for all expenses related to the GOB. Specifically Year approved, purpose, amount, and documentation of actual payment. Additionally any budget items that were proposed for these purposes, but not passed as part of the final budget for said time frame?
What were Paul Wilber's (and his firm') charges to the city for matters related to matters concerning the GOB during his tenure as city attorney, including dates, corresponding amounts, and description of work.
Copies of e-mails and other documents originating from offices of the administration including and clerk's office, including but not limited to responses to council questions, and briefing materials.
Any records from city finance department (or other departments) documenting payments, budget notes, contracts, or other items pertaining to GOB expenses.
Any audit findings or evidence of compliance review of GOB contractual obligations as part of internal or external audits.
Explanation of relationship between city and county finances pertaining to city tax bills processed/mailed by county and records of bills and or payments for such services and any budget notes or amounts budgeted and years for specific amounts.
Any documents pertaining to inspections, repair expenses, or certifications documenting the current condition of the WWTP in the context of operating in compliance with the specifications agreed upon as a result of the litigation.
They will want to charge for copies, but they must allow you to come in and view the records (unless they've been destroyed). If they've been destroyed there should be some record of that too. You can review the documents in person and photograph them to save from having printing costs. I know some of these documents exist. Let's see whether they produce any of the ones that copies of will surely surface from other sources if the city tells you there's no such thing.
Maybe several of us should take this list to the city and file FOIAS. I WOULD ALSO GO BACK AND RE-ask Paul Wilber the question about the $1 purchase price with the right amount. Technically, he would have answered the $100 question accurately. He would love to make you look bad.
