He plans on being Hillary's boy toy, not President.
O'Malley is like Somerset County, doesn't care what's best for the state, just himself. Look at gas tax, rain tax etc, businesses aren't going to come to Maryland, and with no jobs, lesser taxes, then he must raise taxes to get more revenue. What a cycle.
