Not sure of this incident but my elderly neighbor sometimes would put hers upside down by accident and we would help her correct it.....
It is exactly where it needs to be. I'm sure the owner is under distress by an overtaken government. I know I am!

Amen to them, this country is in distress. If I had one that's exactly how I would fly it...
This flag, because of its ragged and torn edges, needs to be retired and replaced.
