Board of Education, Superintendent Announce Appointment of Kim Miles as Assistant Superintendent for Student and Family Services, Effective Jan. 1

Superintendent of Schools Dr. John Fredericksen and the Wicomico County Board of Education are pleased to announce the appointment of Mrs. Kimberly D. “Kim” Miles as Assistant Superintendent for Student and Family Services, effective Jan. 1, 2016.

“To increase the focus on student learning and to place a higher priority on improving behavior and changing our disciplinary rates, I am restructuring the current Director of Student and Family Services position to Assistant Superintendent for Student and Family Services,” said Dr. John Fredericksen, Superintendent of Schools.

As Assistant Superintendent for Student and Family Services, Mrs. Miles will retain most of her current tasks as Director of Student and Family Services, but will now carry increased supervisory responsibilities and will report directly to the superintendent. Goals for the new position include faster response time for student discipline processing and a greater focus on heavier users of disciplinary resources, Dr. Fredericksen said. In time, there may be other adjustments in the Student & Family Services Division as the school system matches needs with resources. The division will now be headed by the Assistant Superintendent for Student and Family Services, and it will not have a Director of Student and Family Services.

“This restructuring in Student and Family Services will allow Dr. Margo Handy, currently the Assistant Superintendent for Instruction and Student Services, to spend more time working with directors, principals, supervisors, and teachers on delivering education that is scientifically based and data-driven for improved learning,” Dr. Fredericksen said.

A number of years ago Wicomico Schools had three assistant superintendents, but in difficult budget times the school system had to trim down to two assistant superintendents with all of the areas of responsibility divided between them. Restoring the third assistant superintendent position will mean that one assistant superintendent will be charge of each of these three key areas of operations for Wicomico County Public Schools:

Dr. Margo Handy, Assistant Superintendent for Instruction: instruction, curriculum, schools, school improvement, assessments, professional development, Special Education, parent and family involvement, and special permission.

Mrs. Kimberly Miles, Assistant Superintendent for Student and Family Services: enrollment services, pupil personnel workers, school health services, school counseling services, Wicomico Mentoring Project, Safe and Orderly Schools, and the alternative education pathways program

Dr. Cathy Townsend, Assistant Superintendent for Administrative Services: Business Support Services, Facility Services, Food Service, Human Resources, Procurement, Technology, and Transportation Services

A graduate of Delmar Junior/Senior High School, Mrs. Miles studied at and received her Bachelor of Arts in English Education from what was then known as Salisbury State College. She began her career in education in Wicomico County in 1988, teaching ILA – Integrated Language Arts as well as grade 8 English at Bennett Middle School. She served as the first secondary MSPAP coach in Wicomico County, focusing on supporting and guiding teachers in the use of a variety of instructional strategies, management strategies, and assessment strategies.

Seeking new avenues for helping young people reach for their goals, she then earned her Master of Education in Administration and Supervision from Salisbury State University and entered the world of school administration, first as assistant principal at Pittsville Elementary & Middle School in 1999, then as assistant principal at Wicomico Middle School in 2001. She was appointed principal of Wicomico Middle School in 2003 and had many rewarding experiences as she continued to seek ways to challenge, support, and move forward the many students, staff and families with whom she worked.

As a believer in the power of learning and challenging her professional and personal growth, Mrs. Miles transitioned into the position of Director of Secondary Education in 2007. She enjoyed the many experiences she shared with our middle and high schools in Wicomico County. Since July 2014, she has served as the Director of Student and Family Services, transitioning into a position that has enabled her to serve all schools, students, and families in Wicomico County Public Schools.

So in my day we had discipline and consequences, now we have a director of Student and Family resources. Note that it is not just students it is also family, so if your kid complains about what is going on in the home guess who will come a calling.

WTF!!! Another Assistant Superintendent???

The writing is on the wall. This is a promotion he promised to one of the good ole boys before he gets booted out of there. He is either getting her ready to be the next Superintendent when he retires or making sure that she is already one when the next one is chosen, which may be one of the current 2.

This Board of Education does not need 3 Assistant Superintendents. WTF is going on over there!

Where is our Republican Board members on this? Where does John Palmer and Joe Olinger stand on this? With 4 Republicans in place this should have been stopped. This Board keeps allowing John Fredericksen to spend money like it is going out of style. This is outrageous and I am pissed!!

Your buddy John voted for this. The only vote against was Joe Olinger. Palmer also voted for two Directors to take Foret position. Where did that money come from? I thought Palmer was going to set them straight. LMAO. Ask him how many breakfast and lunches he has been seen at.

This BS promotions was started by Norman Conway. He doubled the size of WBOE before he quit became one of the worst representatives we have had in my life time for the Eastern Shore. Needs to be stopped and positions eliminated. That way we will get a better and more efficient WBOE. We need more responsible WBOE. Tax Payers will see what I mean when the New Bennett Middle sinks in the mash / wetlands it was constructed on. Thanks to Ricky and his buddies he bought it from for 100x what it was worth.

You mean marsh? It sounds like the same problems the Salisbury Fire Department has. If you were smart you would not let your kids go to Bennett Middle School and be subjected to the carcinogenic fumes that will be escaping from the floor. By the time they graduate they will be dying of cancer. Just like the employees at the Salisbury Fire Department that work in the Cypress Street building. They all will be dying of cancer in about 20 years or so with all those cracks in the floor. Joe knows about those cracks and he also knows about the cancer cause fumes that are escaping. That is why they tried to put a cover over the ground before they poured the concrete.

The system gets an added director and now a new asst superintendent but my kids school cannot get a portable for their new kindergarten class. I guess moving art to the media center isn't a big deal as long as people get more $$$. Oh and how long do all schools have to wait for an intervention teacher for reading. Heard they were cut too.

Another ass't superintendent but WIHI still doesn't have a copier for teachers. My kid says her teacher is always complaining she didn't get her copies back because they have to send everything to the Board to get copied and a lot of the time it gets lost or doesn't come back in time. Does any other school have to do that?

I have not seen where one petson has said a negative thing about Ms. Miles. People are upset with the boe and how they do things. They will have you believe it is all about the kids then boom! New centeal office, new positions, etc. People are fed up. Don't get it twisted.

Another high salary we can't afford!!!! Guess my property taxes will go up yet again for this BS position!!! It's funny how public service employees are now making more than the private sector! Things definitely need to change in this county. Taxation without representation! BOE needs to be held accountable!

3 assistant superintendents, 4 supervisors of special education plus a director of special education, 3 assistant principals plus one principal in every middle and high school, plus all the countless, pointless creation of tons of jobs that have nothing to do with the classroom. No wonder our children aren't learning much! The money is spent on everything BUT them! AND an instruction assistant working in the classroom who is required to have college degrees don't even make $20,000 per year. Yeah this BOE is ridiculous!!!! I thought John Palmer was going to do better than this. John you are a HUGE disappointment.
